REGULAR MEETING
NOVEMBER 18, 1975
1. Invocation - Reverend Milton Jones, Sr. of St. Ruth's Baptist Church

Vice Mayor John Bertino made a motion to excuse Commissioner
® Adler's absence, seconded by Commissioner Robert Donly and
motion passed unanimously.
The minutes of the regular meeting of November 4 were approved
as corrected and the minutes of the November 13 special meeting
were approved as presented.
'® 4. Chief Willis commended the following citizens for aiding in police
action: Mr. & Mrs. James Mullikin and Mr. William Honold.
5. CITIZENS COMMENTS:
A. Mrs. Gilda Fisher, President of the Dania Bicycle Club,
j� proposed methods of creating different bicycle areas within
the city. City Manager, Kooser was asked to get cost
estimates on Dania Beach Boulevard for bike paths.
B. Mr. Al Letto from the Townhouse East presented complaints
on conditions around building and asked City to take action
® to correct them.
C. Mr. Maury Sockett commented on future location of AIA
6. Mayor Duncanson opened the public hearing to hear objections
on the ordinance setting closing hours for bars to 3:00 a.m.
Several citizens voiced their opinions for and against this
ordinance. A motion was made by Commissioner Donly to adopt this
ordinance ofi first reading, seconded by Commissioner Bertino
and motion passed on the following roll call vote:
Commissioner Bertino - Yes
Commissioner Donly Yes

7, Mayor Duncanson opened the public hearing on the second reading
of an ordinance modifying certain aspects of the city bidding
procedure. There were no objections from the audience.
Mayor Duncanson declared the public hearing closed and Vice
Mayor Bertino made a motion to amend the ordinance by adding
" Properly noticed for Public Hearing and by unanimous vote
of all commissioners present". The motion also added the
following to the ordinance title; "but all areas where

+> practical, bidding procedures must be used." This motion seconded
by Commissioner Donly and passed on the following roll call vote:

A motion was then made by Vice Mayor Bertino to adopt the ordinance
•` on second reading as amended, seconded by Commissioner Donly and
passed on the following roll cell vote:

g Mayor Duncanson called for any bids from the addience for the cutting
and removal of coconut or adonida palms. A motion was made by Commissioner
Donly, seconded by Vice Mayor Bertino to close the bidding anoopen the
bids. Active house was the only bid submitted. A motion was made by
Conmissioner Donly, seconded by Vice Mayor Bertino to turn the bid
over to the staff for tabulation and recommendation.
Since no bids were submitted for repairing the roof over the police
T` Department, Vice Mayor Bertino made a motion seconded by Commissioner
Donly to readvertise for bids for the December 16 meeting. Motion
passed unanimously.
9. Since no bids were submitted for the replacement of the Westside
swimming pool filter system, Vice Mayor Bertino made a motion seconded
by Commissioner Donly to readvertise the bids for the December 16
meeting. Motion passed unanimously. City Manager Kooser was asked
to see if he could find a company that would do this as soon as
possible and the commission will treat it as an ,emergency item.
1 motion by Commissioner Donly seconded by Vice Mayor Bertino was
made to pass an ordinance adding a new section 2-2 entitled "collection
charges on delinquent accounts, providing that collection cosrm be
added to past due and delinquent accounts requiring City action was
passed on the following roll call vote:

A public hearing and second reading of this ordinance was set for
December 16 meeting.
10. Occupational license - City Manager Kooser recommended that the
City Commission deny Mr. Anders Muller an occupational license to
operate the Hut Bar because he had falsified his application.
Upon the advice of City Attorney Milbery,it was dedided that the
City has no choice but to issue a license to Mr. Muller. This advice
based on the fact that the state law controls alcoholic beverage
licensing. City attorney, Milbery will check into thtprocedure to
appeal to the State.
11. City Manager Kooser presented a cost break down of materials for
painting certain facilities at the Dania Beach a Bicentennial
motif. Further discussion and comments ensued but no action was
taken.
12. City Manager Kooser presented a request from the Dania Improvement
Committee that the city replace approximately nine antique lights
which have been brokeior destroyed. The estimated cost to be $1,800
($200 per light) . Upon passing the gavel to Vice Mayor Bertino,
Mayor Duncanson made a motion to have the City replace these lights.
Motion died for lack of second. On a motion by Vice Mayor Bertino,
seconded by Commissioner Donly, City Manager Kooser was asked to
investigate the possibility of replacing the lights at the least
expense. Motion passed unanimously.

13. City Manager Kooser answered to the proposed closing of S.E. 2nd
Avenue during certain hours for pedestrians and bicycles. He
felt that this would not be feasible due to the fact that the City
would have to close off at least 20 streets and numerous alleys. w
The City commission agreed and supported City Manager Kooser's
concept to increase public awareness of the large amount of school
children using this avenue and to increase the awareness on the
part of the bicylist and pedestrians of their own responsibilites
in permitting traffic safety.

14. On a motion by Commissioner Donly seconded by Vice Mayor Bertino
the commission unanimously authorized a resolution to be drawn
up appointing the following members to the local citizens
committee: Sarah Spates, Dave Howard, Murray Goodman, Robert
Kaplan, Nickolas Fallonari.
15. On a motion by Vice Mayor Bertino seconded•by Commissioner Donly,
the commission unanimously authorized a resolution to be drawn
up appointing two of the residents who have also been appointed
to the local citizens committee to the county wide coalition
board. The coalition will be the citizens advisory body to the
committee of the community development program and each participating
municipality is authorized to have two members on the coalition.
16. On a motion by Commissioner Donly seconded by Vice Mayor Bertino,
the Commission authorized a resolution to be drawn up appointing
City Manager John Kooser as representative to the Community
Development Advisory Council. Motion passed unanimously.
Commissioners Comments:
Mayor Duncanaon reported that he presented the City's resolution
pertaining to county wide interim development plan to the County
Commission. The County Commission set a public hearing for
7:30 p.m. December 17 for consideration of an ordinance to do
basically what our resolution proposed.
Mayor Duncanaon reported that Jerry Thompson, former Mayor of
Wilton Manors, was elected as chairman of the County Commission
and Hugh Anderson was elected as Vice Chairman. As a point of
information, Mayor Duncanaon advised the commission that he
has been appointed one of the ten delegates for the State of
® Florida from the Florida League of Cities as a voting delegate
to the National League of Cities Convention.
