4. Mr. Kelly made a motion that the Minutes of the Regular
Meeting of the Dania City Commission of February 21, 1972
be approved, seconded by Mr. Kay. The vote was 4-0 for ry
approval.
:.., 5. Mr. Kay made a motion that the bills, as paid for February,
1972 be approved, seconded by Mr. Salvino. The vote was
4-0 for approval.
6. Mr. Ray Jones, Fiscal Agent, explained the present Sewer
• Ordinance and it's rate structure. In order for us to
get more revenue we are going to have to follow the follow-
ing rate structure:
(a) Single family residence is $3.50 per month,
Plus 50p extra for each additional bathroom or
water closet in excess of two.
(b) Each unit of duplex is $3.50 per month.
(c) Each apartment unit is $3.50 per month.
(d) Each mobile home is $3.50 per month.
(e) Hotels, motels, boarding houses or rooming
houses are 100% of the water bill.
The City of Dania was short $22,000 in 1970 in the Sewer
Fund from what should have been equaled to a 1-1 basis.
In 1971 the City of Dania was short $76,000.
At the end of the discussion, Mr. Clay stated that he is
going to make a comparison of what we collected in January
and February compared to what we collected in November
and December. This item was tabled until the next meeting.
7. SECOND READING:
Second rea ing on the application of the Sage Corporation
to rezone from R-Apartment zoning to B-2 zoning. This is
for the proposed Shopping Center.

I live at 618 N. E. 3rd St. I have petitions to prosent,representing signa-
® tunes of Dania residents, asking the city commission to seek an
injunction to prohibit the operation of Pirate's World and its rock con-
certs because it is a public nuisance.

Opposition of large numbers of Dania residents to Pirate's World is
not new. Before the park was established, petitions of some several thousand
people opposing the project were presented. However, the then city officials
® decided to base their decision on other factors. The opposition was there
because of the very problems we are running into now--although the rock
concerts were never imagined-- because this area was foreseen as an area of

housing development for Dania - but now who- wants to live neat door to what
we have in Pirate's World.
For several years our Homeowners Association has discussed Pirate's

'Norld at every meeting; principally the noise and there was no zrelief when
we complained. But now it is not just east side homeowners who are upset.
The situation is changed and the park is no longer the family amusement park,
S I repeat family amusement park of a Disneyland type, which was first allowed
under protest. From newspaper accounts Piratels World is not complying with
Dania ordinances or the Broward Health Code, has changed radically from what
residents were told and resembles more the rock festivals outlawed in other
places in Broward County. The introduction of uncontrolled rock concerts,
the continual noise and frustration of residents because they cannot turn it
® off,or even negotiate it as they would with a neighbor playing an overloud hi-fi,
the abusive parking and the traffic harrassment of property ownelrs as far north
as SE 6th St. , the deprection of property in the area, has caused many residents,
even those outside the immediate area to think of Pirate's World as a cancer

and a nuisance. There is a Federal Act on occupational noise control, which
specifies noise limits. Rock bands are at the pain threshold. Certainly a
first step is to enforce this law in Dania.

Some say teenagers must have a place to go but the rock concerts are
no longer the type healthy teenagers can enjoy. The company has allowed
® an atmosphere to develop which is conducive to drugs and alcohol and then
snidely told Dania--if you think it bad, police it yourselves, when they
know the city does not have the kind of facilities such supervision would
® require. Contrary to what Mr. Robertson says, Dania is not trying to dictate
what teenagers wear or hear.- We object to the way he creates an: atmosphere.
Further, the prices he charges are so high the modest income youth can hardly
® afford them and those with more money have the donne to find entertainment
® elsewhere.
If you took a poll you would find that the majority of Danians believe
® that if Pirate' s World cannot be an asset to Dania, it has no place in
• Danians future. Under present circumstances, we think of it as a distinct
liability.
• We ask the city to take whatever measures are necessary to restore
freedom from the Pirate's World nuisance and bring back normality to the
SE area. I have heard of several owners who wanted to move away from the
problem but have not been able to because of the drop in price of property
because no one wants to move into an area where life on Friday and Saturday
nights is nest to impossible.
