' 2. Mayor Jackson called the meeting to order and asked Commissioner
? Kelly, as Chairman of the Finance Committee, to explain the budget.
3. Commissioner Kelly presented the budget with comments and explan-
ations and then asked if there were any questions from the audience
or if there were objections to any items in the budget. There were x
no objections.

4. Commissioner Waiters arrived late and upon his arrival the need to
recess the meeting for lack of a quorum was removed and the Commis- r
sion called the meeting back into session. The resolution adopting
the budget for 1972-73 and setting the tax rate at 4. 9 mills was
read. Commissioner Kelly made a motion to adopt the resolution.
Commissioner Waiters seconded. There were three ayes.
The meeting adjourned.
