Present: Mayor: Robert Duncanson Vice Mayor: John Bertino Commissioners: John Kay Robert Donly City Manager: John Kooser • Fire Chief: John Lassiter Social Service Director: James Stevens 2. City Manager, John Kooser, after reviewing the suggested budget • cuts from Monday's meeting, told the commission, that he believed we should keep all present employees in the following departments: Cemetary; Streets and Parks; Water and Social Service. Any cut- backs in these departments would be detremental to the smooth function of the City at this time. He also commented on the ad- ditional recently hired employee in the accounting and billing department who he felt was needed at least in the 75/76 budget, • with the possibility of releasing him at a later date. Mr. Kooser discussed Manpower funding and the role it could play in the new budget. He read a letter from the Manpower Funding Council stating that all current Manpower positions will be extended • until June 30, 1976, which would be a tremendous saving to the new budget. A further study will be made and reported to the com- mission. The City Manager indicated his intention to study in depth priorities such as Computer Billing, Purchasing, and Financial Procedures. • It was felt, by the commission, that rather than make Tuesday night's meeting on September 2, any longer than necessary, a workshop meeting would be called for Friday night, August 29, so that any other questions or suggestions could be made on the budget thereby cutting down the time on the Sept.2 meeting on Tuesday. • An indication pertaining to the water plant was made by the City Manager. He felt that both the operator and his assistant were needed so that a 7 day, 24 hour watch could be maintained. Commissioner John Kay, mentioned payment on the new fire truck. He • asked that the first payment be made from the 75/76 budget, and suc- ceeding payments in future budgets. 3. When asked about Mr. McNally's resignation, Mr. Kooser pointed out that the Assistant City Manager was and still is very helpful to him at this time, and his intention was that he would keep Mr. McNally for at least the next couple of months. • 4. Mr. Kooser indicated to the commission that he has asked that consecutive number memo files and letter files be set up for their review and in- formation and will also be open to the public and press. 5. When asked about the pension, Mr. Kooser replied that he needed more • time and that he would report on this either at the end of this week or next week. 6. The Charter review took up a large part of the workshop meeting and many changes and revisions were suggested by the commission. A long discussion ensued regarding dismissal of a department head and it was thought that this should be at the pleasure of the commission. Mr. Kooser was asked to go over the model charter with City Attorney Jack Milbery and revise it to the current charter and report back to the commission as soon as possible. city Commission -1- August 27, 1975 a: 7. The question of whether the final decision on choosing city department heads should be solely up to the City Manager or up to the commission was discussed at great length by Mr. Bertino, Commissioner Kay and Mayor Duncanson. Vice Mayor, Bertino feat that it would be better for the decision to be made by five men rather then one, since he felt perhaps pre- ference such as personal associates might enter into the selection. ? Commissioner Kay felt the final decision should be left up to the City Manager since he was elected by the commission on the merit of his capability of making important decisions. Murray Goodman, of the Finance Committee, agreed with Commissioner Kay. ` The Mayor pointed out that the new trend in City Managers, especially `. throughout the county, was praiseworthy. Theme men are professional , R men rather than strict politicians and can be depended upon. They all know each other and help each other and are doing an excellent job. y7 8. Mayor Duncanson made mention of the Broward League of Cities,meeting that touk place in Ft. Lauderdale on Tuesday, August 26. The Project ® , Director, Dr. Dwynal Pettengill, of the Department of Community Affairs •,Y� .}^ discussed annexation and gave the delegation a list of depressed areas w which is his prime interest.
