APPROVAL OF MINUTES OF NOVEMBER 3, NOVEMBER 17th and ` NOVEMBER 20, 1969. ® A motion was made by Commissioner Thornton that the minutesw be approved, this was seconded by Commissioner Kelly. BIIIS TO BE APPROVED FOR THE MONTH OF NOVEMBER, r� A motion was made by Commissioner Thornton the bills be paid , this was seconded by Commissioner Jackson. Roll Call was taken and the vote was four to zero. 4. MR HYDE APPEARED TO REQUEST TO HAVE HIS PROPERTY REZONED FROM C-1 TO B-2. City Attorney then stated that this should be passed by Ordinance and that it could be passed on three readings . Commissioner Kelly then made a motion this be passed on three readings , this was seconded by Commissioner Jackson. Roll Call was then taken and the vote was four to Zero. 5. APPROVAL OF BILL OF ALL CONSTRUCTION CO FOR $617.50. The City Clerk explained that Mrs LaBree had paid her $420.00 of this total. After discussion Commissioner Kelly made a motion the bill be approved, this was seconded by Commissioner Jackson. Roll Call was then taken and the vote was four to zero. 6. There was then discussion on the Olebas Property. Her husband died recently and she does not want to hook up. It was explained ® that regardless If they hook up or not they should be assessed. Commissioner Kelly then made a motion that all properties in the City of Dania should be assessed, this was seconded by Commissioner Waitere , Roll Call was then taken and the vote was five to zero. 7. 2ND READING NEW APPLICATION BUSY BEE TAVERN. The Police Chief said he had turned down this application due to the recent raids that were made. Commissioner Kelly made a motion that this item be tabled, this was seconded by Commissioner Thornton. All in favor signify In the usual manner. There were five ayes . P, . CORRESPONDENCE The City Attorney then read a letter from the Dania Imp. Committee from Mrs Ely which stated on behaLf of our President Mrs Wm S. Parker, then then asked if the City would water about 42 trees that they were going to replace. d Commissioner Thornton then said the trees should be watered at least twice a week if not three times. Commissioner Thornton then made a motion that the City take the responsibility of watering the trees , this was s3conded by Commissioner Kelly, Dec 1 , 1969 (1) y _ (2 ) Tnere wan no roll call on item 8 at this time. 9. The Mayor then brought up that it was time for the closing of the bids on the Police Cars , Scooter and Pick-Up Truck. Then Commissioner Thornton made a motion that all bids should be closed , this was seconded by Commissioner Kelly. All in favor signify in the usual manner. There were five ayes. 10 . Commissioner Thornton then made a motion that a letter be written that the City would take over the watering of the trees, this was seconded by Commissionen Kelly. The motion also to Include that the Public Works Director be in charge of this. Roll Call was then taken and the vote was five to zero. 11. A gentleman from Friendly Ford then brought forth his bid and the Mayor explained that the bids were closed, the City Attorney then stated that he could see no legal angle an the bids had not been opened and if someone wished to make a motion it was in order. Commissioner Vaiters then made a motion the bid be accepted, this was seconded by Commissioner Jackson. All in favor signify in the usual manner, There were five ayes. 12. Alonzo T-'illisms than came before the Commission. His complaint was that the City had taken care of the trash, but had not done anything regarding the creeds or the drainage.It was then stated by the Commissioners that the reeds would be cut the first time the tractor was available, and tbsdt as soon as the tractor was running the City would cut the weeds. 13, The City Attorney then read a letter .from the parents of the Collins Elementary School regarding a School Guard for the crossing of the children. Commissioner Kelly then made a motion that this should be turned over to the DbW7 of Police for further action, this was than seconded by Commissioner Thornton. All in favor signify in the usual manner. The vote was five to zero. 14. The City Attorney mentioned that the State Board of Health brought a suit against the City several months ago regarding the use of the may' dump. It seems that too much raw garbage was dumped there, (this is a trash dump. ) City attorney suggested a deadline of perhaps June of 1970 and then fill it up. The City Manager mentioned that to his knowledge only trash had been dumped there, however recently he had discovered that garbage was coming from the Pedestrian Street containers, which had been picked up as part of the trash operation, City Attorney stated that he felt we could save suit, if the only thing r put there is trash. City Attorney to handle this with State Board of Health. 15. The Mayor asked the City Attorney to open the bids. The first one was from Kenyon Sales for a Police Motor Scooter. Purchase price ® was F. O. B. $1712. 04 less trade in allowance of $213.44, net price $1599. 00. Bid from Cushman Motor Sales on a 3 wheeled Motor scooter, . Purchase price $ 1848. 00 less Trade In allowance of $150. OQ Net Price FOB. $1698. 00. Police Car -Bids were then opened.in the following order: 1. From Massey Yardley Dodge , Inc., Ft. BIDS FOR 1/2 TON PICK UP TRUCK. Bill Kelley Chev. Co. , Gave four different bids (depending on various equipment on truck). Lowest Bid $1996. 90 (Also $2023. 95,$2023. 95, and $2050. 80). 7. Powell Motor Co. Ford F-100 1/2 Ton Pick Up Truck. Net :Cost $2308. 88. 8. Miami Truck and Motor Co. , Dodge 1/2 Ton Pick Up Truck Net Cost $2047. 