MINUTES OF REGULAR MEETING, CITY COMMISSION, CITY OF DANIA,
FLORIDA, HELD MARCH 20 , 1967.
® The City Commission of the City of Dania, Florida, met in
Regular Session in the Commission Room at the City Hall.

The meeting was called to order at 8:00 P.M. by Mayor Marant,
after which Invocation and Pledge of Allegiance were held.

A motion was made by Commissioner Adams that the minutes be approved

Commissioner Waiters stated that he would like to have this tabled
4{ until the next meeting, because there are "a few items that I would
like to have cleared" .
;4 ® Commissioner Brice stated that this is the 20th of the month, and
these bills were due and payable on the first day of the month. He
stated that Commissioner Waiters has had this list fora week, and
should have gotten those items cleared up before now.
Commissioner Kelly suggested that they pay the bills, "then if you
® feel that there is a problem on one of them, let Ts bring it up and
rectify it then. You are holding up a lot of them just forgone or
two."
A motion was made by Commissioner Kelly that they pay the bills. The
motion was seconded by Commissioner Brice, and the roll being called,
the Commissioners voted as follows:

A list of the bills for the month of February are attached to and made
a part of these minutes.
DUKE ADAMS: Representing local Little League Baseball, request-
ing financial aid for paying umpires.
Duke Adams was present and stated his request. He stated that other
cities pay their umpires, but the City of Dania has never given them
any financial help.
Mayor Marant asked how much they need.
:Ir. Adams stated that the entire season for little league runs $280.00,
`or the 20 games. The Pony league costs $140.00 for the 20 games. Or
$420 .00 for the two leagues for the entire season.
�9 �:ayor Piarant stated that he would donate $120 from his Commissioner's
salary, and the City can see fit to do whatever they want to do.
Commissioner Kelly stated that he spoke with the Recreation Director
today in regards to this, and they had the feeling that there was a
possibility of the City setting aside $400.00;($200 for Frost Park
and $200 for West Side) to be used strictly for umpires for Little
League Games. - It would have to be a league game, not a practice game.
It .ould be paid for out of the recreation fund.

Commissioner Brice stated that he is highly in favor of recreational
programs for the youth. But in observing the recreational program
that the City of Dania has provided over the years, you will find that
g a high percentage of the children that are participating in these pro-
grams come from families that are not residents of the City of Dania.
When they talk about taking these people into the City (Annexation)
"They tell us No." He asked how long can the City of Dania continue
to support programs that go outside of their area.
® Commissioner Kelly pointed out that Mr. Adams does not live in the
City "But yet he handles a lot of Dania children" .
A motion was made by Commissioner Kelly to' donate $200 foriFrost Park
and $200 for West Side Park for only league games, this would be under
the control of the Recreation Director. The motion was seconded by
® Commissioner Adams.
Mayor Marant stated that he would 'still like to donate the $120.00,
which will give them a total of $520.00.
Mr. Sinclair, from the audience asked by what authority the city has
® to allocate this money.
City Attorney Walden: The City has the right to spend money for re-
creational purposes.
Sinclair: To be used by individuals, or not limited to individuals:

Walden: In any fashion the City sees fit.
Mayor Marant: It is under the control of the Recreation Department.
Sinclair: May all the clubs in town come up and ask for funds like

Walden: Yes sir, you can ask for anything.

City Attorney Walden read the Notice of Hearing.

A motion was made by Commissioner Brice tp grant the request for a
variance for Mr. Steyer. The motion was seconded by Commissioner
Kelly, and the roll being called, the Commissioners voted as follows:

Discussion, regarding violation of man living in garage without

A motion was made by Mr. Erwin to request Mr. Wells to check
the progress of this building, within 60 days,,-and report back
to the Zoning Board on May 9, 1967. The motion was seconded
by Mr. DeMuzzio, and the roll call vote was as follows:

(3) Public Hearing, 8:00 P.M.: Richard Spornraft requests

A motion was made by Mr. Byrd that this request be denied.
• The motion was seconded by Mr. Sessa, and carried unanimously.
City Attorney Walden advised that it has been the custom, where the
zoning board turns something down, to still give the applicant the
right to have a public hearing before the Commission, if he so requests.
He suggested April 17 at 8:45 P.M.

