Present: ® Mayor: Robert Duncanson Vice Mayor: John Bettina Commissioners: Robert Donly John Kay City Manager: Woodward Hampton Social Services Director: James Stephens ® 2. James Stephens gave a detailed report on the operation, goals and services of the Social Services Department, including efforts to secure government grants, and plans for this year's summer program. Commissioner Donly stressed that more adver- tising is necessary for the programs that are available, as he feels that not enough people are aware of what Social Services has to offer. ® 3. Mayor Duncanson requested that discussion of the City Charter be put on this agenda so that the Commission could discuss the clause regarding the City Manager having the power to hire and fire before putting it on a regular meeting agenda. The Commissioners are divided as to their opinions on whether Dania should have a strong City Manager form of government or a strong elected official form of government. ® The Mayor requested that the Charter change be put on the May 19 agenda, and asked that the City Attorney have the Ordinance amending the Charter prepared. The Commission will decide which way that the vote on the City Manager powers will go at the next meeting. Whichever way the vote goes, it is felt that the issue will go to a referendum vote. The Commission decided to draw up two different wordings of this provision of the Ordinance so that both will be ready to insert in the Ordinance depending on whichever way the vote goes at the regular Commission meeting. 4. Mayor Duncanson read several Ordinances regulating the keeping of animals which clearly state that Dania does have rules for the containment of animals. The Mayor suggested that the Police Department be provided with copies of these Ordinances and make it clear to the Police that the Commiasion�wants these rules enforced. 41 5. The Corunission discussed the annexation issue. At the last regular Commission meeting when this issue was discussed, the general opinion of the citizens residing outside the corporate limits of Dania that were in attendance seemed to be against annexation. The Commission feels that these people have not been presented with all the facts. Mayor Duncanson asked City Manager Hampton to update the Police and Fire ® evaluations of annexation, and keep everything relating to this issue updated for future referral. Vice Mayor Bertino stated that he thought that most of the citizens at the meeting were from a certain area, and possibly the Commission could look into annexing by piecemeal the areas that want to be annexed. Mr. Hampton stated that he was working on getting aerial photos of the area in question and will present them to the Conunission when ready. O C%r MNTS: 1. Commissioner Kay spoke on his committee's feelings regarding the garbage and trash ordinance. Commissioner Kay would like to give Ordinance #566 to the City Manager O to present at the next regular meeting on May 19 with the following changes: a. Eliminate trash from the Ordinance and have a separate Ordinance for trash prepared which will have trash pick-up once a week. Citv Commission -1- May 7, 1975 u J b, Limit garbage to two cans per residence, or four cans per duplex, or five S cans per triplex, or six cans per four units, two cans per resident unit in trailer parks, and two cans per motel/botel resident unit (such as owners or a resident managers) . He recommends eliminating condominiums and having them get their own private garbage collection. a• C. Garbage fee was not discussed, B F The Commission decided to bring this before the public at a special meeting on lkiy L4, Comiissioner Kay also asked that a count be furnished of the number of residents that this would involve, and Vice Mayor Bertino asked that figures of the garbage tonnage from previous years be compiled. i t; d e ti Robert H.
