The City Commission of the City of Dania, Florida, met in Special Session in the Commission Room at the City Hall. i e Present were: MAYOR-COMMISSIONER RICHARD MARANT COMMISSIONERS JAMES ADAMS (ABSENT) GUS BRICE ROBERT KELLY BOISY N. WAITERS CITY ATTORNEY CLARKE WALDEN • CITY MANAGER STANLEY GOLDBERG 'y CHIEF OF POLICE ANTHONY J. CARACCI CITY CLERK MARY THORNHILL Meeting was called to order a 4:00 o'clock P.' M. N • City Attorney Walden stated that Commissioner Adams received notice of meeting at 3:00 o'clock P. M. and could not be here, and also that Commissioner Adams objected to this because of lack of proper notice. Mayor Marant stated they were there to discuss two police officers requests for overtime. • Commissioner Kelly felt that the officers should be compensated, but not in the amount they had submitted. He felt they should be compensated at the rate of $850.00 to Sgt. Ricci and $500.00 to Sgt. Marino. Sgt. Marino state he would agree to this suggestion and withdraw his • request for overtime. Sgt. Ricci also agree. Commissioner Kelly state that there was no doubt in his mind that these men have accomplished the work that was assigned to them and made a Motion that they compromise and compensate Sgt. Ricci in the amount of $850.00 and Sgt. Marino in the amount of $500.00. Commissioner Waiters seconded ® the Motion, and roll being called, the Commissioners voted as follows: Brice Yes Kelly Yes Waiters Yes Marant Yes • Commissioner Kelly stated that he thought something else should come up and that was the fact that there has been difficulties in the operations of the City Clerks office and that these difficulties have been going on for some tim and that he feels Mary Thornhill has been working against the Commission, and made a Motion to fire her. • Attorney Walden stated that the City Clerk had the right to defer payment of a check until she got the approval of the Commission. He also stated that he had given the City Manager a written opinion and copies to the Commission stating that Mrs. Thornhill had the right to get the approval of the Commission. • Someone from the audience stated that Commissioner Kelly had asked Mrs. Thornhill a question about the bills and he didn't get an answer. Mrs. Thornhill stated that the requisitions are signed by Department Heads and okayed by the City Manager and that she did not receive those purchase orders. • Commissioner Kelly asked why these hadn't been paid, (referring to the ones he had in his hands, "Heres a note which says please sign Purchase Orders, is this your writing?' "It says to sign purchase orders for Public Works and Police Department. �e Mrs. Thornhill stated "yes , because there are some things I don't get requisitions on. Commissioner Kelly then stated that these bills had requisitions attached and had been signed by Department Heads and okayed by City Manager. "Gentle- men, these are the things that make us look bad. If we didn't have the money, and there was a time when we didn't, and that was the time the. Commissioners should have fired the auditor, in fact I think I made the statement to Mary that we all were going to have to take the rap for this, and we did. Commissioner Kelly stated that he got so many erroneous figures from Mary and we came out a whole lot different than how she indicated we would, and other things like that. "These things, and the lack of cooperation is what keeps the whole place in a turmoil. Someone in the audience stated that he didn't think she was that inefficient over the period of years she had been here. Commissioner Kelly stated that we have been famous for our City Managers, going through them, and there have been employees and City Managers who have made the statement that the reason they quit was because of the lack of cooperation they received and couldntt work with her. Someone stated from the audience that there was a Motion on the floor and hoped that the Commission vote it down because he didn't want to see any- body trusted with the funds that this lady had charge of. Mayor Marant asked Mr. Brice how long it took last year when he was on the Commission how long it took to have the man audit the books from the time he got there to the time he left. Commissioner Brice stated that they got the final audit sometime in the early part of No/ember, it normally takes him from 60 to 90 days to complete the final audit. Someone from the audience asked if they could look over the requisitions !' and this was approved. Commissioner Brice stated that he had to agree with the two other Commissioners that they had been trying to work something out since last February and that they have had a number of meetings to straighten it out, and it steadily gets worse. He stated that there was a meeting with Mayor Marant, Mr. I. T. Parker, and Mr. James McMillan and Mr. Miller from the bank and Mr. Houston. Mr. Houston had figures that he didnot have. He didn't ask Mr. Houston where he got his figures, but he had payroll figures that Commissioner Brice had asked for five different times and never did receive them. (a lot of conversation between several persons, all talking at once, and cannot be transcribed) Mayor Marant asks for a vote on the Motion. Someone from the audience stated that the Purchase Orders were not signed and Commissioner Brice stated that Mary Thornhill is the party who is supposed to sign them, and a copy of same to be given to the City Manager. Commissioner Kelly stated that Mary does not know,when the bills are received, if department heads have received them therefore the Commission instructed her to separate the bills according to Departments and each Department Head was to check them out. They have been thrown in there and the Fire Department has to go through all the bills, the Public Works has to go through all the bills, rather than just their own. - 2 - tF3 Coimnissioner Kelly stated that they have tried to organize the office and help in any way we can, but these things get laid around and thn'terown from here to there and then people call us and say, "why got our check". (Conversation in the audience regarding procedures) Commissioners ask for a vote, roll being called, Commission voted as follows: Brice Yes Kelly Yes Waiters: I abstain Marant Yes A Motion was made to call in the City Auditors for an audit on cash ,z rice, roll being called, Commission balance. Motion was seconded by B voted as follows : ' waiters Yes All Kelly Yes Brice Yes Marant Yes There being no further business, the meeting adjouned.