(4) Pirates Ports of Florida, Inc.: Requests change of
zoning from existing zoning to A-P-1. Amusement Park
District.
Legal: Certain lands located in Section '2, Township
51 South, Range 42, East, Broward County, Florida.
• Address: Sheridan Street.
It was pointed out that Mr. Robertson has included a portion in
the northernmost section that has not been advertised for a

public hearing and changed in zoning to allow this amusement
park. Mr. Robertson withdrew that portion in p question.
A motion was made by Mr. Erwin that all portions now zoned
A-1 be rezoned to AP-1 as per survey, and to waive the hear-
ing g pass it to the Commission
in before the Zoning Board and
+ because of the urgency. The motion was seconded by Mr.
rr, Sessa, and carried unanimously,
City Attorney Walden advised that before they adopt an ordinance to
O change the zoning, the Commission must hold a public hearing. He
iA suggested April 17, at 9:00 P.M.
City Attorney Walden stated that the Sewer 6upervis6r Stated today
' that Mr. Robertson has evidently connected into the municipal system
' withcut having a permit for that. fie suggested that between now and
O April 17 the City investigate that, because it is illegal and improper
x4 for anyone to connect to the system without a permit. Also, he sug-
gested that they come to some agreement with Mr. Robertson on the
amount of lien that they will pay.

(5) M. G. Bellows: Requests approval of parking plans on

Mr. Bellows was present and withdrew the portion on the N.E.

A motion was made by Mr. Erwin to accept the plans with the
corrections on the parking. The motion was seconded by Mr.
O DeMuzzio, and carried unanimously.
A motion was made by Commissioner Adams to accept the recommendation
of the Zoning Board. The motion was seconded by Commissioner Waiters,
and the roll being called, the Commissioners voted as follows:

O CITY ATTORNEYS REPORT:
City Attorney Walden advised that, in regards to connections to the
sewer system, there are quite a few home owners in the City who have .
their homes closed and are now residing up North. He stated that these
people have not received too much notice or publicity about the ordin-
O ance that requires them to connect to the system. He stated that the
lien notice that the City Clerk is now preparing will give them some
notice; however, he suggested that the City Manager send out a form
].otter summarizing some of the ordinances that have been passed to date
so that these people will be placed on notice that they have to hook
0up to the system within the 90 day deadline.
BIDS: Sealing tennis courts. 8:45 P.M.
City Manager Goldberg stated that they will have to set it for the
next meeting because it has been advertised for the next meeting. The
specifications were not fully prepared in time to have the proper ad-
vertising for this meeting. He suggested that it be set for the same
time at the next regular meeting, April 3.

A motion was made by Commissioner Brice to authorize the opening of

the bids for the sealing of tennis courts at 8:45 P.M. on April 3,
1967. The motion was seconded by Commissioner Kelly, and the roll
being called, the Commissioners voted as follows:

Attorney Abe Shonfeld was present representing Mr. Murphy.
® Mayor Marant asked if the Chief of Police has checked the applicant
nska; out. Chief Caracci replied that he has not. Mr. Shonfeld stated
- that this would be subject to the approval of the Police Chief. '
r City Attorney Walden stated that some time ago the Mayor asked him
to prepare a resolution or something that would authorize a1iplaque 'w
rya or scroll concerning Chief Lassiter. He suggested a plaque with
the following engraved on it.
_ To John Lassiter, Fire Chief, in grateful appreciation
for his long and faithful service to the City as the head of
® the Fire Department.
Mr. Walden continued that below that would show the period bf time
that he has served, and the names of each of the Commissioners would
be engraved on it. He stated that if they wished to do this, they
should authorize that a plaque be prepared and presented.
< A motion was made by Mayor Marant to authorize that the plaque be
prepared. The motion was seconded by Commissioner Adams, and the

CITY MANAGERS REPORT:
A City Manager Goldberg stated that at the last meeting he was instruc-
ted to look into the requirements for new vehicles. He asked for
authority to advertise for a truck for the Sewer Department. The
approximate cost would be $3,000 for a 1/2 ton pick up. He stated
that the specifications are prepared, and may be picked up.
® A motion was made by Commissioner Brice to authorize the City Manager
to advertise for bids, for April 17, 1967. The motion was seconded
by Commissioner Waiters, and the roll being called,the Commissioners

A City Manager Goldberg reported that the Sewer Department has also re-
quested permission to advertise for bids for some power driven rodding
equipment for the sewer lines.

Commissioner Brice asked Mr. Goldberg, "So far as we know now, does•:that
® complete the amount of equipment necessary (for Sewer Department)?'' I
mean on major equipment that we have talked about."
City Manager Goldberg: I think it probably does. I really can't say
whether it completes everything, because as we get into operation, as
O we get into more activit}r in that regards we may come up with equip-
ment and materials that are needed for the operation of the plant. But
I know of no other major equipment."
c , City Manager Goldberg stated that, in regards to the sewers, they have
previously discussed setting up an ordinance dealing with the charges
which would be connected with, and the method that would be used, in
® g properties that
thy, connection with either providing additional laterals to
are alreadyserviced, or providing new tap-in,-charges and sewer connec-
tions where there has not been a previous assessment made. One sugges-
tion he made was that it should be done only by a qualified and licensed
sewer contractor, and at the expense of the person having the work done.

