My late husband, Martin C. Frost, was a resident of
Dania for the greater part of his life. Because of the great
regard he had for the city, he discussed with me in the early
1950 's the desirability of donating a tract of land which we
owned in the developed part of the municipality to City of
Dania for park purposes.
After giving the matter careful consideration, we
decided to donate the tract at the southwest corner of the
intersection of N. E. 2nd Street and Fronton Boulevard to the
city. At the time, the general area was already substantially
developed. For example, the subdivision known
was to the west and the subdivision as Spar-Rich
Estates was to the south. known as Dania Country Club

It was our intent that the lands be used for general
park purposes on a basis that would benefit the entire com-
munity. We recognized that a number of senior citizens lived
in the general area of the site and it was our hope that the
development would be along lines which would make the park an
attraction to the older citizens who reside in the city.
During the past fifteen years, the tract has been developed as
® a general park development with features which make the area
attractive as a park and recreational site not only for the
older citizens but also for young adults and children. For
example, part of the area is used for softball diamonds and
a football field and these uses, of course, attract the
younger people in the city.

I have been aware of the fact that some of the
neighbors to the park have found it necessary to complain from
time to time about the noise which arises when the park is used
at night for activities such as softball and football. I know
O that the city commission has worked out certain restrictions as
to the nighttime use and as to the control of noise, and I
understand that the efforts of the city commission in this
regard have satisfied the neighbors so that the neighbors are
no longer offended by the uses made at nighttime.

I have carefully considered the proposal to construct
a swimming pool and related facilities at Frost Park. If the
city constructs a swimming pool, it would appear necessary to
construct substantial related facilities such as, for example,
O pump houses, shower facilities, dressing rooms, etc.
It is my opinion that Frost Park is now fully developed
with the recreational building, tennis courts, softball diamonds,
football field and related facilities and that there is simply
no phy ical room or area which is now undeveloped and which can
be used for the development of a swimming pool site. In other
words, the development of a swimming pool will make it necessary
to discontinue some of the other recreational uses which are
already in existence. Further, in my judgment, the addition of

a swimming pool would make it necessary to provide a substan-
tial area for additional parking and such additional area
simply does not exist.
am also concerned that the development of a
swimming pool would, of necessity, create another nighttime
tv use which would result in further noise and additional traffic.
I fear that the neighbors who live around the park would have a
substantial right to object to such noise and traffic and I am
doubtful whether the city could impose reasonable controls which
would satisfy the neighbors .
0 I also feel that the construction of a swimming pool
would substantially interfere with the enjoyment and use of the
park by our older citizens. At the present time, it is my
feeling that Frost Park is the only community area that is
available in the entire city for the recreation and social life
of our retired citizens. Therefore, I would be most reluctant
to see a use (such as the swimming pool) that would not be com-
patible with the existing uses being made by the older citizens.
As a further comment, I understand that the entire area
to the north of the park and that areas to the east within about
® two or three blocks of the park, are being developed with so-
called high rise apartments. I am informed that all of the
apartment developments show the construction of swimming pools.
Therefore, to the extent that a swimming pool is desirable, it
is my belief that a good part of the general neighborhood will
® be served by private swimming pools. If I am correct, the use
of a part of Frost Park as a swimming pool site will not attract
the neighbors in the immediate neighborhood and, therefore, is
not a convenient location.
After we made the gift of the lands now known as
Frost Park to the city, Mr. Frost and I made every effort not
to comment or interfere on uses made from time to time by the
City. However, during the fifteen years that the park was under
development, we were always satisfied with the general development

s plan because we felt that the park was serving our desires ,
x namely, that of being a place .for the use and recreation of
• all of the citizens in the city. Mr. Frost has been dead
since 1965 . However, if he were present, I am certain that
lie would strongly object to the proposed use of a part of the
park for swimming pool purposes.
• After giving the matter careful consideration, I
respectfully state to you that I strongly object to the use
of any part of Frost Park as a site for the construction of
a swimming pool. I think the park is already fully developed
and that the addition of a swimming pool to the site would
result in noise, a crowded condition, inconvenience and
• dissatisfaction.
It will not be possible for me to be present at the
hearing on November 18th. Therefore, I am delivering this
letter to Clarke Walden, your city attorney, with the request
• that he read same at the city commission meeting on November 18th.

