On a motion by Commissioner Jackson, seconded by Vice Mayor Duncanson, • the Commission approved the minutes of the October Ist meeting. The vote was unanimous. 5. A motion was made by Commissioner Kay, seconded by Vice-Mayor Duncanson, to approve the bills as sent for the month of September. The motion passed unanimously. 6. Reading of the Planning and Zoning Board's minutes. The minutes were read and noted for the record. Discussion ensued concerning how to rid the City of non-conforming uses. The provisions of the present ordinance were discussed and the City Attorney stated he • would bring to the Commission an amendment to this ordinance to the next meeting which would prevent ways and evaluation of non-conforming uses so as to legally and formally rid the city of this problem. The City Manager brought to the attention of the Commission the past action in removing a non-conforming service station on North Federal • requiring that the next use of the property conform to the B-2 zoning. At that time which was several months ago, the Commission authorized the Gulf Corporation to reopen the station. In the meantime the property has stayed vacant, the pumps are removed and the building is boarded up. A motion was made by Commissioner Jackson, seconded by Vice Mayor Duncanson to accept the City Manager's recommendation to declare this use to be • abandoned and that it revert to the B-2 zoning. Owners of the property should be given notice and they will be allowed thirty days to appeal this decision to the Commission. The motion passed unanimously. 7. 8: 10 p.m. Opening of the bids for the patio covers-shuffleboard courts. Westside Park. No bids were received.This is the third effort to get • bids for this small project. The Commission asked the City Attorney's advice on how to get this project done and could it be done without bids. The City Attorney advised that since due effort had been made and bids had not been received that Commission could authorize the City Manager to negotiate a contract for this installation. A motion was made by Commissioner Jackson, seconded by Vice Mayor Duncanson to authorize the • City Manager to do so. The motion passed unan'Imously CITY MANAGER'S REPORT I . The City Manager pointed out the need for additonal deputy clerks for purpose of signing warrants. A resolution was adopted and an order drawn appointing Woodward M. Hampton, Harry Ferry, Linda Grimm and Laura McNeeley on a motion by Vice Mayor Duncanson, seconded by Commissioner Jackson and it passed unanimously. City Commission -I- October 15, 1973 OEM fffl� 'Row • 2. The City Manager requested authorization to employ Jim Stevens in the capacily as a community coordinator. A motion was made by Vice Mayor Duncanson, seconded by Commissioner Kay, that he be employed by the City and the service of -this position to be re-evaluated at the end of one year. The motion passed unanimously. ® The, CityManager resent the emergency medical g P 9 y program to the Commission for a policy decision. It was pointed out that this would be in conjunction with the South Broward Hospital District. The district Is to furnish the equipment and the City the vehicles. The City has one vehicle that is capable of utilizing the equipment and the Manager ® requested authorization to advertise for bids for a new vehicle when needed. A motion was made by Commissioner Adler, seconded by Commissioner Kay, that the Manager have this authority and to use his discretion and to advertise for the purchase of a new vehicle. The motion passed unan- 1rTously. ® 4. The Manager presented to the Commission, the request by Chief Willis for the adoption of the Police Operation Manual . The Commission compli- mented the Chief highly for this effort and suggested that he continue to improve the regulations and operations of the department. A motion was made by Vice Mayor Duncanson, seconded by Commissioner Kay to approve the Manual . The motion passed unanimously. 5. The City Manager presented to the Commission a problem in reading water meters due to water meters being enclosed by fences. The Manager gave to the Commission three alternate solutions. A motion was made by Commissioner Adler, seconded by Commissioner Jackson that a minimum bill of $20.00 per month, in the area of the City that has sewers and $15.00 per month where there are no sewers, be set for the meter to be read once a year for any use over the amount listed above. The property owner to have the alternate relief of jogging his fence around the meter to make it available. The owners in this category to be given sixty days to move the fence after which the above charges will be made. • 6. The City Manager requested authorization to advertise for bids for labor and material for the resurfacing and rebuilding of streets and alleys in the City. A motion by Commissioner Jackson, seconded by Commissioner Adler to approve this request passed unanimously. 7. On a motion by Commissioner Jackson, seconded by Commissioner Kay, the • Commission approved the City Manager's request for authorization to advertise for bids for installation of 6" water line along S. E. 3rd Avenue between 4th and 7th Streets. The motion passed unanimously. 8. The City Manager's request for authorization to advertise for bids for two paddlebalI courts; one for Westside Park and one for the Fire • Station site, passed unanimously on a motion by Vice Mayor Duncanson, seconded by Commissioner Adler. 9. On a motion by Commissioner Duncanson, seconded by Commissioner Adler, the Commission unanimously approved the the City Manager's recommendation that the force labor contract be awarded to H 8 H Crane. • 10. The City Attorney reported on the problems in removing the structure at 242 S. W. 9th Street. On a motion by Commissioner Duncanson, seconded by Commissioner Adler, the Commission unanimously authorized the City Attort"_ y to prepare an ordinance which wbuld prevent this from occurring in thA future. • 11 . Action to demolish structure at S. W. 2nd Avenue and 4th Street was tabled for the City Attorney to get further information. ® City Commission -2- October 15, 1973 • RN NOW 12. The City Manager gave to the Commission an alternative on the sewage disposal problem. After discussion, the City Commission authorized the City Manager to advertise for bids to construct a transmission F and modify the lift stations so as to tie into the Hollywood system on a motion by Vice Mayor Duncanson and seconded by Commissioner Kay. j I The charges for boat launching and parking at Houston Park was continued i ® until the next meeiing. 14. The City Manager gave to the Commission the schedule of clean up to begin on 10-22-73. The Commission discussed the petition before the Public Service Commission for toll free telephone 'service between Broward and Dade Counties. Vice Mayor Duncanson was authorized to ® appear at the hearing and inform the Commission that the City of Dania opposed this toll free service if there were to be a charge to the basic rate of all users in Broward County. A motion by Commissioner Adler, seconded by Commissioner Jackson stated that it should be made j clear that those using the service should pay for It. The motion passed unanimously. ® 15. The civic building reported to the Commission on their discussions with the interested architects. This item was to be placed on the next Commission agenda for report and action. 16. Bill Brooks spoke at length on the removal of the ficas tree at Frost Park. He suggested that the City adopt an ordinance to review the policy on tree removal .
