FEBRUARY 1, 1971
1. Invocation by City Manager, Woodward Hampton

4. Commissioner Kelly made a motion to approve the minutes of
January 18, 1971. Commissioner Waiters seconded. There
were five ayes.
5. The first item on the City Manager's report was the request
for transfer of the beverage license of the Ship & Shore Bar
to Ellen Leszezvnski to conduct business under the name of
Oar House. Commissioner Kelly made a motion to pass this
request on first reading. Commissioner Kay seconded. There
were five ayes.
6. The City Manager requested authorization to advertise for
bids to purchase one-3/4 ton truck for the water department,
and one-lg ton truck, to be used for combination street and
trash work. Commissioner Kelly made a motion to authorize
the City Manager to advertise for bids and to include one
police car. Commissioner Salvino seconded. There were five
ayes.
7. The City Manager requested authorization to expand the
sprinkling systems for the City's two cemeteries, which
would eliminate the use of city water. Commissioner Kay
fi made a motion to go ahead and put in the two additional
}' wells and appropriate plumbing (two pumps, etc. ) , to take
care of sprinkling services only. Commissioner Salvino
seconded. There were five ayes.
8. The City Manager requested authorization to contract Luxury
Kitchen, Inc. , to remodel the Police Department's front
£ office for an estimated cost of $1,416. 33. Commissioner Kay
made a motion to table this request until the next meeting
to allow more bids to come in.
9. The City Manager said he had received a bill from the
Florida East Coast Railway Company for their removal of
the crossing, one block south of Tenth Street, as previously
agreed by the City and the Railroad on May 28, 1948.
Commissioner Waiters made a motion to pay this bill, subject
to the City Manager's negotiating with the Railroad.
Commissioner Salvino seconded. There were four ayes.
Commissioner Kelly nay.
10. At 8 :30 P. M. a public hearing was called. Commissioner
Kelly made a motion that the bids be closed. Commissioner
Kay seconded. There were five ayes. • Commissioner Kay then
made a motion that the bids be opened. Commissioner Kelly
seconded. There were five ayes.

11. The City Manager read the bids as per specification:
Rickards Electric $7,185. 00 and LaCroix Electric $6,735. 00.
Commissioner Kay made a motion to turn the matter over to
Mr. Hampton until the next meeting. Commissioner Waiters
seconded. There were five ayes.
® 12. The City Manager requested approval of the leasing of two
Savin reproducing machines, with a thirty day cancellation
clause to be included. Commissioner Kay made a motion to
table this request until the next meeting in order to give
Mr. Hampton time to talk with the Xerox Company. Commissioner
Salvino seconded. There were five ayes.
® 13. The City Manager requested formal confirmation of the
Commission to install a six foot fence around the southern
portion of Westside Park. The lowest estimated cost being
$2,019.00. Mr. Jack Callen of Johnson Street, Hollywood,
spoke from the audience to inform the Commission of a rumor
he had heard to the effect that some of the troublemakers
had already purchased clippers to destroy the fence.
Commissioner Waiters made a motion to table this request
until a further need was seen. Commissioner Kay seconded.
There were five ayes.
® 14. Commissioner Kay made a motion to purchase an additional
radio for the new police car. Commissioner Salvino seconded.
There were five ayes.
15. The City Manager recommended that the City contract Mr. Fraga
as auditor for the fiscal year 1970-71. After much discussion,
® Commissioner Kelly made a motion to keep a contract with
Mr. Spina. Commissioner Kay seconded. There were four ayes.
Mayor Jackson nay.
16. The City Attorney read the Off-Street Parking Ordinance.
After considerable discussion Commissioner Kay made a motion
to pass this ordinance on first reading and turn it over to
the Zoning Board for further recommendations. Commissioner
Waiters seconded. There were five ayes.
17. Commissioner Kelly made a motion to pass the Garbage and
Trash Ordinance on second reading. Commissioner Kay seconded.
• There were five ayes. It was requested that the City Manager
ask the participating companies to publish their rates with
City Hall.
18. Commissioner Kay made a motion for the Commission to pass
the amendment to the Utility Tax Ordinance on the second
® and third reading. Commissioner Salvino seconded. There
were five ayes.
19. Commissioner Kelly made a motion that the Trailer Ordinance
be passed on the first reading. Commission Kay seconded.
There were five ayes.
® 20. Commissioner Kay made a motion to pass on all three readings
the Park Closing Hour Ordinance (9 P. M. to 8 A. M. ).
Commissioner Salvino seconded. There were five ayes.
21. Mr. Walden said he would have the Cleaning of Yards Ordinance
at the next meeting.

22. The audience was then given time for questions. Mr. Pete
® Prossick asked why there wasn't a path or walkway on
Federal Highway and Tenth Street to the Dania Cut-off Canal?
Mr. Hampton was asked by the Commission to look over the
past minutes concerning the installation of sidewalks at the
new extension of Trail's End Trailer Park to see why this
® hasn't been taken care of before now.
Mr. Sam Clark said he passes Westside Park four or five
times a day and sees gambling going on. Mayor Jackson
suggested that Mr. Clark get together with the Police Chief
on this matter.
® Ruth Carter suggested that a community relations group could
be formed between the black and white people.
23. Commissioner Waiters asked for a conference on annexation.
Commissioner Kelly said there were two or three other things
® that should be discussed, one being utilities. A conference
meeting was set for 7 P. M. , February 4, 1971.
24. Commissioner Waiters said he had had about five complaints
from employees that they had not been given their anniversary
one-step raise. Commissioner Waiters asked the City Manager
and the City Clerk to look into this. Commissioner Kay made
a motion to table the matter and turn it over to the City
Manager. Commissioner Salvino seconded. There were five ayes.
25. Commissioner Waiters made a motion for discussion on the
four o'clock closing of bars. Commissioner Kay seconded
® the motion for discussion only. After some discussion the
matter was terminated.
26. Commissioner Kay said there had been protests concerning
alledged irregularities during the Civil Service Board
election held on January 22, 1971. Mr. Hampton said he had
® looked into the matter and could see no reason to hold
another election. The City Attorney substantiated the
City Manager's decision.
27. Commissioner Kay pointed out that there is a need in our
Police Department for a call-back procedure, that is, if
someone calls in to report a robbery in his home it should
be the responsibility of the police chief to see that this
person is later notified of the investigation that has taken
place since the call was received. Mr. Hampton passed out
copies to the Commission of a procedure he had drawn up earlier.
28. The Mayor said the City had received a check for $90,000.00
from the ad valorem tax and asked the Commission for a motion
to invest this money for ninety days. Commissioner Kay made
a motion to do so and Commissioner Salvino seconded. There
were five ayes.
The meeting was adjourned.
