The Commission outlined the procedures that they would like to see followed for zoning hearings: a. A sign will be posted on the subject property by the petitioner. b. A notice will be published in the newspaper, The City Attorney will have the Ordinance ready at least three (3) days prior to the Public Hearing on the rezoning and the Public Hearing will have been properly advertised. ® C. Witten notice will have been sent to the property owners within 300 feet. The Commission was divided on whether this should be 300 feet or Less. The 300 feet will be measured from the property boundaries. d, The Public Hearings before the Zoning Board and the City Commission will be advertised at the same time. If the Hearing continues to another meeting through the fault of the petitioner, the petitioner will pay for another newspaper advertisement. Commissioner Kay suggested including a map of the area in question in the advertisement. e, Include in the fee any charges for time that will be taken for research, advertisement, etc. Tr was suggested to have all the Public Hearings for rezoning at the first meeting of the month, and the second readings would be at the second meeting. It was also suggested that the variance fee be Lowered. The Commission wilt meet with Building Inspector Littrell and discuss these ideas further. Mayor Duncanaon asked that the zoning procedures be put on the next regular meeting agenda. 3. Mayor Duncanson asked why there had not been signs posted on Federal Highway to indicate free parking at the City Hall tot, and requested that the City Manager expedite the posting of these signs. The Commission felt that stricter law en- forcement would help to control the speeding on Federal Highway and throughout the whole City rather than posting more speed limit signs. 4 . Mavor Duncanson asked City Manager Hampton to check into the existence of a noise ordinance other than Section 20-12 of the Code of Ordinances. If there is another noise ordinance, he would like the City Manager to notify the Police Department of this. If there is no other ordinance, he would like to see the City Attorney draw one up. ; . Mr. Bob Sims appeared to discuss with the Commission the use of Frost Park for approximately four (4) or five (5) night-time championship games. There being no _- objections from any of the Commission members, Mr. Sims was given approval to proceed with the plans for the games. City Commission -I- June 18, 1975 H Kw 0. Mr. Sims said that there is a need for about 150 feet more fence on the south side of the field at Frost Park. The cost of it will be approximately $200.00. The Commission was hesitant to decide on this for the main reason that they do not want to see a public park fenced in. 7, City Manager Hampton was asked to look into the cost of installing new lights in certain areas of Frost Park, Mayor Duncanson stated that there was an error made when out-of-town teams were given permission to use Dania ball parka at night without reimbursing the City for the cost of using the lights. The Mayor felt that whoever gave the other teams permission was wrong in doing so, and in the future any requests from out-of-town teams to use Dania ball parka at night except in cases of emergency would have to come before the Commission. The Commission discussed various ways of utilizing Hodston Park, Commissioner Kay reminded the Commission that the sewer plant is still under a bond, The Citv Manager was asked to draw up the wording of the advertisement for the park and come back to the Commission with it. 9. Mayor Duncanson suggested making the alley next to Frost Park a one-way alley to relieve congestion there, Chief Willis will be contacted regarding this. Also, the Mayor commented on phone calls he has received regarding the lateness Iof some games, especially on school nights, and lights being left on when the game was over and no one was on the field, Mr. Sims said that there have been times when no one knew how to turn out the lights.
