Kay Vice Mayor: Robert Duncanson Commissioners: Frank Adler William Jackson John Kay k City Manager: Woodward M. Hampton City Clerk: Wanda Mullikin City Attorney: Clarke Walden Building Inspector: Hubert Walker 7_oning Consultant: Luther Sparkman 2. The City Manager rlLstributed to the Commission, the recommendations as furnished to him by Public Works Director Gus Brice on the analysis of Hie garbage and -trash bids. Commissioner Adler stated that he had been Informed that one of the candidates running for office had received a contribution from one of the bidders and that in his opinion it would be unfair to make the award at this time. After much discussion by the various members of the Commission, of the propriety of awarding the bid now or continuing same. A motion was made by Commissioner Adler, seconded by Commissioner Jackson, that the awarding of the contract be continued until the next Commission is elected and seated. Several members of the audience asked to be heard. Tom Setti, the apparent low bidder stated that he saw no reason that action couldn't be taken now and that there was no infenl on his part in making a donation to one of the candidates to influence said candidate. Dave Howard commented that he thought the Commission was a responsible body and that this Commission should take action on the bids in the normal procedure and he requested them as a citizen to do so. Mr. Donly commented that the Commission should act on this matter as on any matter, that the election should have nothing to do with normal City business. Commissioner Jackson commented that he had thought the specifications would permit those companies with three years experience to bid. He observed that with the five years experience requirement, the City only received two bids when it is possible that they could have received five or six bids. Vice Mayor Duncanson felt that the bids had been properly advertised and that they had delayed long enough and that the City should act in a responsible manner and award the bid to the lowest bidder. The question was called and the vote was four to one with Vice Mayor Duncanson voting no on continuing the decision on this question. 3. City Attorney presented the revised zoning ordinance for approval on first reading. lie outlined the provisions of each zoning classification. Whon the City Attorney had finished reading the provisions of the zoning ordinances, Vice Mayor Duncanson made a motion to delete the RM-15 & 17. The motion died for lack of a second. Commissioner Kay made a motion, seconded by Commissioner Jackson, that the •ordfnances be approved on Ist reading. Dave Howard asked to be heard on the ordinances and suggested then that the Commission set the maximum density of ten units per acre. Commissioner Jackson pointed out that the density in Dania Is lower than other similarly located cities, and that much of the remaining vacant land in the City will be zoned either single family or lesser density at twelve units oer acre. Commissioner Jackson pointed out also that Dania zoning ordinances related to density are based on net acreage excluding from the acreage, dedicated streets, alleys and commercial areas and that overall City of Dania's density will probably be much less than ten units per acre. puostion was called and the ordinance was adopted on first reading with Vice Mayor Duncanson voting no. 4. The City Attorney stated to the Commission that they had designated him to ho the person to coordinate future hearings for the placing of zoning on lands and asked if he should plan to coordinate this work with the City ti,inag(:r. The Commission authorized the City's Manager and Attorney to coordinate the hearings and that the City Manager may delegate to Mr. Sparkman, the setting up of the meetings and providing of technical Information necessary for legal hearings. / 11-,nda Cullikin, City Clerk Ted L.
