JULY 2, 1973

4. On a motion by Commissioner Adler, seconded by Commissioner Jackson
the minutes of the regular meeting of June 18 and the special meeting
of June 25 were approved.
5 . County Engineer Gerron appeared before the Commission to discuss the
proposed use and development of N.W. loth Street. There are no
absolute plans at the present time according to Mr. Gerron but there
have been discussions and preliminary planning for a fuller use of
® this right-of-way. Several members of the audience as well as the
Commission asked questions amd most questions were concerned with how
soon it would be widened and if widened what would be the plans to
protect the single family homes. The residents of the area of N.W.
iOth Street generally opposed any development which would increase the
traffic flow. Mr. Gerron will keep the city informed of any developments
'® that come to his attention.
6. On a motion by Commissioner Adler, seconded by Commissioner Kay the
continuation from the June 18th meeting on Kermit Moyer's request, on
the granting of a variance permit was postponed until the next meeting
SLnce Mr. Moyer was out of town and the Commission had some questions
® to pose to Mr. Moyer. The motion passed.
7. On a motion by Commissioner Kay, seconded by Commissioner Jackson a
resolution was approved for the condemnation on an old and rotting
frame house at 240 N.W. 7th Avenue, and also a one car garage at
1001 S.W. 12th Avenue with roof falling in. The motion passed
unanimously.
8. On a motion by Commissioner Adler, seconded by Commissioner Kay the bid
that had been received at the June 18th meeting for the standard
four-door sedan automobile for the Building Inspector; was rejected
since there was only one bid, and the City Manager was instructed to
readvertise for this automobile. The motion passed unanimously.
9. On a motion by Commissioner Adler, seconded by Commissioner Jackson,
the Commission set July 16th as the date for the developers of the
Dania Golf Course to present their site plan for approval. The motion
passed unanimously.
LO. Commissioner Jackson made a motion that the City Manager write a letter
to Dennis Holder and Sheriff Stack expressing thanks for their reporting
on Pirate's World. Commissioner Kay seconded. The motion passed.
CITY MANAGER'S REPORT
1. On a motion by Commissioner Adler, seconded by Commissioner Jackson
the Commission authorized $200.00 to be allocated to the Little League
World Series. The motion passed unanimously. The Broward League of
Cries had asked that each city contribute to this program.

2. On a motion by Commissioner Kay, seconded by Commissioner Adler the
City Manager was authorized to authorize the City Engineer to do a
preliminary study and cost analysis for a drainage district for the ~
part of the City west of the railroad. The motion passed.
3. The contract between the City and the Fire Fighters was postponed for

E further study. Each Commissioner is to give to the City Manager any

points he disagrees with by Thursday. 'w;y
'4 4. The City Manager had asked the Commission to authorize the City Attorney
to draw an ordinance to effect a speed limit for trains of 15 miles an
hour through the City. The Commission asked that this be continued n
QYYt until the next meeting.

S. On a motion by Commissioner Adler, seconded by Commission Kay the
Commission authorized the City Manager to contact the City of Fort
Lauderdale and ask them to serve the.small strip of land south of the
Port property, bordering the Spur Railroad off North Federal, and to };pi
annex it into their City limits. The motion passed. '``
6. The City Manager presented the problem of getting sewers installed in J ;`
S.E. 7th Street after the street is constructed. On a motion by '=
Commissioner Adler, seconded by Commissioner Kay, the Commission TWN
authorized the City Manager to take the necessary steps to install }
f this line and assess the cost to the benefitted properties. The -r=
motion passed.
s ' ® 7. On a motion by Commissioner Adler, seconded by Commissioner Kay, the
Commission approved the concept of hiring an executive director or
secretary for the Broward League of Cities if the cost is pro rata
.r according to the present dues assessment formula. The motion passed. '

8. Mr. Walker answered various questions posed to him by Commissioner
Duncanson concerning Pirate's World. At the end of the discussion
Commissioner Duncanson stated that he was satisfied with the report.
1. The City Manager pointed out to the Commission the Legislation had
made many changes in the past session, especially in the Home Rule
® Bill for local government. He recommended that the City Attorney
break down this bill and advise the Commission of its total impact.
The Commission instructed the City Attorney to outline the effect of
this bill for their guidance.
t 10. On a motion by Commissioner Jackson, seconded by Commissioner Adler,
O the Commission instructed the City Attorney to file suit against State
Paving for damages caused to the City utilities during the reconstruction
of A-1-A. The damages amounted to approximately $8,000.00. The
motion passed.

11. The Commission instructed the City Attorney to take the necessary steps
in rewriting our zoning ordinances and to set up public hearings for
placing the recommended zoning of the new land use plan on all
properties in the City. It was suggested that the City Manager, or a
consultant that he would designate, should work with the City Attorney
i to up grade and modify our zoning ordinances.

® 12. On a motion by Commissioner Adler, seconded by Commissioner Kay, the
Commission approved the resolution of agreement for the Regional
Police Communications System. The motion passed.
13. The City Attorney presented the fence ordinance, changing the height
from 5 to 6 feet. Commissioner Adler made a motion that this ordinance
f be passed on all three readings. Commissioner Kay seconded. The
motion passed.
14. The City Attorney presented the ordinance on abandoned and junked cars.
" This ordinance was passed on March Sth, but final form was not presented
until this meeting.

15. Mayor Kay had arrived and asLU.ilc,d the gavel. Ile recognized repre-
sentatives from the southwest area to speak on the need for additional
police protection. Several citizens called to the attention of the
Commission, the problems they and thier neighbors had had. The Chief
'.+ of Police requested to speak with the citizens after the meeting.
The Commission instructed the City Manager to have the Police Chief
increase the man power and surveillance in the southwest area in
' order to combat this high crime incidence rate. The Commissioners
c had a few other comments and suggestions. One suggestion was that k
® their be a special meeting Monday, July 9th to discuss our zoning needs. m
The meeting to be at 6:00 P.M. in the Commission Chambers.
1G. Commissioner Duncanson suggested that the Commission set an early cut- ?;
off date for items to be placed on the agenda. This to be discussed ,
at the meeting of July 16th.
1.7. Commissioner Kay asked for a report on the status of the Rohloff Case. ^'
