This was seconded by Commissioner" §tl' Thornton : S. W. 13th Street - 3rd -Avenue to 4th Avenue -; H..Y 1. S. W. 4th Avenue - Dixie Hwy. to Sheridan Street S. E. 3rd Avenue - Dania Beach Boulevard to the end .,, S. E. 2nd Street - 3rd Avenue to 2nd Avenue Alley 5th & 6th St. - Between 2nd and 4th Avenue s N. W. 7th Avenue - Between 1st and 2nd Street Roll was called and the vote was 2-1. Commissioner Waiters casting the one dissenting vote. 2. Commissioner Jackson made a motion to accept the salaries that were discussedy and recommended by the City Manager for the Public Works and Sanitation Depart- f` ment. Seconded by Commissioner Waiters. Roll was called and the vote was 3-0. 3. Commissioner Jackson made a motion to accept the salaries that were discussed • and recommended by the City Manager for the Office Staff in the City Hall. Seconded by Commissioner Waiters. Account Clerk I, Senior Clerk, Water Billing Clerk, Sewer Billing Clerk -- to be reclassified in pay range 21 Account Clerk II, -- to be reclassified in pay range 26 Executive Secretary -- to be reclassified in pay range 22 ® Cashier -- to be reclassified in pay range 17 Roll was called and the vote was 4-0. Commissioner Jackson questioned the pay adjustment for Officer Biagianti and the City Manager said he would give the Commission a full report on this. 4. The Building Inspector recommended that the Commission adopt a resolution to adopt the 1970 Edition of the South Florida Building Code. Mr. Nuby told the Commission he was unable to move into his house because it did not meet with the present code but would meet with the new revised code. He also said that A & J Electric would write a letter saying the electric work was ok. The Building Inspector said the present wiring was safe and in good condition bu- did not meet the present code. Because the City Attorney was not present the S Commission could not act on this but told Mr. Nuby to check with the Building Inspector Tuesday to make sure that everything was in order. 5. SCHOOL GUARDS Motion was made by Commissioner Waiters to adjust the pay of the school guards to a $100.00 a year increase. This was seconded by Commissioner Jackson. Roll was called and the Vote was 4-0. G. RECREATION DEPARTMENT Motion was made by Commissioner Kelly to set the re- classification of the Life Guards at 22 and the Captain at 24. This was seconded by Commissioner Jackson. Roll was called and the Vote was 4-0. PART TIME RECREATION Motion was made by Commissioner Kelly that Part Time • Recreation help be paid $2. 14 an hour. Seconded by Commissioner Jackson. Roll was called and the vote was 4-0. RECREATION ASSISTANT Motion was made by Commissioner Kelly to set the classification for the Recreation Assistant in pay range 25. This was seconded by Commissioner Waiters. Roll was called and the Vote was 4-0. May 5, 1970 ( Page 1 ) • r- ( 2 ) DEPARTMENT HEADS Motion was made by Commissioner Waiters and seconded by Commissioner Jackson that the salaries be accepted for the following: City Manager - $14,000. 00 City Clerk 10,500. 00 Police Chief 10,000.00 Fire Chief 10,000. 00 Public Works Director 10,000.00 Building Inspector 9,000.00 Recreation Director 9,000. 00 Water Superintendent 9,737.00 Pay Range 31 Sewer Superintendent 9,275. 50 Pay Range 31 Water Assistant Superintendent 7,624. 50 Pay Range 26 Roll was called and the Vote was 4-0. 7. 1 1ST READING Application for transfer of. a 2 COP License from Jack A. Salisburg to Norma Divietro - 329 S. W. 13th Street, Hut Bar. Motion was made by Commissioner Waiters approve the license on ist Reading. Seconded by Commissione Jackson. Roll was called and the vote was 4-0. B. Vice Mayor Thornton presented a proposal by Alexander Sound System for a transcribing and dictating machine in the amount of $465.00. Commissioner Waiters made a motion that the City Manager be authorized to buy the equipment based on the fact that he and Commissioner Kelly get together and get the best equipment he can get not to exceed the total amount. This was seconded by Commissioner Jackson. Roll was called and the Vote was 4-0. Respectfully submitted by Robt. E. Houston, Mayor E. Clay, City k i r May S, 1970 ( Page 2 ) FAA Mayor and Gentlemen of the Commission: At the Tuesday night conference meeting, March 31st, you instructed me to present to you an up to date recommendation in regards to the pay plan for the general employees of the City in addition to the Police and Fire Department recommendations which you C'. have already received. The below is our considered opinion of what would be equitable -;_.. and yet at the same time be within the ability of the City to fund out of the Current Budget. We recommend that the Refuse Collectors be paid in pay range 21. Under this range their maximum would be $2.87 per hour. We recommend that the Waste Collector Drivers be paid 'under range 23 in which their maximum would be $3. 17 per hour. Laborers to be paid under range 20 which would give them a maximum of $2.73 per hour. Equipment operators will be placed in pay range 22. The maximum will be $3.02 per hour. Mechanics to be placed in pay range 24. Their maximum to be $3.33 per hour. Where recruitment is difficult, and/or where a person has shown exceptional ability, it is recommended that the Administrative policy be that upon the recommendation of the Department Head and the approval of the City Manager that the in-hiring rate may be adjusted and that upon the recommendation of the Department Head and the approval of the City Manager a step increase may be granted --where an employee has shown exceptional ability to do his job. r It is also our recommendation that the salary of the Public Works Director be adjusted to compensate for the increase in cost of livng and the additional hours, .as well as duties that he is performing and will be performing in the future. His salary should be commensurate with other Department Heads. Account Clerk #1 should be placed in pay range 21. Senior Clerk, Water Billing Clerk, and Sewer Billing Clerk should be placed in the same pay range, Their maximum to be $2.87 per hour. Account Clerk #2 should be placed in pay range 26. Their maximum to be $3.67 per hour. Executive Secretary should be placed in pay range 22 with a .maximum of $3.02 per hour. Cashier should be placed in pay range 17 with a,maximum of $2. 36 per hour.