Y presented an ordinance entitled:
AN ORDINANCE establishing the procedure and charges in a sit-
uation where the owner of the property already is serviced by
the Municipal Sanitary Sewer System desires to make additional
® lateral connections to such system, authorizing an agreement,
and providing for procedures concerning the s#13atioh:7,where
owners of the property not previously serviced by the Munici-
pal Sanitary Sewer System desire to make the application for
the extension of such service to their properties.
® City Attorney Walden read the ordinance in its entirety the first
time and by title only the second and third times.
Commissioner Brice stated that there are several situations in the City
where, at the time they stopped M B Construction Company from putting
in any more laterals, they have people now who are agreeable to give
® easements to extend laterals and serve additional properties. He asked
if they pass this ordinance, is it going to be in conflict?
City Attorney Walden advised that he thought not, that they would have
to take each case individually, and if someone is going to give an ease-
ment that is very valuable and will allow the city, through that ease-
ment, to serve many other properties, then they might want to give that
property owner some relief and not charge him $6.00 per foot.
After some discussion, City Attorney Walden suggested that they just
carry this ordinance over to the next meeting, in order to have time
to study it a little further.
Commissioner Kelly stated that it was his understanding that, after
this initial hook-up to the sewers, which can be done by both Plumber
contractors and Engineering contractors, he understood that in the
future the connections would be made only by Plumber Contractors and
Sewer Contractors. He suggested that the ordinance presented tonight
be corrected to so read.
i, City Manager Goldberg stated that they have easements that would allow

the installation of approximately 1,000 feet of sewer lateral on new

' u connections, and he requested authority to advertise for bids for
the materials and installation of such laterals. He suggested that
they advertise for 2,000 feet on the unit price basis .

A motion was made by Commissioner Brice to authorize the City Man-
ager to prepare specifications for the purchase of pipe and the
installation of the sewer pipe; bids to be received April 17. The

O City Manager Goldberg reported that Mr. Hesser, of S.W. llth Street,
has been interested in having S.W. llth Street to S.W. 2nd Avenue
j" paved, and also S.W. loth Street, from Dixie Highway to S.W. 2nd
:� ' Avenue. He stated that approximately 150 feet of S.W. loth Street
would have to be paved, at an approximate cost of $400; and appro-
L }" O ximately 420 feet of S.W. llth Street, at approximately $750.00.
Also, he suggested S.W. 13th Street, from the portion that would be
paved by the State Rd. Dept. at Dixie Highway back to at least S.W.
3rd Avenue, approximately 500 feet, and possibly all the way back
to S.W. 2nd Avenue. They already have the plans and specifications
for 13th Street.

Commissioner Brice suggested that instead of circulating a petition
for the paving, they advertise and hold a public hearing.
A motion was made by Commissioner Kelly to adopt a resolution of
necessity to hold a public hearing for objections on the above men-
tioned paving, this hearing to be held April 17. The motion'was
seconded by Commissioner Brice, and the roll being called, the
Commissioners voted as follows:

Commissioner Brice stated that, in regards to Pirates Ports, when Mr.
Lindeman was Building Inspector, they brought up the discussion of the
O erection of the different rides. At that time it was agreed to let
them go ahead with the erection of these rides with the understanding
that before they were put in operation, they had to present to the City
an engineer's inspection as to the safety and construction of these
rides. Also, they are now in the process of laying the water lines
out there. He suggested that the City Attorney send a letter to
O Pirates World asking them to submit to us their plans showing where
these fire plugs are, what size water lines were run, and also to
call to their attention this agreement on the engineering inspection.
Also, they should have a print or drawings of the sewer lines that have
been run "because I, for one, am not going to go for that opening, un-
O less and until they fulfill these requirements."
It was suggested that the City hire this engineer to inspect these
rides to be sure that it is a man who is qualified. Building Inspec-
tor Wells stated that he spoke with the Health Department and they
said that they have an engineer who would be glad to look the plans
over. The State Safety Board also said they would send-an engineer
over. He suggested that the Safety Board go over the reports after
the engineer has inspected the rides.