The City Commission of the City of Dania, Florida, held their
regular bi-monthly meeting at 8:00 P. M. , November 18th, 1968.
The invocation was given by City Attorney, Clarke Walden,
and the pledge of allegiance to the flag was recited.
Idayor-Commissioner Houston asked the clerk to call the roll and
the following Commissioners and city officials were present:

The first item of business was to approve the Minutes of

November 4th, 6th, and 12th. Commissioner Kelly questioned the
Minutes of the 12th. He stated a new raMution be drawn up that
any of the two of the three check signers can sign checks. Robert
E.. Houston, E. R. Clay or Elaine Walls, Commissioner Kelly also
stated that a correction be made on the Motion of Department Head
increases.He stated the Motion was made by Commissioner Thornton
and not himself. Commissioner Kelly made a Motion to correct these
errors- Commissioner Waiters seconded the Motion.

certain lands north of the Dania Cut-Off Canal. It was stated
that the City Ordinance would take out the City Service all

Discussion of Appointments
Commissioner Kelly asked the Commission to discuss the
raap;oointing of Charles Petrozella and Hubert Walker. It was
made in a form of a Motion by Commissioner Thornton that
Charles Petrozella be relieved of his duties as of November
199 1968. Commissioner Thornhill seoonddd the Motion.

Application to change the zoning that now exist to R-Apt.
Zoning Classification. Mr. L. Sparkman told the Commission that

Mayor Houston presented a bill from Delegal Paving Contractors
in the amount of $ 5s041.49. It was mentioned that this bill had
been approved by Broome & Farina Consulting Engineers. Commissioner
Kelly made a Motion' to_ pay the bill. Mr. Kelly also stated the
A total contract was in the amount of # 249803.24. The Delegal Company
owes the city $ 193.71 for broken water lines. This bill is to be
paid before their payment is made. Commissioner Waiters seconded
the Motion.

Mayor Houston presented a bill from Broome & Farina on
specifications and Contract documents for Street Resurfacing Program
for Daniais West Side. The Bids were rejected on Oct. 7P 1968 by
the city commission. Also a bill for field work & sketch of S. E.2nd
Ava .from Beach Blvd. south to S.E.2nd Terr. The bill is in the amount
of :$ 385.00. Commissioner Kelly asked the Acting City Manager to

Yellow Rent-A-Car - Request for approval of site plans
Yellow Rent-A-Car requested approval of site plans to erect
® a building at 1734 North Federal Highway, Mr. Walden read a
letter stating that Yellow Rent-A-Car will deed the 71 feet of
land in question upon issuance of a building permit. Commissioner
Kelly made a Motion that the plans be approved. Commissioner

new cars. He wants Acting City Manager to get specifications for
t!:ree new police cars; two trash trucks; and a new fire engine
for the next meeting. Commissioner Thornton made a Motion to have
the City &tanager to get specifications for these vehicles for the
next meetinC. Commissioner Kelly seconded the Motion.
Mavor Houston asked all in favor to say Aye. All approved.

Mayor Houston stated that the Agenda be closed at 3:00 PM on
Thursd_y afternoon for the City Commission and the Planning and
Zoning Board.
AUDIENCE DI3CUSSION
Mr. Gus Brice came before the Commission to talk about the
ordinance allowing lad parking spaces up to 75 units. He recommended
that the Commission change the present ordinance to allow 1i
parking spaces for each unit constructed.
Commissioner Kelly' s Report
Commissioner Kelly stated that the first item he had was about
the bids on the new light poses for Frost Park and West Side Park.
La Croix Electric Co. will erect 60 foot #2 poles. Mayor Houston
®
stated he will get an estimate from F1okida Power and Light. by
'delnesday. Mayor Houston said the poles from F.P. h L. are 65
foot poles.
CommAssioner Kelly stated the Commission hasn't made its Zoning
3o-:rd appointments as yet. Also the Electrical Board. It was decided
to have: all the names ready for the next meeting.
Coa•aissicnar $elly brought up about the law suit regarding
t!_e injury at the City Pier. Stated that all lessees of city prop-
erty h_.v-, a cony of their insurance on file at city hall.

It was jecided that ar. Clay and Mr. Dickerson should get together

Commissioner Kelly asked about the Civil Service Board. If it

moment.

It was discussed about the price of Cemetery lots. It was
suggested that the price of the lots be raided due to the fact
that Danla's lots were cheaper than any place in the County.
I.4ayor Houston stated that there is more than enough land for the
citizens of Dania, and the cost of lots be kept they way they are.

Commissioner 7daiters Report
Commissioner Waiters read a letter in reference to the City
Dump. Mayor Houston stated that he talked with Mr. Gqlbreath and
he (i<r.Galbreath) will not approve it to be dumped in any place
where there is fresh water. We can go where there is salt water
® but not fresh water. Commissioner suggested we dig our own. It
was suggested that the Commission check on the cost.
Comrissioner Waiters made a requent' to send out for more bids
for the work to be done in the Northwest section. No time limit set.
9 A request was made for the Acting City Manager to contact the
City 3nFineer about our Water supply.
