2. Discussion was held on the money owed to the City by State Paving. In 1971, then
City Attorney Walden was given information for a lawsuit to be filed against State
Paving. and no action was ever taken on the matter. The amount owed is $7,467,69.
City Attorney Milbery has been asked to report on this matter, as well as the
collection of the monies due from the Danians. Due to the fact that Mr. Milbery
?: has not been able to get the information from Mr. Walden as yet, any further
action on this item wilt be postponed until the April 9 workshop meeting. si
Mayor Duncanson also requests that CPA Joe Spina be allowed to be present at the
April 9 meeting so that he can speak to the Commission regarding his job as CPA

for the City of Dania.
3. Discussion relative to the Assistant to the City Manager was held. Mr. McNally
was asked why certain men had been transferred in the Water and Sewer Plants. He
explained that even though it may be a State requirement by the first of next
year (1976) to have at Least a "B" licensed operator at both the Water and Sewer
Plants, he felt the employee he had appointed as supervisor over both Plante is
very capable and is expected to qualify as a licensed operator in Water as well
as Sewer by the first of the year. He also commented that the employee he had
transferred to the Sewer Plant is also expected to qualify as a licensed operator
by the first of the year,
t The location of Mr. McNall.y's office was questioned - whether it should be in the
Citv Hall or at the Water Plant. It was pointed out that many citizens are finding
it difficult to locate Mr. McNally, due to the fact that he is head of the Public
Works Department, yet his office is in City Hall . As his title is Assistant to the
City Manager, it was left up to the City Manager's discretion as to where Mr.
McNally should have his office.
4. The subject of car expenses was discussed. Some of the Commissioners questioned
the City Manager's car and travel allowance. The previous Commission set up the
allowance in lieu of buying the City Manager a car because they decided it would
be cheaper. Also several citizens have complained about privately owned vehicles
being serviced at the City garage, Commissioner Kay suggested that gas usage
limit of 50 gallons per month be complied with, and that no care but City cars be
serviced at the City garage. The rest of the Commission was in agreement.
5. Mr. Sette of West Shore Sanitation Service appeared to voice his complaints about
the garbage service in Dania and the problems he has encountered. He stressed that
supervision by a City official. is needed in order for the operation to run smoothly.
The pick-up of underground garbage cans was brought up by Commissioner Kay and
thoroughly discussed. Mayor Duncanson suggested that the Commission review the
garbage Ordinance and that this item be placed on the agenda for the April 7
regular Commission meeting.

6. The collection of del.inquent special assessments was discussed by City Attorney
DIilbery. The Commission suggested that a letter to these people from the City
Attorney would possibly be more influential in obtaining the collection of these
assessments than another letter from the City Hall , This way the people that are
delinquent would know that the collection of these accounts had been forwarded to
an attorney for legal. action, Mr. Milbery was asked to draw up such a letter, and
the City Clerk is to provide him with the legal descriptions,
Mayor Duncanson has also spoken with Joe Spina regarding the City's financial
system. and suggested that the City might consider using Mr. Spina on a consulting
basis. This will also be discussed with Mr. Spina at the April 9 meeting.
The Commission then reviewed the Special Projects report in detail, questioning
Mr. McNally on various figures.
7. No discussion was held on the possible regulation of open fire bar-b-ques on balconies
of multi -story buildings.
8. With regards to grass cutting, junk and abandoned autos, Mr. Milbery will review
previous Ordinances relating to these subjects and is to report at the workshop
meeting on April 16.
9. No discussion was held on Charter improvement and steps for implementing changes.
