ARCHIBAL M. BLACK, representing Dorsey B. Collins, regarding
a building on his property.
Attorney Black stated that it was not the intent of his client to
violate the laws of the City of Dania.
After much discussion, it was suggested by Mayor Marant that Mr::
Collins present a set of plans within 15 days, and bring the build-
ing up to code as far as the Building Department is concerned.
Charles DeMuzzio, representative of the Planning & Zoning Board asked
if Mr. Collins is allowed to live in this building while the work is
® going on.
City Attorney Walden: No sir.
RECOMMENDATION FROM THE MAY 16 meeting of the Planning &
Zoning Board.
`s
(1) The meeting was held for the purpose of discussion of
recommendations for the rezoning of the area north of the
is Dania Cut-off Canal.
-3-
R ` Mann
."
4yr '. After a very lengthy discussion, it was decided that the
& Board at this time would make the following recommendation
to the City Commission:
A motion was made by Mr. DeMuzzio that "due to information
this board has received, it is imperative that we recommend
to the City of Dania that a moratorium be put on all areas
North of the Dania Cut-off Canal to the North City limits,
East to the East City Limits, and West to the FEC railroad."
O The motion was seconded by Mr. Erwin, and carried unanimously.
Commissioner Brice: Gentlemen, I think this is premature. They are
trying to recommend something for an area that we have not even annexed
yet. Therefore, I am not in favor of approving it.
O Mayor Marant called for Mr. DeMuzzio to come foreward. . Mayor Marant:
You understand the situation that now exists as far as the annexation
is concerned for area 3?
Charles DeMuzzio: Yes, I dontt know how much of that land you were
going to get.
O
Mayor Marant: As it stands right now, we dontt know how much we are
going to get. It has to be put up by referendum. We think there is
approximately 10 property owners up there who own all of the land that
we are speaking of South of Shaw Road. I think that what we are going
to have to do before we can do anything else is petition those people
O to come into the City of Dania, and then present it to the legislation.
Charles DeMuzzio: Well we have a certain area up there right now that
someone has asked to rezone.
Commissioner Brice: You can hold it.
O
Mayor Marant: Is it presently in the City?
DeMuzzio: It is in the city limits. It is right along the highway.
Commissioner Brice: Gentlemen, the reason that I think we are premature
O on this is that as we go into this petition to get these people to come
into Dania, they may have bought that land up there with certain idea in
mind of what the use was going to be. And I think that we should leave
ourselves open to be able to discuss this, rather than to try to tie this
thing up as the Zoning Board has recommended here. We know that some of
that land up there is owned by oil companies which would be strictly in-
dustrial zoning. And if we couldn't assure them that that is what it
will be, well, they would not even consider coming into Dania.
DeMuzzio: We received some information on what was going on in the far
east there, and we thought this would sort of safeguard things until we
could get a chance to zone it. That is the only reason we were really
® asking for it.
City Attorney Walden: This discussion is talking about land that is
already in Dania, isn't it?
O DeMuzzio: Well, yes, the biggest portion of it.
City Attorney Walden: You are not concerned about-this land that we
hope to get, aren't you? We have got no control over that land now.
We have no jurisdiction and no right to do anything.
DeMuzzio: Well, thatts the reason we were trying to hold them up.
City Attorney Walden: So therefore, you want to hold up on any lands
within the limits of Dania?
-4-

i-
DeMuzzio: Right.
City Attorney Walden: I don't think legally you can do it indefinitely.
Tf someone comes in with an application he is entitled to be heard. You
may turn him down. . .
Ms''::
DeMuzzio: No, we don't want to stop anyone with the present zoning we
have got, if they want to build in our present area.
s,
' = ® City Attorney Walden: What do you want to stop?
z DeMuzzio: Well, we were figuringdry
on the annexation part, I guess, more s
than anything else.
t r City Attorney Walden: We don't have any jurisdiction over it.
k
® DeMuzzio: No, not now we don't.
i'
r Commissioner Brice: That's the reason I said I think it is premature.
r +; City Attorney Walden: I don't think there is any action to be taken on
it then.

®
DeMuzzio: No, I don't think so now.
No action.