17. A Motion was made by Comm. Thornton that the bids be tabulated and recommendations be made. The Motion was Seconded by Comm. Waiters. Another Motion was made by Comm. Thornton that the City Clerk tabulate the bids. The motion was seconded by Comm. Kelly. All in favor signify In the usual manor. There were five ayes. 16. City Manager's Report: Light in front of shopping center on Dixie Hwy. Comm. Kelly made a motion that Mr. Turpin of Fla. Power & Light be contacted, and his recommendation of whether to install a new light or move the present one and still give sufficient light. This was seconded by Comm. Jackson. All were in favor of the motion. ( S. W. 3rd Ave. and the alley). Last end of alley and south end of 3rd Ave. is a dead end. One light to be put a the dead end of the alley, and one put at shopping center. There was some discussion about habitation Houseboats, proper toilet facilities on same. No houseboats at Royal Palm Marina. Walker and Police Dept. to inforce the law pertaining to the above. (3) (4) Discussion came up regarding the purchase of an Ice Machine, which '•' should pay for itself in less than a year. City Manager to look into Ice Machine situation, to determine whether buying the machine would be better than renting one. A storm blew out one of the motors down at the Water Plant a few weeks ago. The water plant superintendant was asked to find out F what the repair costs would be, and the results amounted to more r, ® than $1000, which could only be done by Bidding. The City Manager felt it was much cheaper to buy a new one than repair the old motor. . The auxiliary pump is currently in use. Comm. Kelly made a motion : that a motor be purchased with at least three bids over the telephone and in writing. Comm. Jackson seconded the motion. This purchase y to be made in an emergency. Roll call was taken, the vote was 5-0. r A discussion concerning New Raw Water Wells came up. The Mayor '1 stated that Mr. Farina should have the bids tomorrow concerning ' the two buildings. Insurance premium due of $18, 996 for losses from Feb. 1967 to Feb. 1969. The City Manager that the money would have to come out of a pre-yegr budget or make a transfer from contingency. The Mayor suggested N« that Mr. Walden get in touch with Walker Ins. Co. and discuss the matter more thoroughly. The Massey-Ferguson Tractor was in very poor condition. It was leaking oil and the transmission was in poor shape too. The Mayor stated that approximate repair costs would be $150 and that the tractor should be repaired immediately. The City Manager brought up a letter written by Mrs. Kay Bracken, representative for the East Dgia Homeowner's Assoc. Regarding a request for the Comm ission'consider requesting a grant from tile- Department of Housing and Urban Development to finance a comprehensive housing project for Dania.There was a lengthy:dis- cussion regarding Urban Development. A discussion regarding obtaining a new (up-to-date) City Map was brouglt up by Mayor Houston. The Mayor suggested getting a tracing map, and getting prices as soon as possible. The car that was donated for the Police Reserve came up for discussion. Comm. Thornton made the motion for the discussion to begin and it was seconded by Comm. Jackson. Phil Thompson, Chief of Police stated that the only expense the City would have is for Insurance coverage of the automobile. The Mayor asked Chief Thompson if he were in favor of this gift. and the Chief gave a positive reply.A motion was made by Comm. Thornton to accept the gift and it was seconded by Comm. Jackson. All were in favor. A The City Manager, then confirmed the fact that the advertisement for bids on the Street Paving project had been place in the local newspapers. ®- A request was made by the City of Hollywood for the City Manager, Police Chief, and 1 City Commission Member of Dania, to attend a Conference at 1:30 PM, Dec. 3, 1969, in the Hollywood City Hall Commission Meeting Room, RE: Rock Festival. The Mayor stated that he felt it would be alright if all commissioners attended the `O meeting. (4) 4 1 (5) The City Manager then read a letter of commendation for the excellent work the Dania Fire and Police Departments have done. This letter was written by Mrs. E. J. Hessler, 222 S. W. llth St. , Dania, Fla. The City Manager commended the Police Department for the good work they have done sineeMay 1969, (specifically on Felony arrests). 17. Comm. Kelly suggested changing the policy of Bill approval by the Commission because it was slowing down the work procedures in the bookkeeping department. He also suggested that bills under $500 need only be approved by the City Clerk and City Manager. 18. Comm. Waiters asked if the City employees were going to be given a Christmas Bonus. The City Manager suggested also to give the Employees the day after Christmas as a Holiday. A motion was made by Comm. Thornton that the Friday after Christmas be given as a holiday, and the motion was seconded by Comm. Kelly. The Mayor stated that Christmas bonuses would be given just as they have in previous years. 19. A discussion concerning the Reworking of Traffic Lights was brought up by Comm. Waiters. Comm. Thornton made a motion that specifica- tions be drawn for the reworking of the Traffic Lights and bids he made for the work to be done. Comm. Waiters seconded the Motion. The roll was called. All were in favor. 20. Comm. Thornton then stated that he had requested the City Attorney to draw up a resolution, and read it Publicly, (which the City Attorney did, at that time. ) The resolution was dated Dec. 1, 1969, and was for the sole purpose of terminating the City Manager, Stephen A. Derry, from his position with the City. The termination was effective Dec. 1, 1969. Comm. Thornton made a motion that the resolution be passed, and Comm. Jackson seconded the motion. There were some comments made by Comm. Waiters and Kelly, and Jackson. The Roll was called, with the following replys: Comm. Jackson YES Comm. Kelly NO Comm. Thornton YES Comm. Waiters NO Mayor Houston YES 21. Comm. Thornton made a motion to place Robert J. Richardson, Public Works Director, as Acting City Manager. The motion was seconded by Comm. Jackson.
