The City Commission of the City of Dania, Florida, met in special
session in the Commission Room at the Dania City Hall at 8:20 P. M. , June 12,
1968.
Mayor Kelly asked the Clerk to call the roll and the following Commis-
sioners and city officials were present:

Action Deferred - Proposed Garbage Ordinance

Ordinance. He said, in his opinion, the city could not properly charge
' . a dollar a can for garbage pick-up, but that if there was a charge to be
made it possibly could be done on a three months' basis where the people
pay a fee for a sticker to be put on their garbage cans. He further said
another problem was whether it was the wish of the city to furnish garbage
service and pick-up service for the multi-family apartments as the R-Apart-
ment Zoning Ordinance adopted June 10, 1968, provided that the apartment
owner would furnish the garbage containers . He said, that obviously the
city had in mind that the multi-family apartment unit would furnish their
own garbage service and the city would not furnish the garbage service
for the large apartments that would be in town;. that there was a conflict
in the thinking of the Commissioners because it had previously been stated
by Commissioner Thornton that every apartment unit would have city garbage
pick-up service, and that this matter must be resolved by the Commission.
After further discussion on the various points and classifications
of the proposed garbage ordinance, Commissioner Marant moved that the garbage
ordinance be tabled for five days, until June 17, 1968. Commissioner Houston
seconded the motion with the proviso that the city get some publicity on
the ordinance prior to June 17, 1968. There being no further discussion,
the Commissioners voted as follows:

motion was made by Commissioner Houston, seconded by Commissioner
Marant to table discussion of adopting a resolution creating a Department

Police Department
City anager Goldberg submitted for discussion police policies and on
recommendation of City Attorney Walden, the City Commission requested that
the Chief of Police confer with the Police _Committee relative to mutual
emergency police aid matters as well as other police matters concerning such
areas as the Fort-Lauderdale-Hollywood International Airport, if and when
trouble occurs there, prior to a full and open discussion at a City Commis-
sion meeting.
City Manager's Report - Water - Water Meter Service Deposits

Derecktor & Company property, and the question was just how far is the
city going to provide water and where does Derecktor take over? He said
the plans indicate a water line going from Taylor Road westward for approxi-
mately 5501 , and then going south for approximately another 500' He said
this would be an 8" line, probably one in the vicinity of $10,000.00 for
the entire line. He said the Commission now had a dedication of the north
501 . Commissioner Houston said the city was not going to run the water line
on their property at all, that the city only runs up to a property line.
d Mayor Kelly said the matter under discussion would take in the new road at
Taylor Road and that would be considered their property line, and that he
felt the city should run it that far; that there was 400' to 500' back of
Powell's property that the line had to go. Mayor Kelly questioned the
fact that Derecktor gave the city the easement. Commissioner Houston said
that was all right, that is where their property runs to and it was their
;® obligation to run the line there and obligated to put the water and streets
in on their own property. They dedicated the streets, but they have to run
the water. Commissioner Marant asked Commissioner Houston if he meant that
the city would only run the water line to the Derecktor easement in view of
the easement given, and Commissioner Houston reiterated that Derecktor was
obligated to put in the water and streets on their property.
Mr. Goldberg then asked Commissioner Houston if it would be his recom-
mentation to put the water meter on the west side of Taylor Road. Commis-
sioner Houston said the meter was not going to be put at Taylor Road. He
said that when the line was in the city puts the meter at whatever location
the city wants to on Derecktor's property. City Manager Goldberg then asked
if the Commission meant that Derecktor would have to put the lines in first.
He said Derecktor showed on their plans a meter being down on .their property
about 500' south of N. E. 9th Street, and asked if there were any objections
to that. After further discussion, the Commission agreed that the intent was
for Robert E . Derecktor & Company to have their water line from the west side
of Taylor Road to wherever their plans indicated.
City Manager Goldberg requested the City Attorney to advise him, if
the new proposed water meter service deposits were effective at this time,
since the First Reading of the new ordinance on June 10, 1968. City Attorney
Walden advised that the new rates were not effective until the Second, Third
• and Final Reading of the ordinance.

Span, Dania, Florida. After discussion, City Manager Goldberg said he would
look into the ordinance relative to the city's civil service program to see
if time and a half could be paid for city garbagemen and others for holidays
worked.

A gentleman from the audience asked what was going to be the city's
Policy of hiring competent city inspectors for the various trades , Mayor
Kelly said, that when the time came, and if he were still on the Commission,
he would try and see that Building Inspector Hubert Walker had the help he
needed, and Commissioner Waiters concurred,

" ' missioner Houston said it was the intent of the Commission at the time the
contract was awarded to leave this item in the contract.
Further, Broome and Farina recommended, that with regard to driveways
on S.W. llth Street, that were excluded from the contract by previous action
of the Commission, there should be some provision made to provide driveways,
�s at least where driveways now exist, and for the total cost of $670.80 all
driveways shown on the plans could be constructed; the only driveways that
T were to be paved are now paved where driveways now exist, but those not paved
would have rock in the drive so that the new swale would not be torn up by
traffic.
lAfter much discussion, Commissioner Waiters made a motion to construct
driveways indicated on the plan (Project No. 6555) and that basically every

with like material at a cost of $670.80 and the cost of same will be assessed
to the property owners . The motion was seconded by Commissioner Marant.

Noise Nuisance - Pirates' World
—� 3onCommissionerustoreported that he and the Police Department had
received numerous complaints about there being too much nice at night at
Pirates' World. After discussion, Commissioner Houston moved that the City
Manager be instructed and authorized to write the management at Pirates'
World to shut down the band and noise at 11:00 P. M., and that all patrons
are to have left the premises by midnight in order that the Chief of Police
may be able to enforce the city's wishes.
Adjournment
—fin motion made, seconded and unanimously passed, the City Commission
adjourned their meeting until the next regular meeting on June 17, 1968.