® PETITION FOR PAVING AN ALLEY in Block 2, Dania Tropical Estates.
City Attorney Walden read the petition requesting an asphalt back-alley
constructed on the said block No. 2 on the easement already dedicated to
the City. Location: between N.W. 8th and 9th Avenue, Block 2, Dania
Tropical Estates.
Commissioner Brice suggested that they check into this to see that they
actually have an easement all the way through there.
City Attorney Walden suggested that this be turned over to the Building
Inspector to bring up to the next meeting.
A motion was made by Commissioner Brice to table this until the next
meeting. The motion was seconded by Commissioner Kelly, and the roll

CITY MANAGER'S REPORT:
< < <' City Manager Goldberg reported that the City Engineer has recommended
that the awarding of the bid for the repainting of the Water Tank be
given to John H. Moyer for $7,960.00 plus $120.00 for sandblasting, if
necessary.
Commissioner Brice stated that he went over this bid with the City
engineer, who checked Mr. Moyer out and found him to be reputable. r
Also, Mr. Farina sent personal letters to others who he knew did this
y ® sort of work, and was informed that they were not interested, and they
r„fie- would not consider doing it because 'they had all the work they could
do up to January, 1968.
=' A motion was made by Commissioner Brice to award the contract to John

H . Moyer,y., , at a price of $7,960 plus $1,200 for sandblasting if necessary.
, .; The motion was seconded by Commissioner Adams,
Robert Houston asked if anyone has checked the specifications and cost
for previous cleanings, sandblastings and refinishing of this tank. "?
+ Fie stated that this bid is all out of proportion by comparison. He
also asked if anyone has gone up there and made an inspection to see
-' if it won't hold over until January.
Mayor Marant stated that Mr. Farina is going to make that inspection.
He added that he is speaking of the inside of the tank, not the out-
side (for inspection) .
® Commissioner Brice stated that this bid was checked against previous
bids , but this bid calls for extra coating of paint over what was called
for before. He added that the last time the tank was done was about 5
years ago, and material and labor costs have gone up since then.
Commissioner Kelly stated that they rely on the Engineer to recommend
` 0 such things, and he recommends that this is a fair price. He felt that
they should take the recommendation of the Engineer.
The roll being called, the Commissioners voted as follows:

City Manager Goldberg recommended that, in regards to the removal of
0 junk cars, the City accept bids on June 19, 1967, at 8:30 P.M.
City Manager Goldberg: Along with this, gentlemen, I would like to
have you discuss at this time your support, if that's what we require,
in regards to police action necessary to patrol the unlicensed junk
yards that are located in some parts of the city. What I mean by un-
0 licensed junk yards are the yards where there may be 5, 10, 15 or 20
cars in a yard being taken apart. . .generators being taken out. . .and
being stripped generally. In effect they are operating as a junk yard.
None of these are licensed, by the way.
Mayor Marant: Mr. Walden, I would like to ask you something. I have
0 observed something on the west side of the railroad track right across
from S .W. 4th Avenue, down around I guess 5th Street. I have already
contacted the Chief on this one item. I think it is Tom's Garage. It
used to be the old Grammer Contractors building. This gentleman over
there supposedly is running a garage, I beliEve. And I see each day
a new derelict moved in there and set up along side the railroad track.
j Fie started off with about 4 or 5 of them, and I think it has gotten up
to about 20 cars that are sitting there now, and it is quite obvious
whin you are riding down S.W. 4th Avenue. Instead of the situation
getting any better, I think. . .and I don't know whether the Chief has
-6-
lY
r' Q
YYYFFF... talked to the man or not. . .but he says he would like to do something
with the cars he has got there, but I don't think that is our problem.
He put them there, and he ought to be made to get rid of them.
fi
® City Attorney Walden: I think he is in violation of the zoning ordi-
nances if he is running what amounts to a junk yard. And I think that
' . he can be arrested for violating the ordinances . I just wonder though,
before you haul him in here, is there someway you can straighten him
out by just talking to him; Chief?
® Chief Caracci: I think I will make a survey in the next two days,
because I believe even when you have three or four cars, he might be
using it just for parts services. I'll find out if they are using
these junk cars just for that specific purpose. Let me make a survey
I: on it, then I'll appraise you at the next meeting.
`< Commissioner Waiters stated that he has already talked to Tom, and he
f said that he is going to start getting those cars out.
Mayor Marant: He is adding more to it, that's what he is doing, Mr.
Waiters . There is no doubt about it.
® Commissioner Waiters stated that there is another incidence on N.W. 1st
k. Avenue where the fellow has a garage, but he is trying to get those cars
cleaned up too.
City Manager Goldberg: Actually, I was not referring to the one that
the Mayor has brought up here. That is a business where the man does
® have a license for this garage where he may happen to have some cars
that the Mayor may consider junk cars. But principally I was trying
to do something in regards to the several places around town, some of
them being actually residential areas, where there are maybe 20 dars
sitting in somebody's front yard, back yard, side yard, and on the
corner of the street. This condition I am sure you gentlemen are aware
® of . This is the condition that I think we have to attack one of these
days, and I just want to make sure that we do have the legal right to. .
City Attorney Walden: We have the legal right. I just wondered if
anyone has talked to those people.
® City I-Tanager Goldberg stated that the various building inspectors
have gone to these people and informed them that they are in viola-
tion, that they have no permits and have to get the cars out. He
added that he personally had gone out with the former Police Chief,
and they talked to these people.
City Attorney Walden stated that since they have talked to them, they
ought to arrest one or two of them and bring them in if they have not
followed the suggestions.
NIr. Houston pointed out that it won't do any good "because you can't
tell them where to take the cars, any more than you know what the man
® who finally gets these bids will do with them. Frankly that is going
to be a problem for him. I assume that whoever gets this bid will have
some solution. It won't solve the thing on a long-term basis."
Mayor Marant pointed out that the important thing is to begin to do
something about getting the cars cleaned up, and then when they do
0 get them cleaned up, to enforce the laws on the books.
It was discussed as to whether the city or the property owner would
have to pay for cars removed from private property. Commissioner
Kelly stated that he did not think the city should have to remove the
cars from private property.
Y
Commissioner Brice suggested that the city give the offender a warning,
"and if it is not complied with by the time we open these bids, then
they will know where they can take them. . . .and if not, then they will
-7-
know where they can take, them."
City Manager Goldberg: Alright, Chief, will you see that proper
'. notices are given to these people, and give them until next meet-
ing to see what kind of action is taken.
a'z City Manager Goldberg presented his recommendation for the award-
ing of the bid for the extension to the Sewer Collection System.
is Ile stated that the City Engineer has recommended that the contract
be awarded to Hosey Contracting Company.

City Attorney Walden: On this I am in to suggest
F going that you not 1 ® actually authorize the contract to go ahead and do any work until we
are absolutely certain that we can collect from the property owner.
I think the city ought to have a special meeting some time next week
so we can review this thing.
Commissioner Brice: Mr. Walden, when it comes to the report from
® the Commissioners , I would like to discuss that further with you.
Those that we have that the legal be checked before we authorize.
You know we have about 7 easements that are signed, 6 or 7. Now
those could be started. But I think that before any work is to be
given out, you should check those even though they ar6 signed.
A Mayor Marant asked Commissioner Brice to set up a meeting of the
Utilities Committee.
City Manager Goldberg presented his recommendation for the awarding
of the bid for the extension to the Water distribution. He recom=mended that the contract be awarded to All Construction Company.

