Luilding Inspector: Thomas Littrell �h; ® Sanitation Contractor: Thomas Sette 2 , City Manager Hampton presented the Commission with a rough draft for a proposed Garbage Ordinance. The Commission proceeded to discuss in detail the definitions { and provisions of the proposed draft , including the number of cans to be collected, pick-up for the elderly and families on fixed incomes, and charges for extra cans. it m Mr. Se:tte emphasized that a garbage collection system has got to pay for itself. ,v The :inyor stated that he would like to see the taxpayers get at least one free service for their tax money if the City can possibly afford it. But, he continued, the Commission will have to look at the City budget, and if the budget seems to be heading toward a deficit, a fee will have to be charged depending on the projected ® deficit. City Attorney Milbery reminded the Commission that not only does the Commission have an obligation to the taxpayers, but also to the budget equally as well . With the ideas that were discussed at this meeting, Mr. Milbery was asked if he could prepare a rough draft for a garbage and trash Ordinance, and the Commission would continue its discussion at a workshop meeting on May 28. ® 3. Building Inspector Littrell requested that nine members be appointed to an Unsafe Building Board. An ordinance is not needed for the appointment,. as the South Florida Building Code grants the Commission authority to form such a Board. However, he would like to see an amendment to the South Florida Building Code that would give the Building Inspector the power to follow through on the demolition of condemned buildings. City Manager Hampton was instructed to place this Ordinance on the agenda • of June 2 for first reading, second reading to be on June 16. The Commission will be responsible for the appointment of the Board. Secondly, Mr. Littrell recommends an Ordinance for the adoption of the Southern Standard Housing Code instead of the Broward County Housing Code. This would give the Building Inspector a control over occupancy standards where the South Florida ® Building Code controls structural standards. Mr. Littrell is requesting that another Board be appointed to enforce this Ordinance. The Commission agreed to put this Ordinance on the June 2 agenda for first reading, and second reading on June 16. lie also requested an Ordinance for the appointment of an Architect Review Board which will control the appearance of all buildings, and also the adoption of a Sign Ordinance to control the size, illumination and condition of signs.
