4. Commissioner Duncanson made a motion to approve the minutes of Special
< Meeting of January 4th and the regular meeting of January 8th.
Commissioner John Kay seconded. There were four ayes.
?: 5. Planning and Zoning Board's minutest
#3 The Board referred the Carl H. Canter preliminary plat of the
Belle Dania Subdivision to the Engineer for his recommendations.
This is a 5± acre tract of undeveloped land bounded on the north by
® S.E. let Street, on the south by S.E. 2nd Street, on the west by S.E.
2nd Court and on the east by S.E. 3rd Avenue. The Commission approved
this action.
E #4 The Board had denied the request of C.G. Pappas for the rezoning
of 3-5 acre parcels from R1A to R-3 the undeveloped land lying between
® S.E. 3rd Avenue and S.E. 4th Avenue along S.E. 7th Street. A motion
was made by Commissioner Jackson, seconded by Commissioner. Kiy to table
any discussion on this item.
#5 The Board approved the preliminary plat of Minnia Manor on the
application of M.E. Berry. This is a parcel of land at the Northwest
A corner of S.W. 3rd Street and Phippen Road owned by Naomi Hinnis. A
motion by Commissioner Kay, seconded by Commissioner Duncanson passed
unanimously to pass on first reading the ordinance to approve the plat,
with the stipulation that the subdivider pay to the City the water
service charge in the amount of $570.00 and that a cash bond be posted
in the amount of $1,615.00 for sidewalks prior to any further action
being taken on the plat.
#6 On the application of Dr. Keiser and Harvey Goodstein to rezone
from existing zoning classification to R-3 zoning classification the
E2 of the SE of the SEf of the SE} of Section 34, Township 50 South
Range 42 East. This is a 5+ acre tract of undeveloped land lying along
S S.E. 5th Avenue at the northwest corner of S.E. 5th Avenue, and its
intersection with S.E. 2nd Street should it be extended through the
Dania Country Club Golf Course, The Board deferred the application
until the developer has presented a site plan for study by the Board.
The Commission approved this action.
'- #7 The Board set Janus 2 8
January 3 at p.m. for a joint meeting with
Reynolds, Smith and Hills, the City Planners to determine what
guidelines it will recommend.

6. The Commission asked for any additional bids on the repair and painting
of the water storage tank. Since no others were offered the bids were
closed. A motion by Commissioner Jackson, seconded by Commissioner Kay
f passed unanimously to open the bids. They were as followst

i The bids were referred to the City Manager for his tabulation and
recommendation.
7. The Commission asked for additional bids on the modification and improve-
z 49 ment to the Dania Beach Parking Lot. No other bids being offered Commiss-
ioner Jackson made a motion that the bids be closed and opened Commissioner
Duncanson seconded. The motion passed unanimously. With only
one bid being received from Broward Construction Co, for $22,044.
Commissioner Jackson made a motion to turn the bid over to the City
Manager for his recommendation. Commissioner Kay seconded and motion
={ ® passed unanimously.

8. The Manager recommended that the management study be awarded to the lowest
bidder. George Cody and Associates in the amount of $1,900.00. A motion
® was made by Commissioner Kay, seconded by Commissioner Jackson to approve
the recommendation The motion passed unanimously.
9. The request of Shula's Night Club to discuss again the later closing
hours for bars was referred to the Manager to handle. In addition, the
City Attorney related that these matters are regulated by the zoning laws
• and that unless the Commission decided to act upon this on their own
volition that this matter would not come again before the Commission for
a period of less than one year. This procedure was approved by the fall
membership of the Commission that were present. Mr. Shula was allowed
to speak at the end of the meeting upon his request.
10. The Manager recommended that the Commission consider at their February
meeting the giving of a reward to any citizen who furnished information
on the drug pusher and leads to his arrest and conviction.
11. The Commission also agreed that in February it would consider the $25.00
reward to any person reporting people who dump trash and junk on vacant
lots in the City upon that person's apprehension and conviction. A
motion was made by Commissioner Jackson, seconded by Commissioner Duncanson
to have the City Attorney bring to the February meeting the necessary ord-
inances to accomplish this purpose. There were four ayes.
32. The Manager presented for the Commission his recommendations for study on
modified multiple family zoning classifications as well as other zoning
changes needed which included a requirement that the minimum site for a
church be one acre and that R-Apt. or R-3 zoning be considered only for
i tracts of land five acres in size. The Manager brought to the attention
of the Commission a feeling of some of the Commissioners on a zoning
moratorium. Commissioner Jackson spoke on this issue. A motion by
A Commissioner Duncanson, seconded by Commissioner Kay to declare a
moratorium until June 1, 1973. It was pointed out that this would give
the City an opportunity to complete the master plan for the City and update
its zoning ordinances. There were four ayes
13. The Manager reported to the Commission the request from Ward LaFrance that
their penalty for late delivery on the fire track be waived. The Manager
said that they had furnished no substantial reason and that at the present
time without additional facts that the penalty provisions not be voided.
A motion by Commissioner Kay, seconded by Commissioner Jackson to approve
the Manager's provision, subject to any verified information that the delay
could be attributed to circumstances beyond their control. There were four
ayes.

14. The City mechanic, Pete Williams was complimented for his exceptionally
good work for the City and the money he has been able to save on the
repairs of equipment,
15. The City Attorney reported that the Court is expected to rule on the suit
which challenges the recent election by Friday, January 19th.