City Manager Goldberg stated that he had a talk with Tom Walker,
who stated that he had been requested by the Commission to look
into the group insurance. Mr. Walker requests a letter of autho-
rization to discuss the Group Insurance Program with the Aetna
® Life & Casualty Company.
an
A motion was made by Commissioner Kelly to authorize the City Manager
to send Mr. Walker a letter of authorization to check into the Group
Insurance Policy and make any recommendations that they see fit. The
motion was seconded by Commissioner Brice.
Commissioner Brice explained that the -insurance comrittee discussed
this with Mr. Walker with the idea that it would be a good thing to
look into our group insurance and hospitalization to see whether it
needed any revisions to up-grade.
41 Mayor Marant asked Mr. Goldberg to include along with that letter the
fact that he (Marant) set up a Safety Coordinating Committee, and the
request that Mr. Walker and other members of this committee from Aetna
come down and sit with this Safety Committee "and tell us what we are
supposed to do" .
City Manager Goldberg: Mayor and Commission, I would like to take
this occasion, which is my anniversary with the City, to express my
sincere appreciation for the co-operation of the citizens, the Com-
mission, and particularly the co-operation and assistance of the City
employees in order to make this a very progressive and successful year
Of accomplishment.
It is true the work, which sometimes is a labor of love, makes it pos-
sible to provide the services and growth which makes the community one
in which people can be proud. In particular, My thanks to those depart-
ments of the City which have done such a commendable job as the Recrea-
tion Department, which has been reorganized into four separate depart-
ments, now under one director with full control and authority to pro-
vide increased recreation for young and old, from the Beach to the Ball-
fields, to the tot-lot areas. A commendable job much appreciated. The
Public Works Department, which has been reorganized combining five dif-
ferent departments under one superintendant, now providing improved ser-
vices in park maintenance, public rights-of-way, public grounds, impro-
ved garbage and trash collection, street maintenance, drainage canals,
vehicle maintenance, and tremenddus improvement in street and other
City cleanups which I am sure has been noticed by all of the Citizens
of Dania. The Police Department has conscientiously put in many hours,
much of which has been uncompensated volunteer time, in order to elim-
inate illegal activities of all forms, in order to provide additional
safety and protection for the citizens. It's success which has fre-
quently been reported in the newspapers can be confirmed with other
X Police agencies of other communities, the Sheriff's department, and
various state police agencies with which our Police Department has
functioned 'ih a close co-operative manner. The Fire Department which,
although small in number, has fbr the first time this year as compared
to the past four years had additional staff to the permanent compliment
of firemen so as to be able to rotate and fill in during off days and
vacations so that the department can operate at full efficiency. The
quick response of the fire department to all emergencies, and in par-
ticular the excellent work of the rescue division, can be attested by
hundreds of people who have received these services. The Buildinc
Department, in spite of several changes, is being handled by a big man
doing a quiet job and a big one. As reported in today's newspaper,
Dania has been a bright spot among South Broward Cities in regards to
building permits, which other cities have experienced a decline. Dania's
permits show for the year to date 257 for a whopping $919,135.00 compared
to last year's 174 permits for $571,361.00. The City Hall Staff, although
sma11 in number, has been doing the quiet but necessary work in handling
the complaints and paper work necessary for the efficient operation of
the various city departments. They say there is a woman behind every man,
and it is only through the co-operation of these women that the adminis-
trative work and the field work can be carried smoothly and efficiently.

The Sewer Department. The City of Dania has come into being. The
Sewer Department for the first time this year, with the completion
of the sewer system and all the tremendous work in completing and
PKI
; putting into operation a better-than-two-million-dollar department
to the City to provide future growth and development for the City
of Dania. The hours spent by the members of this department, the
-' ® Commission, the City Attorney, and others too numerous to mention
k; at this time to recite here, but I am sure everyone has heard enough
ek about the Sewer System to appreciate the work that has been done to
provide the City with a completed Sewer System and operating depart-
ment. Last, but not least, is the Water Department and a reliable
service being provided together with the addition of many new meter
_ ® accounts previously unmetered. The improvement of the Water Plantts
appearance with regular and necessary work of meter reading and bill-
ing, and the steps that are being taken to provide additional services,
better service, and more efficient expenditure of operational costs.
'Ty Through the further co-operation of the Water Department and Utility
1 Committee, for the first time the City has a City Water map which has
® been prepared, showing the location of and size of water lines and
the location of water shut-off valves so necessary in emergencies.
a Certainly the three most outstanding additions to the City in the
past year, which will have many fruitful benefits over future years, ,r
r; are the completion of the City Sewer System, the completion and ad-
dition of the multi-million-dollar Pirates World Amusement Center
® in Dania, and the provision of the Charter RBvision Committee's re-
commendations for improved government, organization and growth to
the City.
These things that I have mentioned certainly do not cover all of the
Progress that has been made this past year with the help of all con--
• cerned. But I wish to say thanks again to all of these spokes in
the work wheel which has helped to move the City foreward-"
CITY ATTORNEY'S REPORT:
City Attorney Walden reported on the charter changes which the legis-
lative delegation indicated it would approve. The one in particular
concerning the annexation of the "Port area" east of Federal Highway.
He stated that the delegation basically agreed that it would go along
with the annexation of that part of the area South of Shaw Road, with
the City offering some kind of proof that the majority of property
+ owners (based on an area majority) debire to be annexed to the City.
"While in Tallahassee they suggested that I write a bill providing
for a special type of election, so that we will have some sort of proof
that the majority want to be annexed-" Mr. Walden continued "I don't
necessarily recommend that we have any kind of referendum election if
we can solve the problem in some other fashion. The other fashion that
I suggest to you is simply contacting each property owner in this
area within the next several days, trying to encourage him to sign
something whereby he agrees to come into the City. I have asked Mr.
Farina to draw up a diagram showing the over-all area, and that dia-
gram should break itself down to sections showing the individual
owners. I have also asked a local title company to prepare a list of
the owners ." He informed me that Mr. Haliburton of the Dania Improve-
ment Corporation stated that he was willing to go and contact each owner;"and he leads us to believe that he has already had substantial con-
tacts with these individual owners, and they indicate to him that they
are favorably inclined towards coming into the City-" He suggested
that they give Mr. Haliburton time to contact these people. Therefore,
he would delay for a number of days the preparation of this legislation
bill. He stated that unless anyone had any objections, he would contact
Mr. Haliburton.

