On a motion by Commissioner Adler, seconded by Vice Mayor Bertino, the minute, from the meeting of November 18th were approved unanimously. ® `i. On a inotion by Vice Mayor Bertino, seconded by Commissioner Donly, the Commission approved unanimously the resolution authorizing Mayor Duncanson to sign City checks. 0. Mayor Duncanson asked Officer Oliver to come forward for proper recognition r due to his being selected for the Jaycee award. Mayor Duncanson commented on the outstanding community service done by Officer Oliver outside the scope of his City employment. The appreciation of the City and the City Commission was shown to Patrolman Oliver. 7. On a motion by Commissioner Donly, seconded by Commissioner Adler the City Manager's request to advertise for five police cars was approved unanimously. 8. On a motion by Commissioner Donly, seconded by Commissioner Adler, the City Manager's request to advertise for bids for a telescopic platform fire truck was approved unanimously. 9. On a motion by Vice Mayor Bertino, seconded by Commissioner Adler, the Commission unanimously approved the City Manager's request to authorize the destruction of the old voters registration books. 10. The resignation of Kay Bracken was accepted. Miss Bracken was a member of the Broward County Community Relations Board. The Commission expressed their appreciation to Miss Bracken and authorized the City Manager to u�cure a proper certificate in recognition of her service. On a motion by Commissioner Adler, seconded by Vice Mayor Bertino, the Commission unanimously appointed Robert Kelly to this vacancy. 11 . Attorney Deuschle presented the petition of Drexel Properties known as Pirate's World. The Commissioner discussed the request and on a motion by Vice Mayor Bertino seconded by Commissioner Donly, the request was denied. 'Commissioner Adler stated before the vote was taken that he would vote no against the site plan as presented, but that he approved the 17 units per acre. Commissioner Adler voted no and Vice Mayor Bertino, Mayor Duncanson and Commissioner Donly voted yes. A I2. Chief Willis discussed with the Commission and the public, the roll the City hopes to play in the crime prevention program for Broward County. His report was in detail and broad in scope. Commission endorsed the efforts the City of Dania and the other municipalities are making toward crime prevention. 13. Mitch Lipshultz reported on the work done by the Off-Street Parking Committee and the results of these various meetings. On a motion by Commissioner Adler, seconded by Vice Mayor Bertino, the Commission unanimously instructed the City Manager to request the Department of Transportation to delay the removal of off-street parking from Federal Highway until April Ist. This request to go to Pr. Simpson. City Commission -1- December 7, 1974 14. The City Manager requested the Commission to study the noel for minimum housing cone based on tho memorandum presented to them. Commission askod that the Manager bring to their attention the County ordinance as soon as it is finalized for Choir action. 11>. Sam Delevoe was not present on his request for the Church of God on S.W. 7th Terrace. This matter was left to the City Manager to handle administratively. 10. The Commission discussed the 201 planning project for Broward County for sewer need;. On a motion by Vice Mayor Bertino, seconded by Commissioner Adler, tho Commission unanimously approved the resolution of cooperation and Mayor Duncanson and City Manager Hampton were appointed to the Advisory Committee for this program. 11. The City llanacp;r requested authorization to charge $25 per hour for employee time when doing special services for individuals not within the normal scope of the ernployons' function. On a motion by Commissioner Adler, seconded by Vice Nayor Bertino, the Commission unanimously approved this charge at the do,icretion of the City Manager. 18. the City Altornoy reported on his opinion of the Davie Ordinance and the alter- nete to this need. It was decided to take no action at the present time, however, Vice Mayor Pertino commented that the City Manager is always looking for additional monies for the City and he appreciated this attitude. 11). The City Mana(ler requested -the Commission adopt an ordinance making it mandatory th.it the coconut palms, be treated by private owners. After much discussion the Commission authorized the City Attorney to draw an amendment to tho tree ordl- nonco which would provide for the Manager to have the authority to have any 8 dead or hazardous trees removed from private property, on a motion by Commissioner Donly, seconded by Commissioner Adler and approved unanimously. 20. Pote Prossic's request was continued until further notice by Mr. Prossic. 21 . Vice; Mayor Bertino discussed the need of a traffic light at S.E. Second Avenue. M The City Manager is to make additional contact with the School Board and D.O.T. for positive cooperation. 22. City Attornoy presented the resolution as outlined by position of the City of Dania, insofar as the utilization of NW Tenth Street as thru arterial . The city's basic purpose for the opposition to any additional traffic on this street especially truck driving. A motion to approve the resolution was made by Commissioner Donly, seconded by Vice Mayor Bertino and granted unanimously. 7'. Commission discussed the possibility of removing from the zoning code the muiti- plo family density of 15 and 17 units per acre. A motion by Vice Mayor Bertino, s corded by Commissioner Donly, City Attorney was instructed to draw an amendment to the zoning ordinance to be presented at the meeting of December 16 which would eliminate these classifications. Commissioner Adler voted no, Mayor Duncanson, Vice Mayor Bertino and Commissioner Donly voted yes. 24. tlayor Duncanson reported to the commission the results of the meeting with the Area Planning Board on the route for A1A north from Dania Beach Boulevard. The final ali,7nment of the street is to be recommended to be through a portion of tho east side of Jai Alai property and west of the Catholic Church property north of Second Street. This alignment was generally acceptable. 1;. The City k1anager was authorized to advertise for bids for a transcribing system for the police department. Motion of authorization made by Commissioner Adler, ;c!conded by Commissioner Donly and carried unanimously. ;r,. Mayor Duncanson requested the Zoning Board members to come forward to receive their certificate of appointment. All were present accept Chester Byrd. 'l. Cify Attorney Dubow distributed resolutions on the need for additional bicycle PJfhs in South Broward. This matter will be placed on the agenda for December 16 for action. These commltiees are (1 ) Fire and Police; (2) Recreation; (3) Utilities; (4) Finance; (5) Parks and Special Projects. • 21). Vice Mayor Bertino requested that the following items be placed on the December p 16 agenda: (1 ) Discussion of possible change in the Grandfather Clause of the zoning ordinance; (2) Possible action to eliminate truck traffic on Griffin Road; (0 Possible action to abolish the Assistant City Manager's position and (4) Possible hiring of a dog catcher. • 50. Commissioner Donly requested that the next agenda provide for two items: ( 1 ) Dis- cussion of the action taken in controlling the water problem in the southeast section; (2) discussion of the history and the present status of Dania's plans for annexation. No other news to come before the commission. The Mayor adjourned the meeting at 11 :00 P.M.
