a , `Lark Donovan complained about speeding in several areas of the City,
esnecLally in the Melaleuca Gardens area.
0 b, Bob Sims spoke to the Commission on the use of Dania ball parks and
li-;hti.ng for baseball games involving out-of-town teams. Mr. Sims was told to
c,,ntact the City Manager regarding the holding of a baseball tournament in Dania,
and also regarding the fencing of Frost Park. The Commission decided to put these
items on the agenda for the June 1.8 workshop meeting,
® 5. On n motion by Commissioner Donly, seconded by Commissioner Kay, the Commission
unanimously voted to approve the minutes of the regular meeting of June 2, the
�recinl meeting of June 4, and the workshop meetings of May 28, June 4 and June 9,

0 (n a motion by Commissioner Kay, seconded by Vice Mayor Bertino, the Commission
unanimously voted to table the second reading of the Ordinance to rezone the John
® P,ond property on Eller Drive until the next regular meeting on July 7. The
Commission decided on this course of action based on the fact that at the last
mee.tinc, the Commission had asked for a specific letter from the Port Authority
9 declaring Eller Drive a public road, and that letter has not been supplied.

s 10. Clty Attorney Milbery handled the first reading of the proposed Platting Ordinance.
lie stated that platting will be mandatory in the County by July 1. A couple of
developers are possibly ready to develop along City Roads, and for this reason the
Flavor recommended that this Ordinance be considered an emergency for first and
;. second readings. On a motion by Commissioner Donly, seconded by Vice Mayor Bertino,
r the Commission unanimously voted to consider this an emergency and pass it on first
and second readings. Roll call was taken to declare this an emergency:

11 . At the Last regular meeting, the Commission deferred any action on the application
of :Antonio's Auctions of Oklahoma to hold an antique auction at Howard Johnson's
on July 13 5 14 so that the local merchants could have time to voice their opinions.
`n%or Duncanson read letters from Mrs. Sprague of Antonio's thanking the City for
its courtesy, and from the Chamber of Commerce opposing the auction. Pete Prosaic
said that he thought it was unconstitutional to prohibit out-of-town dealers from
dcim; business within the City. City Attorney Milbery agreed with this. On a
notion by Commissioner Donly, seconded by Commissioner Kay, the Commission unanimously
agreed to permit this auction to proceed.
2. Cic Attornev Milbery read the Ordinance amending the South Florida Building Code
providing for the repair or demolition of unsafe structures. On a motion by
Commissioner Donly, seconded by Commissioner Kay, the Commission unanimously voted
to pass this Ordinance on first reading, roll call being as follows:

13, On a motion by Commissioner Donly, seconded by Vice Mayor Bertino, the Commission
unanimously voted to table the appointment of nine members to the unsafe Building
Board until the meeting of July 7. This was done as some of the proposed members
are not residents of Dania.
14 , City Attorney Milbery reviewed the proposed month to month lease for the front-end
loader. The lease price will be $516.66 per month. On a motion by Commissioner
::ay, seconded by Commissioner Donly, the Commission voted to approve this Lease by
e majority vote, Vice Mayor Bettina voting no.

I5. The City Attorney had provided the Commission with an Ordinance and Resolution for L
a moratorium on building permits, and only the Resolution was included on the agenda, t

W ' second reading of the Ordinance and the reading of the Resolution will be on July 21.

16 , City Attorney Milbery reported tle t the City is not obligated to maintain an access

tract , pier patrons are to have free parking. w'
17. City Manager Hampton asked for the Commission's confirmation of the amount (approxi-
mately $1 ,230 per year) that will be the City's cost for the maintenance of the N.W. k{
Loth Street railroad crossing gate. On a motion by Commissioner Donly, seconded by
Commissioner Kay, the Commission unanimously voted to -approve this amount.
0 18. City Manager Hampton requested authorization to pay Florida East Coast Railroad for =�•
the paving, replacement and repairs to the railroad crossing on N.W. 10th Street and
Griffin Road when funds are available. On a motion by Commissioner Kay, seconded by id
Commissioner Donly, the Commission unanimously voted to grant this authorization.
19. Building Inspector Littrell cited Lewis Boat Sales for committing a zoning violation.
® City Attorney Milbery stated that the City has the authorization to take the case to
municipal court. If this does not stop the violation, a lawsuit can be filed. City
Manager Hampton was instructed to give Mr. Littrell the authorization to proceed with sick
the municipal court action.