City Attorney Walden reported, regarding the prospects of developing
a municipal golf course in an unincorporated area west of town, that
e.: the city tentatively agreed that they would employ a professional
® golf course expert to prepare an economic survey showing whether it
'r would be economically feasible for the city to entertain the project.
Ile stated that he has contacted Mr. James Pruitt who built a major
championship golf course in the state, who seems to be recognized as
r' something of an expert. He added that the two developers seem to be
impressed with Mr. Pruitt and have agreed to go along with him. Mr.
Walden suggested that they have a meeting with Mr. Pruitt to explain
• ® what the City wants to do.
City Attorney Walden presented a summary of the work--that was required
s.
in bringing the initial sewer project, and the financing of such project,
to the city of Dania. He then went on to explain the happenings since
ty ® the original contractor was put off the job. He stated that he now has
in excess of 500 hours on the sewer project since May of last year, and
5 suggested that the City
grant him compensation in the amount of $3,750.00,

Commissioner Brice suggested that the Commission send a Resolution to
the Broward County Delegation for their consideration of the matters
® that were presented to them by City Attorney Walden and the City Man-
ager. "I personally feel that they were very favorable towards Dania,
in spite of the fact that the newspaper gave us to believe that in a
lot of cases they were not going to be" .
Commissioner Waiters suggested that they wait until the completion of
0 the bills before the delegation.
Commissioner Kelly stated that it doesn' t hurt to say thanks to any-
one "and we can even say it again if they give us some more" .

Commissioner Brice suggested the Commission give authority to the

that we would be interested, while they are planning their work.
` `, ® The Commissioners gave their approval for the Utilities Committee to t,
hold the discussion with the City of Hollywood.
" Commissioner Brice asked the Commission to authorize the City Attorney,
the City Manager and Commissioner Adams to negotiate for two pieces of
property that they checked on for well fields. One is on the school '
'> grounds and the other is on Stirling Road.
a A motion was made by Commissioner Brice to authorize the City Manager,

