Hampton City Clerk: Wanda Mullikin City Attorney: Clark6 Walden Police Chief: Fred Willis A Building Inspector: Flubert Walker d. On a motion by Vice Mayor Duncanson, seconded by Commissioner Adler, the Commission approved the minutes for the meeting of December 7th, with one correction. On Item 16 the last two sentences are to be deleted. A copy of the corrected page is to be given to the Commissioners. 5. On a mol-ion by Vice Mayor Duncanson, seconded by Commissioner Adler, the Commission approved unanimously the bills as paid for the months of October and November. 6. The City Attorney read the minutes from the Planning and Zoning Board's ® meeting of December Ilth. No action was taken by the Commission. 1. A report was given by the City Clerk on the certification of signatures on the petition for the Golf Course zoning reconsideration. On a motion by Commissioner Jackson, seconded by Commissioner Adler, the Commission called for a special meeting on January 16th at 8:00 P.M. 8. The City Manager outlined to the Commission the results of the bids for a trash truck chassis and body. Chief Mechanic Williams had recommended to the Manager that the City purchase the chassis from Kelley Chevrolet as low bid and the body from Callahan Motors on Stirling Road. It was pointed out that the Callahan price was more than Royal 's and after some ® discussion by the Commission, it was agreed that the best purchase for the City was the Callahan body. On a motion by Commissioner Jackson, seconded by Vice Mayor Duncanson, the Commission voted unanimously to purchase the chassis from Kelley for $5,839.39 and the body from Callahan for $2,850.00. ® 9. The City Manager reported on results of attempt to lease compacts for residential patrol . Written agreements to be presented to the Commission for their adoption at their January 7th meeting. 10. On a motion by Vice Mayor Duncanson, seconded by Commissioner Adler, the Commission unanimously authorized the City Manager to sign the contract for architectural services with Robert Kerley for the Civic Center. 11 . A special meeting for Wednesday, December 19th at 5:00 P.M. was set to acl on other matters to be presented by the City Manager. I7. The 'innin9 of the purchase agreement fcr the ten acre park site was coniinued until the December 19th meeting. The Commission authorized tho City Manager to take steps to proceed with refunding the 1% open ,,I,ace rroney col lecl-ed. I On a motion by Commissioner Jackson, seconded by Commissioner Kay, the Cnmrnission authorized the City Attorney to prepare an ordinance giving ® the fire inspectors the power of arrest. 14. On a motion by Commissioner Jackson, seconded by Commissioner Kay, the Cc;nmi:,ion unanimously authorized the City Manager to advertise for bids for cleaning and bulldozing overgrown acreage. �. 1)i•Xussion on newspaper •,alvnyo mr; continued until the meeting on the 191h. I Commissioner Kay withdrew his request for a Charter change due to Icgal problems. 1 /. On a motion by Commissioner Adler, seconded by Commissioner Kay, the Commission unanimously approved the Lions Club's request to string a banner across U.S. I for free eye tests, subject to approval of Department of Transportation. Itt. On o motion by Vice Mayor Duncanson, seconded by Commissioner Kay, the Commission authorized the City Attorney to draw a tree protection ordinance. 11). Mayor Kay's request for the discussion of the anti-nepotism law was brought before the Commission. After some discussion the matter was clarified as to -the understanding and intent of the various Commissioners. 20. On a motion by Commissioner Jackson, seconded by Commissioner Kay, -the Commission authorized the City Manager to advertise for a 3/4 ton . pickup truck for the Water Department. 21 . Mrs. Munoz was advised by the City Attorney that the question of raising rabbits in a residential area would be properly determined by the municipal Judge and not the Commission. On a motion by Commissioner Jackson, seconded by Commissioner Kay, the Commission authorized the City Manager to follow through with this matter. 22. Robert Hutcheson, Architect, had requested of the Commission their position on the zoning being continued at 801 South Federal Highway. On a motion by Commissioner Adler, seconded by Commissioner Kay, the Commission agreed that the intent of the Commission is that the business zoning would be retained at that address, and that a shopping center could be built if they comply with the zoning and building requirements. L`. Discussion of cost for garbage and trash plekup was continued until the December 19t1h meeting. 24. The City Manager was authorized by the Commission to extend the hours of closing for bars on Christmas and New Year's Eve at his discretion. 25. On a motion by Commissioner Kay, seconded by Vice Mayor Duncanson, the Commission authorized the City Manager to administratively handle the closing of certain functions on Monday before Christmas and New Year's Eve. 26. The City Attorney pointed out that the Berry Tract annexation ordinance and the Pascal ordinance will have final reading at the next meeting for their annexation to the City. The City Attorney will follow through with the Legislative Delegation to confirm these annexations. L' The City Attorney reported on the settlement of the Atlantic Refining Cninpany condemnation suit settlement for $14,400., plus costs and attorney's foes. The Commission approved the settlement and authorized the monies to be paid out. . 8. Pntf, Prossic of 529 N. W. IOth St. pointed out that these was trash accumulating at the Trail 's End Trailer Park. Hill Davison of 826 N. W. 7th Avenue, asked the wages of a police sergeant - and a patrolman. He also asked of the progress of negotiations on the police agreement being conducted with the Police Benevolent Association. No information was furnished on either by the City Manager.
