2. The Commission spent a good deal of time reviewing the proposed water and sewer
ordinance modifications. Mr. McNally was questioned on several items, and was
asked to make corrections, additions or deletions accordingly. One point that was
?• discussed quite thoroughly was the equalization of the sewer rates for single family
titij ® homes, condominiums and mobile homes.
z, 3. The Commission discussed the drainage policy of the City, particularly in regard to
c the new addition being built by the Dania Bank and the drainage problem on the street
j, used as the access road to the Bank. Commissioner Kay feels that the residents on the
street should not be assessed for the cost of repairing the drainage problem because
® the street is used mainly by customers of the Bank. Mayor Duncanson feels that drainage
is a City responsibility. . City Manager Hampton suggested advertising for bids to get
a n idea of what the cost would be before deciding whether to assess the property owners.
The Commission was definitely against this due to the fact that a great amount of time
and effort goes into preparing a bid, and it would be unfair to bidders to have them go
to all the work of preparing a bid when the Commission has not definitely decided to
® repair the drainage problem. Also, a Resolution of Necessity is necessary before any
advertisement for bids can be made. Commissioner Kay suggested that his committee
discuss the problem and advise the Commission. This was agreeable to the rest of the
Commission.
4. Mayor Duncanson spoke on the County's recent proposal that the cities in Broward
o County pledge an eight cent gasoline tax to be used for the building of roads within
the County. Under this plan the County would pledge seven cents, with the end result
being that the combined pledges of citie? and County would double the $30 million now
available. Mayor Duncanson met with other Mayors and Commissioners of South Broward,
and the general consensus is that this Rdad Bond Issue is not favored. The people had
rejected a previous Road Bond, and now the County is trying to pass the same Road Bond
under a different cover. One of the main objections is that South Broward might not
get their share of the available monies. The Commission agreed not to pledge the BC
gasoline tax, and fight to get the City's portion of the $30 million.
5. Vice Mayor Bertino spoke on the regulation of concerts. He does not feel that the type
of music should be restricted, but there should be a uniform set of rules and regulations
® that all concerts must follow. He suggested drawing up an ordinance spelling out all the
legal controls. Commissioner Kay objected to having concerts at the Fronton due to the
possible destruction to the Fronton and surrounding property. The Commission agreed to
have City Manager Hampton talk to City Attorney Milbery regarding the consolidation of
all the Commissioners' ideas on regulations and put these ideas into an ordinance.
G. As City Attorney Milbery was not present at this meeting, the items regarding the
Danian's sewer assessments and State Paving Claim will be placed on the agenda for the
Apri.1 23 workshop meeting.
7 . Due to lack of time, discussion on the Charter will be postponed until the April 23
workshop meeting.

Commissioner Kay requests that discussion of a grass ordinance be put on the agenda
for the April 23 meeting, and also that his committee has lost two members due to job
relocation and he would like the Commission to approve new appointments at the May 5
meeting.
