Commissioners: John Kay Robert Donly City Manager: Jofin Kgoaer. ; City Attorney: Jack Mitbery City Clerk: Wanda Mullikin Police Chief: Fred Willis Building Inspector: `Thomas Littrell Zoning Consultant: Luther Sparkman Absent: Commissioner: Frank Adler Commissioner John Kay made a motion .to.excuse Commissioner Adler's absence, seconded by Commissioner Bertino - motion passed unanimously. Comnissioner'Bertino also reported on Commissioner Adler's condition and said he will soon be moved to a private room and will be allowed,visitors. 4. Citizens Comments: a. After congratulating the .commission on the fine job they are doing, Anne Rubenstein, a Dania resident, brought to the attention ,of the commission the unsightly conditions, mainly garbage,,a,long S,E, 15th Street. b. Mr. Murray Goodman commended the Police Department for .� the fine job they are doing. Gertrude Snyder of S.W. 15th Street pointed out the need for adequate lighting in the alleys between Dixie Highway.,and USt; she voiced dissaEisfaction with the way the Dania Police handled an incident of a prowler ,. at her home. 5. A motion to approve the minutes of the Regular Meeting of October 7, *` and the Workshop Meeting of October 14, was made by John Kay, seconded by Commissioner Bertino and passed unanimously. G. Commissioner Donly made a motion to award the bid materials for 8" water tine on 4th Terrace to A 6 B Utility Supply, it was seconded by Commissioner Kay and passed on the following roll call vote by 3-1. . Yes �i tV COVITAssion -L October 21, 1975 ..vdYCiG(}I.WfijL 7, Consideration of the funding of up to $2,000 toward the Chamber of Commerce booklet, to include mailing, map, envelopes, and 1,000 booklets with correction made where indicated with payment upon presentation of bills was put into a motion for approval by Commissioner Kay, seconded by Commissioner Donly and passed unanimously. 8. Extending the hours of bar closing and clearing out to 3:30 A.M. was discussed at some length and generally agreed upon by the commission that later hours might attract an undesirable element of people. Mr, Kenner, City Manager felt that 3:00 A.M. closing might be an optimal solution. Commissioner Bertino made a motion to put consideration of an ordinance allowing tavern owners to stay open tit 3:00 A.M. and with said ordinance . to be revokable at any time. Also that a public hearing be set and tat reading for November 18, The motion was ,seconded by John Kay and passed unanimously. 9. June Silvernale gave a report on the Bicentennial-projects and asked for the Commissinn's approval. . City Manager Kooser, estimated the cost for various'items such as: painting the lifeguard stands red, white and. blue, providing lifeguards with red, white and blue bathing suits and painting the fishing pier buildings and restrooms to be :$2,660. Also Bicentennial designs on police cars was considered. A motion to approve these projects was made by Commissioner Bertino, seconded by Commissioner Donly and passed unanimously. The question of a fireworks display for July 4th was brought up. Commissioner Kay made a motion to approve the fireworks if we can afford them. The motion was seconded by Commissioner Donly and passed unanimously. `; June Silvernaie showed the commission .an antique map of Denmark, - . dating back to 1539 from which the City of Dania was named. The map was given to her by City Clerk Wanda Mullikin; she also pointed out that City Clerk Mullikin's husband's grandfather:' .O was the first mayor of Dania. Mrs. Sitvernale plans to have both the map and the picture enlarged, engraved and framed and hung in City Hall., Mr. Farina reminded the commission of the expense of repainting the buildings once they have been painted red, white and blue ® and said that not only would, thi4 be oatty, byt that- it might . take 4 or 5 years until they would need repainting. Some of the fund: rskBing projects mentioned by Mra.',Sitvernate were: Broadway Dinner Theatre having a Dania night; Calder and Gulf streamuRace Tracks having s Dania Day, Dania.: night at ;® Hi-Li and the Lions. Club using the,troadway Dinner;Theatre to hold the Miss- Dania contest for'fund raising purposes., to. Commissioner John Kay made a motion to send a letter to the State Road Department stating the city's position and thoughts in favor of the ALA extension and the use of alternative 4. Commissioner Bertino seconded the motion but it failed on the following roll call vote: Commissioner Bertino Yea Commissioner Donly No Commissioner Kay Yes Mayor Duncanson No City Commission -2- October 21, 1975 11 , John Kay gave a report on the Dania Elementary School project and told the commission that. the layout of the proposed City Hail would be with Jan Elder and that he welcomed citizen input. The Mayor mentioned the fact that he had talked with the man from the County in charge of the Bookmobile, which will be in town on November 6, and made the suggestion to him setting up a library at Dania School. This would be open 60 hours a week and would enable Dania to enter the County Library "System. The outlook is very favorable. 12. Commissioner Kay brought up the issue of an assessment which was made on S.E. 3rd Avenue between S,E. 4th Terrace and S.E. 5th Street and between the alley in Block 2, South Dania Heights and S,E, 7th Street. Mr. Kooser recommended that the assessment remain as assessed since he felt if '_t was allowed to be re- opened legal problems would arise. Commissioner Donly moved that the City Manager Kooser's recommendation be accepted, seconded by Commissioner Bertino. A motion was ,made to table. this issue until the November 4th meeting by"Commissioner Donly, seconded by Commissioner Bertino -and passed unanimously. 13. Commissioner John Kay made a motion to amend the resolution allowing named individuals access to the City's safe deposit box and requested Charlene Moore, acting personnel: Director rather than Carol Herbert do this, reason being that''the•. commission would rather not have two people in the same ® department on the resolution. Motion seconded by and passed unanimously. 14. The request for bids for the future Westside awl mming "pool was passed unanimously after a motion to advertise for such bids was made by Commissioner Donly and seconded by John Kay. ' 15. The disposal of City surplus equipment such as the '69 Ford truck and the 3/4 ton pickup truck were items that ware" mentioned plus the School Bus. City Manager Kooser was- asked to talk to Mr. Simms in reference to rehabilitating i the bus for City use. A motion declaring the '69 Ford Truck and 3/4 Ton Pickup surplus was made by Commissioner Bertino, seconded by Commissioner Kay and passed unanimously. 16. Commissioner Kay made a motion to pass-an�ordi;nance modifying' cerAn aspects of the City'a bidding procedure and the motion was seconded by Commissioner Donly., "It passed unanimously on, , first reading by the following roll caVU vote: ; Commissioner Bertino c::Yes: r Commissioner Donly Ye6v t Commissioner Kay YeIs'` Mayor Duncanson Yee e A Public Hearing and second reading will be called for November 18. 17. Commissioner Bertino brought up a Pin Batl. operation in "regard to its proximity to Church property. It seems that it is legally placed as far as the Church Building but not the Church property. !� Also, the question as to the age of the customers was brought up since some appeared to be younger than the required 17 yrs, or older age, City Attorney Milbery was asked to check out owners a licenses. City :tanager Kooser, presented an emergency item relating to repairs on the roof over the Police Department. This was declared an emergency item by unanimous vote of the Commission.
