Commissioners Kelly & Waiters arrived late and did not
vote on the first two items.
® 1. layer Houston read parts of a letter from the Civilian Arm of the Navy. He
asked that a resolution be drawn declaring Navy Day October 27th, 1969 be
ol>,crvcd. ?, motion was made by Commissioner Thornton that this should be
bone, this was seconded by Comrtissioner Jackson. All in favor signify in
the usual manner. There were three ayes.
O 2. The, City Attorney then brought up the Richardson property and that they were
being assessed on it and are Trilling to give the City a Right of Way Deed
so they mould be afforded some tax relief. The City Attorney stated that all
that was needed eras a resolution to accept the Quit Claim Deed. A notion was
made. by Commissioner Thornton that a resolution be drawn and passed, this was
seconded by Commissioner Jackson. Roll Call was then taken and the vote was
O three to zero.
3. The mayor then stated this item was in regards to property at 17 N. E. 2ad Ave.
1'r Gallet then came before the Commission to explain his case. He stated that
about a month ago his two buildings were completed except for the swale area
in front of the buildings* lie said he thought he had received his CO because
O t:i•. ',,Aker had called the Florida Power & Light Cc and they had given me power,
lie said he shorted Walker his CO from the State and he feels now that he is
sing a little blackmailed by the City because they do not want to give him a
CO till the water problem is solved. He said he had talked to Mr Derry and he
had told him to bring him a contract from the sub—contractor that the work will
be done and I Trill give you your CO. If the work is not done within one week or
O ter. days I will withdraw the CO. Walker then explained the holdup on the CO was
t1c n,-,tcr problem. He said the water came off the property onto the swale area
and had no place to go. It was then brought up that Mr Walker had allowed Mr
Zenobia to delete the Dry wells from the plans on request of the Owner. He was
then a:3ked by Commissioner Thornton on whose authority did he delete the Dry
e17. There was then a long discussion regarding, the foundation or pad and
O the ;act that on the side he was not more than 22 ft with the footers away
from the fill. '. alker then explained if there was any current of crater and
it damarcd the, building due to the dry wells the City would be to blame.
Carl Zenobia then explained the trouble there was that the adjoining property
had real high sod in the swale area and the water could not get in but run down
to Yr. :,allet. lie said Y.r Gallet was even willing to pay to have the sod cut down

r U-.n r:ext Iroperty. There was then a long discussion between the Public Works
Director and 6ommissioner Thornton. It was then decided that as long as Mr Gallet
hiring Carl Zenobia and going to pay him to let him cut down the sod and let
]r. LaPcvcr get mad. The Commissioners decided that if this was all that was
A_ ho]din,; up the CO to give it to him.
Co_,r.issioner Thornton then made a motion that the City Manager be instruoted
tc see that 'this swale is cut so that this Apt is given relief of the water, and

tin_, :r..s seconded by Commissioner Jackson. Commissioners Waiters and Commissioner
e]l;: '2n n came in and Corsrissioner Thornton explained to them what the problem

was regarding 11r Gallet's property. Roll Call was then taken on the motion
-aid the vote vas five to zero.
The Vayor then brought up that this was one more case where the Building
Inspector went ahead without consulting the Commission, he said he was afraid
something else would be coming up and that was giving these partial CO. on
these buildings. He said he would like it understood that the Building Insp.
would come before the Commission before issuing any Partial 001s. Commissioner
Kelly stated he thought the Building Inspector whould go to the City Manager
and maybe small problems could be ironed out before it would be necessary to
come to the Commission. The Mayor then stated the trouble they had with the
issuing of Partials, such as Bellows, Pickering and he wondered horn many more.
Conur.issioner Thornton then stated when the Commission approves a set of
plans and you are going to have drain fields, and so many parking places then
I dontt think the City Manager or Building Inspector has the authority to
override our ruling. If there is anything to be taken out of the plans then
it should be taken out by the whole Commission. He also stated if this case
had been brought to our attention we would not be here now. He also stated
that there was a violation right from the beginning as the man only had his
footers two feet from the fill and it should be five feet. Commissioner Kelly
said he would like to {talker stop a job if it is not going according to the
book. It ended with Mr walker not to issue any partial Co's but go to the
City Manager and let the City llanager come before the Commission.
!t. The 1!ayor then brought up that he had understood at the last meeting that
they had advertised for a Tractor but they didInt. He would also like to
include the bids to include two Police Cars and a Pick Up. And also a Police
Scooter. He said the old diesel should be traded. The Mayor and Commissioner
Thornton said they wanted to see the Specs on everything before it was
advertised. The Pick Up should be a bare car with a six cylinder engine.
The City Manager then stated if they bought anything but a Ford Tractor they
would have some attachments they could not use. Commissioner Thornton then said
he knew that Ford and 1!assey Ferguson Tractor parts were interchangeable.
There was then a long discussion regarding the tractor and the Back Hoe.
The 1!ayor then stated the next Tractor should be a Diesel as he did not want
to see any more gas engines. Commissioner Kelly then brought up that all the
bids should be with or without trades. There was then a motion made by
Commissioner Kelly to advertise for bids on the Two Police Cars, the Pick
Up Truck, the Tractor and the Police Scooter, the bids to be with or without
trades, this was seconded by Commissioner waiters. All those in favor signify
in the usual canner. There were five ayes.

K. The City Tanager then brought up the subject of the Tractor and asked Mr
'ichardson to explain what happened. He said the machine was operating real
=food and they put a man on it and he raced the motor and brought it back real
hot so he layed the man off for the rest of the day, and he had to put another
operator on it. He said the operator's he has been geeting just do not care for
'® their equipment. Commissioner Thornton suggested putting on a governor and the
man could not race the Tractor, he also said that once the wheels are moving
the little lever should not be touched and he suggested drilling and putting a
chain and padlock on it.
o. The City 112na[;er then brought up about the garbage truck and ask the Public
O orks Director to explain it. He said that the new young mechanic they were
lucky to get yesterday took off the two front wheel of the number 31 Packer
to}:in out the bearings and all the seals, examining them and replacing the
rotas and tl:c shoes all in two hours. This man is making $2.50 an hour. He

::cad Dert regarding the Paving at the Beach. The City Manager then stated he
;lso had 2 meetin;; on Friday with the fiscal agent who handles the bonding for
