WORKSHOP MEETING
DANIA CITY COMMISSION
APRIL 9, 1975
1. Present: Mayor: Robert Duncanson
Vice Mayor: John Bertino

City Auditor: Joseph Spina
2. CPA Joe Spina was in attendance at this meeting .to defend his reputation in relation
to the City Commission's recent decision to advertise for proposals from auditing
firms for the next fiscal year audit. Mr. Spina explained that all auditing firms
operate under one set of rules and regulations, and the degree of research involved
in an audit depends on the type of audit that the client requests. In the case of
the City of Dania, a "general" audit was requested, which means the t the auditor is
required to take a random sampling of all areas in the financial system. There is
also another type of audit, called a "special" audit, which goes into detail in one
particular area or department. Mr. Spina said that if the City of Dania had requested
such an audit it would have been done and the discrepancy would have been found.
Therefore, the point that Mr. Spina would like to make is that no matter what firm
was or is employed, the results would be the same based on the fact that all account-
ants follow the same set of procedures for a general audit.
Mr. Spina then proposed that the City consider retaining an auditing firm on. a con-
sulting basis. He gave examples of how his firm had helped other communities increase
® their income by making their money work for them through investments. He cited an
example of how his firm had helped the City of Dania when City Manager Hampton had
consulted with him regarding the garbage contract bids, and also when there was a
problem in some dealings with the Dania Bank. Mayor Duncanson said that the City
cannot afford to hire a full time accountant, but that possibly a solution could be
worked out to retain a consultant on an "as needed" basis. The Mayor and Commissioners
feel that it is a good idea to have a specialist in the financial field to help the
City. The question of cost arose, and Mr. Spina said that his fee is $50 per hour.
City Manager Hampton has advertised for proposals from auditing firms, and is to give
his report on the response by May 5. The Commission decided to discuss Mr. Spina's
proposal in the weeks to come, and try to come up with a decision by May 5.
3. The report by the City Attorney on the Danian's sewer assessment was tabled until the
April 16 meeting due to the fact that Mr. Milbery has not been able to. obtain the
necessary information.

5. Mayor Duncanson brought up the subject of the General Employees Pension Fund. He
feels that the Ordinance creating the Pension Fund should be amended because of all
the people that are on the General Pension Fund Committee not one is an employee.

6. Vice Mayor Bertino suggested that items concerning a person or group of people
should be put at the beginning of the agenda. The Commission agreed to do this.
7. City Manager Hampton was asked to look into the possibility of repaving S.E. 2nd
Avenue and some street and sidewalk damage done by Southern Bell on Stirling Road.
