2. On a motion by Commissioner Donly, seconded by Vice Mayor Bertino the
Commission unanimously voted to approve the minutes of the Regular '
meeting of January 20 and the Special meeting of January 27.
3, Citizens Comments
Mr. Murray Sockett of the Danians commented on the signs welcoming people
into Dania. He suggested that the City look into getting newer signs.
4. In reference to the proposed well field and transmission line at the Florida
Power & Light site on Stirling Road, City Manager Kooser reported that he
had checked further into the possibility.of going south with this well
field as suggested by Mr. William Brooks at the previous meeting and he
found that the Florida Power & Light site would be the better location.
Commissioner Adler made a motion to have the City Manager advertise for
bids to be received at the March 23rd meeting, motion seconded by Commissioner
Kay and passed unanimously.
5. The establishment of a public hearing and the first reading o fan ordinance
concerning restrictions on parking commercial vehicles and trucks in res-
idential areas was postponed indefinitely on a motion by Commissioner Kay
and seconded by Vice Mayor Bertino. A workshop to be set to determine the
contents of the ordinance.
6. On a motion by Commissioner Kay, seconded by Vice Mayor Bertino the
commission unanimously voted to eliminate the portion of resolution No. 114
that requires members of the Insurance Advisory Committee be City residents.
City Manager Kooser presented a recommendation from Commissioner Kay that
Mrs. John Wandrum be appointed to the Insurance Advisory Committee. On a
motion by Vice Mayor Bertino, seconded by Commissioner Donly the commission
unanimously approved this recommendation.

On a motion by Commissioner Adler, seconded by Vice Mayor Bertino the bids
were turned over to the City Manager for tabulation and recommendation.
S. City Manager Kooser presented a retroactive premium of $45,894 on the city
general liability insurance policies. Thi-s premium was due to two claims
resulting in a loss of $152,558. On a motion by Commissioner Kay, seconded
by Commissioner Adler the commission unanimously voted to approve payment
from the contingency fund.
9,a) Nayor Duncanson opened the public hearing concerning a variance to Section
32-117 of the Dania Zoning Code for Lots 1 & 2 of St. James Park Delmar.
Thomas Difruscio, owner of the property, requested that a duplex be put up
on said property. On a motion by Vice Mayor Bertino, seconded by Commissioner
1:ay the commission unanimously voted to deny this variance on the following
roll call vote:

Mayor Duncanson - yes
b)Nayor Duncanson opened the public hearing to consider

permit the construction of a six foot high fence on the rear and side property
lines. Commissioner Adler made a motion, seconded by Commissioner Kay to
grant this variance. Motion passed on the following roll call vote:

c)Nayor Duncanson opened the public hearing to consider the request of an
exceptional use to Section 32-186 of the City of Dania Zoning Code which
would permit retail gasoline and oil sales at 205 E. Dania Beach Blvd.
After discussion and comments from objectors and an opinion from City
Attorney Milbery that this could only be done b� a request for rezoning]
Commissioner Adler made a motion, seconded by Commissioner Kay to deny
this request. Motion passed on the following roll call vote:

Mayor Duncanson - yes
10. ;Iaoor Duncanson presented ,as chairman of the Police and Fire committee a
portion of the committees' minutes pertaining to a report from George 4le0lett
on the operation and needs of the Dar.ia Marine Patrol. Mr. Hewlett related
to the convnittec the patrols need for a new boat and equipment.

continue to do the fine job that they have done in the past and that George

shown to the city and the marine patrol.
Tile commission instructed City Manager Kooser to check into figures as to the

regular meeting.

I , Consideration of a proposal by the police and fire committee to provide
one-way pairing of North Dixie Highway and Southwest 4th Avenue, north
from Sheridan Street to Southwest 13th Street was discussed at length.

City Manager Kooser was asked to present this on the next agenda with
N- recommendations from the Police Department and his office as well-as
a cost survey, City Manager Kooser was also asked to check with the
1;_;0 City of Hollywood as to whether they were still interested in re- r
striping this area. r;

12. On a motion by Commissioner Adler, seconded by Commissioner Kay the
commission unanimously voted to adopt the policy presented by City
o
11anager Kooser for the use of the community bus.
f''i1l 13. City Manager Kooser deferred the proposal to install an evaporative
cooling tower to serve all air conditioning units in the city halt
complex until a later date.

14. On a motion by Commissioner Adler, seconded by Commissioner Kay the
request from Ellie Wiley, manager of Howard Johnson's International
Airport Motor Inn, concerning occupational license was referred to the �a
City Manager and City Attorney for action. Motion passed unanimously.
15. Commissioner Kay made a motion to grant an occupational license for
an auction requested by P.J. Roussos Promotions to be held at the =s
floward Johnson's International Airport Motor Inn, seconded by Commissioner
1 Donly and passed unanimously.

16. Commissioner Donly made a motion to approve the biLls as paid for the
'yxP month of January, seconded by Commissioner Kay and passed unanimously.

Is
Mayor Duncanson reminded the commission of the Florida League of Cities
meeting in Tampa on March lst and 2nd. City Manager Kooser was asked
to put the changing of the March 3rd commission meeting on the next
agenda.
Mayor Duncanson reported that he had recorded a TV tape for Channel 51
in reference to the City and it will be shown February 7th at 11:00 a.m.
Mayor Duncanson reported that at the legislative delegation meeting in
January it was decided that the Camp Blanding area would not be annexed
into the City of Dania.
Vice Mayor Bertino reported-that he had •gone to a waste water disposal
management meeting and at this meeting he learned that the City of
Hollywood had applied for 1.6 million dollars from the legislature on
their primary treatment plant. This went through the legislature last
year and if granted, Dania will derive a percentage.
Vice Mayor Bertino reported that the City of Dania pays .13 per thousand
gallons for their waste water treatment and that the rates are going up
and a portion of the new rates will go toward capital improvements. If
the County eventually takes over the facility and makes a cash payment
to the City of Hollywood, Dania will derive a percentage of this according
to the amount they have in for capital improvements.
