Commissioner John Bertino made a motion to excuse Commissioner
Adler's absence, seconded by John Kay and motion passed
unanimously.
4, Commissioner Donly made a motion to approve the minutes as corrected
from the Regular Meeting of October 21 and the Workshop`Meet'ing of
October 20. The motion was seconded by Commissioner Bertino and . :
passed on a unanimous vote.
® 5. Citizens Comments:
a. Mrs. Gilda Fisher,, President of the Dania Bicycle Club, .whose
purpose is to promote bicycling in the community,.,proposed
making Dania• .."The: Bicycle City Of THe South". Her proposals'
were the following:

Beach Boulevard and Sheridan Street for BicycLe
and pedestrien 'use,only between the hours b C84 A,M
and 2:15-3 0 P:M, Mrs:; Fisber_ pointed 'out health
and safety aspect of doing this.
2. Mrs. Fisher felt another way of promoting interest in
our City would be through communication with Denmark
since Dania's name means, "Little Denmark", She
proposes sending a representative to Denmark -and having
them send one here in the interest of bicycling since
A they are a bicycling country. She feels it would also
promote business to our City from the publicity involved.

M b. :ayor Duncanson then made a proposal for a future agenda item;
He proposed purchasing $5 billion worth of bonds for the following

2. A housing program that would enable all citizens to
own a $50,000 house with a guaranteed housing, program

Of course, the Mayor would have to contact Hugh Hefner for a private plane. r.
Now if we should default on the bonds, the Mayor felt we would still be
ahead because we could keep what was purchased, Commissioner Bertino
3 sugpested that we secede from the Union, attack the U.S.-lose and then
a the President would send Henry Kissinger down here and he would give us
the 5 billion dollars.
6. Mayor Duncanson presented certificates to the following individuals
and groups who made contributions to the recreation programs and

7 , A Public Hearing set for 9:15 concerned Lewis Boat Sales.
This was an addendum item brought before the commission for the
purpose of establishing the rights of this business to operate. •
Mr. Milbery voiced his opinion that as long as nobody objected
to the original variance and since there was nothing improper
about it that a motion should be'made to accept the affidavits
as uncontested at this meeting. Commissioner Hertino.made a
motion for same, seconded by Commissioner Donly and the motion
carried, Building Inspector LittrelI pointed„out that the.
license fees from 73/74, 74/75 and 75/76 were never paid and asked
if a penalty was due. The answer was that the penalty was waived
because of pending decision by the City. The owners were asked
to make the necessary improvements .to make their business one that
would be attractive and conform to the City's business establishments.
Mr. George Hewlett made mention of the fact that Mr. Lewis had done
much in aiding derelict vessels in need and assisted with the Police
Boat. The Mayor thought this was indeed community minded, especially
since he had not been permitted to operate a business and that- some
recognition should be given to him in the future.
S. Commissioner Donly made a motion. for adopting a resolution authorizing
proper officials to prepare an appropriate application for recognition
of the City of Dania as a Bicentennial community. Commissioner
Berttno seconded the motion and it passed unanimously.
June Silvernale brought the commission up to date on activities for
the Bicentennial program, She also reminded the commission that
they were invited to attend and participate in the Hollywood
Eirthday Parade. A donation of $1,000 was made by the Dania
Improvement Committee which is sponsored by the Dania Chamber of
Commerce, to Commissioner John Kay to be used for preserving one
of the oldest buildings in the county - Dania Elementary School.
A letter to this effect written by Lillian J. McMillan, Secretary
of the Dania Improvement Conmittee. was read to the commission by
the `favor. This money is to be used when the remodeling takes place.
Mr. looser reported on figures to Bicentennial the Beach, fireworks,
and blockdancing. Mr. Eppling, President of Dania Bank, will fund
the painting of the fire hydrants. Commissioner Donly made a motion
to fund $350.00 including Labor for decals on the police cars. The
motion was seconded by Commissioner Bertino and passed unanimously.
Mayor Duncanson thought this to be a great way to get the ball rotting
since police cars are all over the city and would definitely be a
visual way to create attention.

9, Further discussion on the assessment on S.E. 3rd Avenue between
S.E. 4th Terrace and S.E. 5th Street and between the alley in
Block 2, South Dania Heights and S.E. 7th Street was an issue
that City Manager Kooser felt should be decided by the commission,
but that he felt that the City should stand pat on the decision
not to rebate any of the property owners on that assessment.
City Attorney, Milbery said that he didn't see anything defective
about the assessment procedure since there was neither a lack
of notice nor an opportunity to object which would be necessary
in order for reassessment.
10. City Manager Kooser, after giving some background concerning the
Community Development Block Grant Program, asked the commission to
adopt a resolution authorizing the proper officials to execute an
agreement with Broward County, Florida for participation in same.
The Mayor asked Mr. Kooser to check.and see whether the original
committee members were still available and willing to serve, and
'r that since Mr. Kooser was our administrator and no member of the
commission objected that he be put into contention as this official
at the meeting of November 18. Commissioner Donly nude the motion
to adopt the above resolution, seconded by Commissioner Kay and the
motion passed unanimously.
it. Several important comments were made before the conclusion of the
meeting and these were:
A. Every Thursday, between the hours of 10:30 A.M. - 1:30 P.M. ,
the Library Bookmobile will he in the City Hall parking lot.
This would augment our library system until we are eventually
taken in as a member of the County Library System.
B. Mayor Duncaneon plane to attend the League of Cities Board
of Direcabra meeting in Miami, and invited the
commir ion
to attend. He also mentioned that Mayor Hans T
of
Jacksonville will be made President of the National League
of Cities. Commissioner Bertino mentioned that Mayor
Duncaneon had a seat on the State Board of Directors and an
at large seat on the State Board of Directors of Broward
v County.
C. A Special Meeting to consider a resolution to Broward County
Commission requesting the implementation of an interim
County wide development plan will take place on November
13, at 8:00 P.M-
D. Commissioner Kay brought up the demolition of Franke Pizza
and repaving of City streets as soon as possible.
E. Mr. Kooser said he needed more time to investigate the trash
issue and would report on this at the next workshop meeting.