Commissioner Brice stated that, in regards to the easement papers that
t have not been signed, he would like to ask that the Commission authorize
n Y g personally contact these people and try to
the City Manager to p p y get these
easements signed. "I have a two-fold reason for asking that the City
Manager do it; :first, I think it is a function of the administrative
body, and the second thing is that I feel that a lot of these people
would like to have more information about why we need the easements,
and different agreements that we enter into. And I feel that he is the
most capable man in our City government to do the job."
• City Attorney Walden stated that it would not have to take a motion.
Commissioner Brice stated that he was handed this past week, as Utility
Chairman, a list of the survey that was made by Mr. Lindeman regarding
the residences and the commercial establishments in the sewer district,
as to the number of bathrooms. "In checking this over, I find a good
many shall I say errors? Anyway, there is a lot of things in there,
a lot of buildings listed as single family where I know they have more
than 1 bathroom. Now this was not carried on at the time with the basis
of how many bathrooms, really. It was carried on with the type of build-
ing. We have, I believe, about 60% of our connections made. And as you
know, we are starting our billing this month. And in looking over this
list, we do not have the number of bathrooms and urinals and sinks listed
by the commercial establishments. So therefore, I think our billing
department is going to have quite a hard time making At accurate billing.
I would like to ask that the Building Inspector and his assistant check
this over against the list that is already made, where permits have been
issued. Especially in the cases of apartments, commercial and otherwise,
to actually check them. I know it is an impossible task to go out there
and check all of them. But I do believe it could be done on the commer-
cial establishments."
A motion was made by Commissioner Brice that the building inspector and
his assistant check the list, and then varify the commercial. The mo-
tion was seconded by Commissioner Adams, and the roll being called, the
Commissioners voted as follows:

Commissioner Waiters: You say you are going to just check the commer-
cial? You are not going to the residential?

j Commissioner Brice: Well, Boisy, I don't feel like that they really
I have the time.now to check all the others. This list is fairly accu-
rate as far as single dwellings and duplexes, in checking it. But for
commercial, we have no indication on the list at all as to how many
bathrooms is there, or how many washing machines, or how many sinks,
or such as that. And a good many of our commercial are not hooked up
yet. Now, in the event that they could find any of the rest of them,
that will be fine if they have the time.
City Clerk Thornhill stated that at the time the list was made, the
Commercials were going to be charged 100% of their water bill. That
is the reason they were not on there.
Commissioner Brice stated that the Chamber-of Commerce is pushing to
do something about the old Dania Bank Building. "I would like to have
the Commission appoint Mr. Adams as chairman and possibly somebody else
® with him to go ahead and negotiate for the improvements that are to be
made over there for them, and let's get this going-"
Commissioner Adams stated that last Wednesday he met with about 8 or
10 members of the Chamber, and they went over the building to fret an
idea of what they wanted . "They appointed a committee headed up by
® Mr. Rickards . And I think it would be in order to have a committee
from the City to meet with them this week on that."
Mayor Marant appointed Commissioner Adams chairman of the committee.
Commissioner Brice stated that he had one other thing pertaining to
safety. "And this is not in the form of criticism, but I think it
should be brought to the attention of the Safety Co-ordinator that I
have experienced here recently vehicles belonging to the Volunteers,
without lights, being handled in a manner which is not in accordance
with the best safety. "Now I realize that those men are trying to
get there in a hurry, but at the same time we must use some discretion.
® And to try to get there to investigate one accident and create another
one is certain3.51. not going to help. So I think this is something that
should be brought to the attention of the safety committee."
Mayor Marant asked the City CommissiontD authorize a letter of com-
mendation to two of our firemen for an act that they fulfilled in the
A line of duty last Sunday out at the Beach in the saving of a three-year
old girl. He stated that the two Firemen are Lieutenant Dick Eglinas
and Fireman Francis Straugh. He asked the Commission to authorize this
letter of commendation to be presented to these men as soon as possible.
A motion was made by Commissioner Brice to authorize the letter of com-
mendation to be presented to the two firemen, Dick Eglinas and Francis
Straugh. The motion was seconded by Commissioner Waiters, and the roll
being called, the Commissioners voted as follows:
Adams Yes
Brice Yes

Mayor Marant suggested that, regarding the Fire Department building, the
walls are out of line, the doors don't fit, the paint is coming off the
g building. He suggested that they have the City Engineer contact the
contractor and get these things "squared away" once and for all. He
stated that the Chief has provided the City Engineer with a punch list
of things that should be corrected. "I take it upon myself, as chair-
man of the Police & fire committee, to come up with 'a more substantial
report for the next meeting for recommendation by the Commission."
'!ayor Marant presented a letter of thanks from Marshall LaBree Post #304,
; or the help they received from the Police Department on Memorial Day,
and in particular Officers Sherfield and Palmer.

a plaque to be presented to the Fire Chief for 10 years of service
to the City of Dania. He requested City Clerk Thornhill to check
