Clay FRINGE BENEFIT CONSULTANTS LE 1. NTS TOM PF GIsR h'or aLproval of Cram Life Insurance Cc to mite the Hospitalization and the Disability Insurance Coverage for the employees of the City of Dania. Commissioner Kelly y questioned Tom Pfleger about where the home office was ,,,� '. and he stated in Toronto, Canada but that they had an office in Tampa, Fla and soon would open an office in Broward Count but that the City did not {rR, Pe Y, Y have to worry because they Fringe Benefit Consultants would handle all claims ® or correspondence. He was asked if Crown Life did business in Broward County i, and he stated they did. Was asked if this was a three year plan and he stated no it was a one year contract as hospital rates change so rapidly that all companies would not write it on a three year basis. Also stated that at the end of a year it was automatically renewed unless it was necessary for the .�` Y Y Y insurance company to raise the rates, then they would have to notify you and r ® you could either pay the increase or shop around for a better price. Commissioner Kelly then asked about the $1,000. life insurance that the employees have now and Mr. Pfleger said he thought Aetna would extend the coverage for one more month. He also stated that they could make the .. change over at the same time so there would be no lapse of coverage. 5r. Pfleger also stated it would be better for the City of Dania ® to pay about $80.00 to keep the insurance in force for one month and then nobody could get hurt. Mayor Houston said he wanted this insurance kept in force regardless of the cost because he did not want anyone hurt. A motion vas made by Commissioner Thornton and seconded by Commissioner Y,aiters to accept the proposal of Crown Life Insurance Co. Roll Call taken the vote was 4 to 0. G. Tabulation of bids on used equipment. Backhoe City Clerk explained that the bid of the Wyldwood Nursery was better than the �1,000 bid as wyldwood Nursery did not want the pump, and Commissioner Thornton said the pump was worth $2,000. After a lot of discussion it was decided by the Commissioners to keep the Backhoe and have the City Clerk put and ad in the papers on all used equipment. The motion was made by Commissioner Vaiters and seconded by Commissioner Kelly. Roll call taken was as follows: Commissioner Kelly Yes Commissioner Thornton Yes Commissioner Waiters Yes Mayor Houston No 3. POLICE PAY RAISES Commissioner Thornton read his proposed plan and there was a very len thly discussion and it was brought out that a policy should be set. It was finally decided by the Commissioners that the starting pay should be $5,1,14.50 and after three months their pay would be $59687.50 and after six months their pay would be $5,973.50 and that any Officer that came up for an increase it would ba up to the discretion of the Police Chief. Chief Lassiter of the Fire Department then talked about the plat not being on an equal scale and not being a general raise. There was quite a discussion between Chief Iassiter and Commissioner Thornton. After this .® was over a Mrs Rubinstein was reconized by Mayor Houston. She asked who the gentlemen was that just talked and said that she thought this was a Police Pay Plan and she was in favor of it wholeheartly and said the Police deserved the increase. A motion was then made by Commissioner Thornton and seconded by Co7nissi.oner 1jaiters the motion being that the starting pay for Police Officers would be 5, 414.50 and after three months it would be 5 687.50 and after six months it would be 5,973.50 and it ^c ,:ld l;e up to the April 91 1969 �l� (2) discretion of the Police Chief and that the new plan would start as of April 18, 1969. Roll Call was taken and the vote was 4 to 0. 4. POLICE CAR BILIS Q Mayor Houston read off the amounts on the two new Mercury's that were purchased in the amount of 2,425.39 each. Commissioner Waiters made a motion they be paid this was seconded by Commissioner Thornton. Roll Call was taken the vote being 4 to 0. 5.. C11gFTARY RATES ® Commissioner Thornton made a motion to pass this on second and third reading, this was seconded by Commissioner Waiters. Roll Call taken the vote was 4 to 0. 6. SID BRANDES City Attorney Clarke Walden told the commission that they could give �$ Mr Brandes a Public Hearing before the City Commission even tho six or twelve months have rot passed. He also stated that he should have a variance before he be allowed to move the license. Stated that the commission should authorize for a public hearing on May 5th, 1969 at Br-45 P. M. Commissioner Thornton made a motion that it be granted, this was seconded by Commissioner Waiters. Roll Call taken the vote was 4 to 0. 7. SOUTH BROViARD BUILDING CODE FINAL READING The City Attorney said it was proper to pass this on third and final reading. Commissioner Thornton made a motion to pass this, it was seconded by Commissioner Kelly. Mr. Rickard that spoke up from the audience and stated that he had talked to a member of the electrical board who was the ® chairman and that he had not been notified. Mayor Houston then said he thought this item should be put off till all the boards had been notified and given their answer. This was tabled till the next regular meeting. 8. RF,SIGNATION OF CHIEF DONALD PARTON Mayor Houston asked the Commission what was their pleasure. Commissioner 1® '+'+niters said he thought the Mayor wanted to talk to the Chief, and the Mayor said he did but did not think he was to report on it, he did not like the Chiefs reasons, but now that it was brought up he would as the Chief to explain his reasons. Then there was a quite heated argmuent between the Police Chief and Commissioner Waiters which lasted for some time. During this argument Commissioner Waiters asked the Chief if during this time he p would be willing to work with Carracei and the Chief answered absolutely no. The other statements are things that I do not think should be in the minutes unless the Commissioners so desire. A motion was then made by Commissioner Kelly and Seconded by Cormissioner Waiters to accept the resignation. a roll call was taken as £ollowss Y Commissioner Kelly Yes Commissioner Thornton No Commissioner Waiters Yes Mayor Houston No There was further discussion regarding Chief Parton Leaving and the two Commissioners Kelly and Waiters were for getting together and trying to find another Police Chief. Carl Zenobia then approached the front and stated that maybe the Chief would not leave if the Commissioners appointed another commissioner. It was then proposed by Commissioner Kelly that the four commissioners sit down and try to pick out a Police Chief and a City Commissioner, Commissioner Thornton was to check his schedule and contact commissioner Kelly regarding a meeting. Mayor Houston made a remark that any respectable good citizen with a little business ability about them, and willing to dedicate their time in the behalf of Dania is acceptable to me without me being at the meeting.
