HomeMy WebLinkAbout30798 - MINUTES - City Commission :t MINUTES SPECIAL MEETING DANIA CITY COMMISSION MARCH 24, 1975 1 , Roll Call : Present: Mayor: Robert Duncanson Vice Mayor: John Bertino Commissioners: Robert Donly John Kay City Manager: Woodw4rd Hampton City Attorney: Jack Mil.bery City Clerk: Wanda Mullikin Absent: Commissioner: Frank Adler 2, On a motion by Vice Mayor Bertino, seconded by Commissioner Kay, it was recommended that item #4 on the agenda - Annexation - be moved to the first part of this meeting. As the first three items on the agenda are of equal importance and will not take up much time, and also since a quorum is needed to vote on the passage of an Ordinance, the motion was withdrawn. 3. The first reading of the Conflict of Interest Ordinance was held. On a motion by Vice Mayor Bertino, seconded by Commissioner Donly, the Commission unan- imously voted to pass this Ordinance on first reading, the vote being as follows: Vice Mayor Bertino yes Commissioner Donly yes Commissioner Kay yes Mayor Duncanson yes ,® 4. The first reading of the Nepotism Ordinance was held. On a motion by Vice Mayor Bertino, seconded by Commissioner Donly, the Commission unanimously voted to pass this Ordinance on first reading, the vote being as follows: is Vice Mayor Bertino yes Commissioner Donly yes O Commissioner Kay yes Mayor Duncanson yes 5. On a motion by Commissioner Donly, seconded by Vice Mayor Bertino, the Commission unanimously voted to approve the transfer of funds from accounts 323-553 and 341 325 into the account for lighting construction at Westaide Park. Commissioner Kay requests that he and the Commission be given copies of any and all Resolutions authori►ing transfers of funds in fiscal year 1973-1974. g, A lengthy discussion on Annexation was held with an estimated 300 people in attendance to air their views. The area in question is located west of the City of Dania between Stirling Road, Cut-off Caneloand State Road 441., The general consensus of the residents of this area that were in attendance at this meeting seems to be that they are opposed to annexation by the City of Dania. Those opposed state that they already have adequate fire and police protection; that they have adequate garbage collection; they feel annexation will mean higher taxes; some are afraid that their property will depreciate in value if their address is changed from Ft. Lauderdale to Dania; if they have to be annexed they would prefer to be annexed by Hollywood or Ft. Lauderdale. Those in favor of annexation argue that fire and police protection will become better; that garbage collection rates will be lowered - at present time there is no garbage fee in Dania although one is in the planning stages; that they will be provided with marine patrol . Commissioner Kay asked that he be invited City Commission -t- March 24, t975 MRS to sit in on one of the residents' meetings so that he and possibly the other Commission members can better familiarize the people with the benefits of annexation, and also he would like to find out why people are against Dania more so than Hollywood or Ft. Lauderdale. No,action was taken at this meeting as the purpose of putting it on the agenda was for discussion only. 7. The beach parking tot improvements were discussed by City Manager Hampton. Bumper stops will need to be purchased and striping will have to be done in order to direct traffic through the parking lot at a coat of approximately $1 ,980. The plan as drawn up would eliminate 110 parking spaces in order to provide the Fishing Pier with 50 spaces. City Attorney Milbery was directed to contact Clarke Walden, attorney for Mr. Moulton, lessee of the Pier, and work out a proposal that would not eliminate existing perking spaces. 8. On a motion by Commissioner Donly, seconded by Commissioner Kay, the Commission unanimously voted to remove the discussion of the garbage fee from the agenda, as they feel that this should be discussed at a regular meeting. COMMENTS: I . Commissioner Kay requested that the following items be placed on the agenda for the March 31 workshop meeting: a. State Paving b. Grass cutting ordinance c. Assistant to the City Manager - duties and move to the Water Plant d. Car expenses e. Garbage pick-up f.
