4. Commissioner Kelly made a motion to approve the minutes of
March 1, 1971. Commissioner Kay seconded. There were five ayes.
® 5. Commissioner Kelly made a motion to approve the bills as paid
for February, 1971. Commission Kay seconded. There were five ayes.
6. The first item on the City Manager's agenda was a recommendation
to pay C. W. Brown, Inc. $1,316.00 for the pressure grout service
in sealing leaks in Station "H" area. Commissioner Kay made a
i motion to pay this bill. Commissioner Waiters seconded. There
were five ayes.
7. The second item on the City Manager's agenda was a recommendation
to pay to the Water Department $2,000.00 for the water used by
the City. Commissioner Salvino made a motion to pay this bill.
® Commissioner Kay seconded. There were five ayes.
8. The third item on the City Manager's agenda was a recommendation
to approve the agreement between Thomas Ackel of Trail's End
Trailer Park and the City for the sidewalk and sewer tie-in.
This item will be discussed at the next meeting.
9. 8:15 P. M. Public Hearing of Mrs. Eleanor Tubbs requesting a
variance permit to construct an addition to her house in an
area which is already in the required 25' setback from the water
line of a canal at 311 N. E. 2nd Court. Commissioner Kay made
a motion to grant this request. Commissioner Salvino seconded.
There were five ayes.
10. The fourth item on the City Manager's agenda was a recommendation
to purchase a Vascar unit for the police department. This unit
would be used to clock speedsters on the City streets. The cost
of said unit is $700.00. Commissioner Kay made a motion to
purchase this unit. Commissioner Salvino seconded. There were
three ayes. Commissioners Kelly and Waiters nay.
11. The fifth item on the City Manager's agenda was a recommendation
to change the classification of mechanic and the rate per hour.
Discussion on this matter was held up until later in the meeting.

12. Bids were asked for on the removal of a building in the
Hanson-Nelson Subdivision. No bids were received. Bids
will be asked for again at the next meeting.
13. Commissioner Kelly made a motion to close the bids for the
trash and pickup trucks. Commissioner Kay seconded. There

bids be opened. Commissioner Kay seconded. There were five ayes.

cars be closed. Commissioner Salvino seconded. There were

the City Manager and that he give the Commission his recommendation

hydrants be closed. Commissioner Kay seconded. There were
five ayes.

Commissioner Kay made a motion that the bids be studied by the
City Manager and that he give the Commission his recommendation

® 14. The City Manager recommended adjustments to the operational
procedures for the cemetery, involving costs, days of burial
and charges for over-time and- Saturday services. The cost
per plot to be set at:

Commissioner Kay made a motion that a resolution be adopted to
accept the City Manager's plan. Commissioner Salvino seconded.

15. The City Manager recommended that the City Prosecutor be put
on a permanent basis at $200.00 per month. Commissioner Kay
made a motion that we accept the City Manager's recommendation,
but make the starting date retroactive as of 3/1/71. Commissioner
O Salvino seconded. There were five ayes. The City Attorney,
Mr. Walden said he would draw up a resolution to this effect.
16. Commissioner Kay made a motion to accept the recommendation
of the City Manager that the City adopt the O.R. procedure
by resolution. Commissioner Salvino seconded. There were
® five ayes.
17. The City Attorneys first item was the third reading of the
Off-street Parking Ordinance. Commissioner Kay made a motion
that we pass this ordinance on its third reading. Commissioner
Salvino seconded. There were five ayes.

18. Commissioner Kay made a motion to set up as a general policy
that the agenda be closed at 5:00 P. M. on Wednesday before
the Monday night meeting. Commissioner Salvino seconded.
There were five ayes.
19. The City Attorney read the Sewer Rates for Business and
Commercial Resolution. Commissioner Kay made a motion to pass
this resolution on its first reading. Commissioner Kelly
seconded. There were five ayes. There will be a public
hearing on this matter April 51 1971 at 8:30 P. M. in the
Commission Room.
20. Commissioner Kelly made a motion that the Building Inspector's
1964 Ford and the Reserve Police's 1962 Valiant be declared
surplus and turned over to the City Manager to dispose of them.
Commissioner Kay seconded. There were five ayes.
21. Commissioner Kay made a motion that we drop the interest charge
that has accrued for the past two years on Mrs. Williams' sewer
assessment and then she will pay the principal balance. We
also will pay her a settlement of $445.00; $145.00 for her
surveyor and $300.00 for the 9' - 10' in controversy in Sessa
Estates ##2. Commissioner Salvino seconded. .There were five ayes.
22. The utility committee set up a meeting with the Sunshine Villas'
residents for Thursday, March 18, 1971, at 5 :30 P. M. , concerning
the garbage pickup.

22. Mr. Walden said the legislature is willing to annex the two
parcels of land south of Stirling and the golf course north
'i of Stirling which at the present time are in the county
if Mr. Hampton could furnish letters from the people in that
area begging to be annexed.
23. A Finance Committee Meeting was set up for Monday, March 22, 1971,
at 7: 30 P. M. All departments heads were invited to the meeting.