20. Mayor Duncanson read the Resolution for the acceptance of Manpower funds for the
administration of the summer youth program. On a motion by Commissioner Donly,
seconded by Commissioner Kay, the Commission unanimously voted to pass this Resolution.
21. City manager Hampton asked for guidelines for seeking proposals on possible leasing
of a portion of Houston Park. The Commission felt that no exceptions should be
included in the advertisement so that the area will be open to any ideas. As the
Commission has not agreed on the exact land to be leased, the City Attorney recommended
that it be discussed at the workshop meeting on June 18, and then be put on a regular
meeting agenda on July 7.
22. The City Manager recommended that the boat launching fee at Houston Park be raised
to $1 .00 per boat. Mr. Hampton made the point that the City residents that own boats
are such a small percentage of the population that it would not be fair to use
Cencrai Fund monies to finance the facility. Mr. Frost, who manages the launch
facility and operates a fishing supply concession, asked that he receive one-half
of this amount, since he presently receives half of the current fee. The Commission
lid not feel that this could be done. On the other hand, if the City charges an
annual fee for Dania residents, Mr. Frost will lose a great deal of his revenue.
The Nayor suggested Lowering the yearly fee for residents to $2.00, and then the
'crunching fee for residents would be 254, which would go to Mr. Front, and $1.00 for
non residents. Commissioner Kay suggested a yearly fee of $5.00. Commissioner Donly
suggested leaving it the way it is now until a lease arrangement is made for the
area. Commissioner Kay then suggested a yearly fee for residents and no fee for
launching, and a $1.00 launching fee for non residents, or sell a six month sticker
for $5.00, half of which will go to Mr, Frost. The Commission decided that the six
month fee of $5.00 was the best idea since it is felt that by then the lease of
Houston Park should be resolved. On a motion by Commissioner Kay, seconded by
Commissioner Donly, the Commission unanimously voted to charge Dania residents a
six month fee of $5.00, effective July 1.
B 23. the Ccnimission discussed the fees for beach parking. A suggestion was made to charge
35C for the first hour and 25C per hour for each additional hour. The Commission
felt that this would be an excessive charge. It was then suggested that there be a
canimum of 504 per car, and 25C per hour, not to exceed $1.00 per day. The Mayor
suggested a flat $1.00 per car charge, which would eliminate the necessity for
fir:inS gates. The Commission agreed on this fee. Pier patrons will receive a color
coded ticket to be validated at the pier for refund at any time. Mr. Milbery advised

on July 7, second reading on July 21, with the rates to become effective August 1.

25. On a motion by Commissioner Kay, seconded by Commissioner Donly, the Commission
s :, ® voted to consider as an emergency item the cut off time for submitting items for
the agenda. By unanimous vote, the cut off time will be 5 P.M. on Monday,

1., Commissioner Adler has asked to be relieved of his duties as chairman of the
n ' finance Committee due to ill health. Mayor Duncanson at this time appointed Vice
Mayor Bertino to replace Commissioner Adler.
2. Mayor Duncanson would like discussion of a noise ordinance put on the June 18
workshop agenda, and also discussion of activities at Frost Park and signs on Federa l
Highway,
3, Vice Mayor Bertino stated that he is going to contact D.O.T. concerning traffic
" lights,
4, City Manager Hampton read a letter from the P.B.A. stating that the Police Department
has agreed to work 80 hours per week and be paid for 75 hours so that two policemen
can keep working. All those in attendance applauded this act of the Police Depart-
ment, and the Mayor asked that the person in charge of the P.B.A. be present at the
next regular meeting so that the Commission can publicly thank the P.B.A.
