Clay City Attorney Clarke Walden Building Inspector Hubert Walker Acting Police Chief William Cecere 4. Approval of bills. Commissioner Waiters made a motion to approve the bills paid for April and May, 1971. Commissioner Kay seconded. There were four ayes. 5. Approval of minutes. Commissioner Kay made a motion to accept the minutes for the regular meeting of May 17th and the special meeting of June 3rd. Commissioner Waiters seconded. There were four ayes. 6. Commissioner Kay made a motion that Chief Baxter be reinstated on a temporary basis for ninety days, and that at that time his position be re-evaluated. Mayor Jackson passed the gavel and seconded the motion. The vote was 2-2, Commissioners Salvino and Waiters voting no. The motion failed. A police committee meeting was scheduled for Tuesday, June 8th at 7:00 P. M. Mr. Charles McElyea, Sr. and Mr. Cyrus Lee spoke out from the audienee in favor of retaining Edward Baxter as Police Chief. 7. Robert Graf, Mark Zenobia and Associates. Commissioner Kay made a motion to pass on second reading an ordinance rezoning the Graf-Zenobia property to R-Apt. zoning classification. Commissioner Salvino seconded. There were four ayes. The Commission noted that the site plan would have to be presented for approval prior to the third and final reading. 8. Public hearing. 8:15 P. M. Jeanne Finnegan and Sam Suess. Commissioner Kay made a motion to table the application for two variance permits which concerns the following property: Lot 16, Block 24, North Hollywood having a street address of 225-227 S. W. 13th Street, until legal action has been taken by Judge Black. Commissioner Waiters seconded. There were four ayes. 9. Public hearing. 8:30 P. M. Paul B. Anton, trustee. Commissioner Waiters made a motion to accept the deed to vacate certain streets and alleys in the following property: St. James Park Delmar 14-63 subdivision, 30 acres of undeveloped land, as requested and outlined in the resolution, these to become effective upon the deeding of two acres of land, and that construction begin within six months or the vacating of streets would become null and void. Commissioner Kay seconded. There were four ayes. 10. Mr. Reasbeck, attorney representing Dania Fire Fighter's Association was present to inquire about State contributions from fire insurance for the Firemen's Pension Plan. Mr. Walden reported that this has been accomplished. Mr. Reasbeck also discussed the need for a personnel director. Commissioner Kay made a motion to designate Mr. Woodward Hampton as personnel director. Commissioner Waiters seconded. There were four ayes. F1 �rt4 11. Mr. Sparkman. Commissioner Kay made a motion to accept Mr. Sparkman's <' resignation as our representative to the Broward County Community Relations Commission. Commissioner Salvino seconded. There were four ayes 12. Miss Kay Bracken. Commissioner Salvino made a motion to appoint Miss Kay Bracken to the Broward County Community Relations Commission. 1 Commissioner Kay seconded. There were four ayes. r 3S 13. Dania Fishing Pier. The operators of the Dania Fishing Pier objected to certain conditionsof the charges. It was then pointed out by the City - Attorney that the lease agreement provides that the City Manager shall approve the rate structure before it becomes effective. The City Manager was then authorized to meet with the operators of the Pier to work out a ® new schedule of charges. 14. Myra Mae Sullivan Case. Commissioner. Waiters made a motion to approve payment of $750. 00 for legal fees and $219.00 for court costs in the Myra Mae Sullivan case. Commissioner Kay seconded. There were four ayes. 15. Paving N. W. loth Street. Commissioner Waiters made a motion to accept S the City Manager's recommendation to put in an asphalt walkway along N. W. 10th Street for a cost of $900.00 to Zenobia Paving. This is to be done in August or September on next year's budget. Commissioner Salvino seconded. There were four ayes. 16. Zenobia-Anton sewer projects. The City Attorney was asked to draw a resolution bringing the Zenobia project and the Anton project into the sewer district. 17. Permit fee schedule. Commissioner Waiters made a motion to pass the Permit Fee Schedule Ordinance on first reading. Commissioner Kay seconded. There were four ayes. 18. Houston Park. No affirmative action was taken on the plan for a yearly permit fee for the use of the boat ramps at Houston Park. This was referred totha City Manager and the City Attorney to jointly work out the details of this operation. 19. Broward County Area Planning Board. Commissioner Waiters made a motion to adopt a resolution recognizing the Broward County Area Planning Board as the proper constituted body for planning and as a federal grant clearing house. Commissioner Salvino seconded. There were four ayes. A 20. Peoples Gas Franchise. Commissioner Waiters made a motion to pass on all three readings the Ordinance on Peoples Gas 3% Franchise, changing effective date to 5-1-71. Commissioner Kay seconded. There were four ayes. 21. Commissioner Waiters made a motion to approve the resolution to accept the deed for the W4' from Hong Kong Gallery. Commissioner Salvino seconded. There were four ayes. 22. Louis Scalzo. Mr. Scalzo's request to use certain lands for multiple dwelling purposes was delayed for further research by the City Attorney. 23. Audience. Mr. Lee asked the Commission to investigate the possibility • of putting in sidewalks and walkways across the railroad tracks. This matter was referred to the City Manager. 24. Mr. Harris, also of the audience, asked the City if there was not a lease law for dogs in Dania, he would like to see the City adopt one. 25. Commissioner Waiters made a motion for the City Attorney to draw a resolution asking the County to assist the City in our parks. Commissioner Kay seconded. There were four ayes.
