® 1 . This meeting was called to consider and discuss capital expenditures
for the Police Department and review of the operations in the' Police
Department. Mayor Duncanson opened the meeting by expressing his
views on the incident tn ' the Police Department of the operational break-
down following the commission meeting of December 22nd, After much
® discussion .from the commission and the Police Department, the commisaion
took the following action:
a, Commissioner Donly made a motion, seconded by Commissioner Kay to
authorize City Manager Kooser to 'advertise for bids for four police cars
and one station wagon. Motion passed unanimously,
® b. On a motion by Commissioner Donly,
commission unanimously declared the urchase o ice radios seconded by C12pol Kay the
emergency. Commissioner Donly made amotion, secondedby Commissioner
Kay, to authorise City Manager Kooser to implement. the state contract
with Motorola and purchase the twelve radios at the cost of $16,000.
® c. Police Chief Willis explained' why he 'thought the modification of police
headquarters was an emergency. City Manager Kooser:agreed that he_felt
this to be an emergency,.
Commissioner DonlyOn a motion by Commissioner Kay, seconded by
the, commission unanimously declared this an emergency,
Commissioner Kay made a motion, seconded by Commissioner Donly to approve
® the modification of the Police Department as per .the drawing. submitted
and all work must first be approved by the City Manager, This modifi-

ation to be done at a maximum of $2,500. If more funds are deemed
necessarv, a request must be made to the City Manager for :approval:

Commission Comments
Commissioner Kay asked City Manager Kooser for a complete report on the
detective headquarters at the old mosquito building and what it would
cost to get it in good working order:
9 Mayor Duncaneon asked the City Manager to submit a report by January 6th
on what happened, why it happened, and 'Who was responsible for the action
taken in the operational breakdown of the police department,

2.a.The proposed police contract for 1975-76 was discussed at length
by the commission and the representatives of the Police Department; '
City Manager Kooser was asked to renegotiate certain areas, of the
contract and bring them back to the commission for further consideration
and approval , City Attorney Milbery was asked to review the contract
as to the legal aspect.
b.The proposed 1975-76 fire contract was discussed by the commission
and representatives of the Fire Department. City Manager Kooser
was asked to renegotiate certain areas of this. contrect.,
3.n.The commission took no action on the request to purchase five
police vehicles at the estimated cost of .$22,500. Due to the fact
that this was a late agenda item, the commission did not have
sufficient time to review it. It was moved up to the January 6th agenda.
b.The request for the purchase of twelve police radios at the coat
of approximately $16,000 was also a late agenda item. And the
commission decided to move it to the January' 6th agenda in order
that they might have time to review it. City Manager Kooser asked
that since there is a dire need for radios that the commission
reconsider and authorize him to advertise for bids for these radios.
This request was unanimously approved on a motion by Commissioner.
Donty, seconded by Commissioner Kay.
c.The request for the modification to police headquarters was .aleo a
late agenda item. . And the commission moved .this to the January
6th agenda in order that they might have time to review it.
City Manager Kooser was. authorized to instruct the police chief
to secure the holding cell as best he can for the present.