City Attorney Walden asked if we have any plans showing where the
sewer lines should go. He asked if they have had any discussion
with them.
a ` gp Commissioner Brice stated that the only thing they have discussed
' is that they were to connect to the sewer system, and that they
would be assessed. But as to where they leave their property and
connect into the system, they would have to run the line to con-
nect into it. But as to the right of ways, he did not feel that
it was the cities business.
City Attorney Walden stated that it i"s not, but if the city is going
to be responsible for maintaining some of them, they ought to have a
map showing where they are, to make sure that they have permission to
put them there. He stated that the.-City Manager ought to work out,
based on $6.00 or $6.10 a foot, whatever the city wanted to use, to
® figure out the assessment. Mr. Walden stated that they want to open
in two weeks, and he assumed the City is not going to let them con-
nect into the municipal system unless they have all this worked out.
EIe suggested that they get Mr. Robertson in tomorrow to discuss these
things.
k O Robert Houston stated that he was with some individuals and they dis-
covered a 6 inch line running into the catch basin of ours, "and to my knowledge that is the first that I have heard of Pirates Cove:, or
Inn, or whatever they call themselves, connecting into our sewer."
He stated that this 6 inch line has been laid without any permit,
and "to the best of my knowledge, none of you fellows knew about it."
O He stated that they have violated every committment that they have
made with the city; then they come along without any permission or
any discussion or anything else, and lay a 6 inch line a couple
thousand feet to connect into our sewer system." He asked why this
man was allowed to dig a trench down there and connect a couple
thousand feet of pipe into our system. Further, he stated that as
O he recalled, when the change was made at Olsen Junior Highschool,
that manhole was supposed to be about half way in the boundary down
there, and he thought that the school board was supposed to pay for
half the cost of it. He asked who gave permission to run the line
all the way to the other end of the school with the second manhole.
"Boys , this thing is beginning to stink. I mean it is bad. How in
O the world anybody could do work like that with none of our employees
or no body knowing about it is beyond me." "This man has went ahead
on his own, disregarded the whole city. He pays no attention to no-
body. He connected into our sewer system. Now it wasn't brought out
before your assessment roll was made up, that that was connected in
there . Why wasn't it brought out then and the assessment made on it,
O if you are going to approve of it?"
Commissioner Brice: Mr. Houston, as far as the assessment, I recall,
and I think you were present at that meeting, when we were discussing
them hooking. Now I will be the first one to admit that we did not
know that they had connected until they were discovered. And that is
O the thing that is coming up-tonight. But as far as the assessment
is concerned, they are assessed. Because that was the agreement, and
I think the minutes would bear that out that that was understood. That
they would be assessed for their property the same as any other property
owner in the city. Because they were going to be served.
O Houston: If that was true, why wasn't the assessment put on?
Brice: It should be, and if it isn't on there, it sure should be. But
as far as the assessment, they were assessed, because that was the agree-
ment. And I think the minutes would bear that out. That was understood,
that they would be assessed for their property the same as other pro-
perty owners in the City, because they were going to be served.

I think the minutes would bear that out that that was understood. That'
they would be assessed for their property the same as any other pro-
perty owner in the city. Because they were going to be served.
Houston: If that was true, why wasntt the assessment put on?

Houston: There is nothing on there at all. I don't ever remember of
any special deal like that at all. I know that the preliminary plans,

system. How in the world that second manhole ever got there, you
surely have paid for it. I don't know how these things go on and
nobody knows about it.
Mayor Marant: Mr. Goldberg do you know anything about it?
City Manager Goldberg: I wasn't here.
Houston: Sure you were here.

Houston: You were here when they put that manhole in.
City Manager Goldberg: I beg to differ with you. The main lines
® were completed.
Bill Brooks: That wasn't in there when you came here. It was put
in after you got here. We got the date. Let me tell you something,
there are people around this town that have be6n here .a long time,
and you haven't got them all hoodwinked.
Mayor Marant: You are out of order Mr. Brooks.
Commissioner Brice: Mr. Brooks, the only thing I can say about that
manhole is that I don't think you will find any change order anyplace
that was issued for such a manhole. And if it is in there because I
am not aware of any change order being issued, and the only person
that we have had to rely on as '.tb where, and the layout of this sewer
system, was Mr. Philpott. Now I will grant you that there have been
a lot of mistakes made.
Bill Sinclair: Mr. Brice, I would like to suggest that you look at
® sheet No. 65-A in the "As built" drawings downstairs.
Mayor Marant: Will you make a note of that, Mr. Goldberg, please.
Bill Brooks: Furthermore, I think you ought to have an investigation
® of your own people. Mr. Carney knows when it was put in there, because
he supervised it. And I better go a bit further, that line put in
there has a force feed main coming up to that second manhole. It is
in there, and steel or cast iron, I don't know, I didn't get down to
check it. But that is strictly against . it should be cement
line if it is iron or steel. In four or five years time you will
® have to tear the whole line out. It will corrode through. You better
check with Mr. Carney. You better find out what Mr. Carney and Mr.
Goldberg has in common, and find out what is going on in this town.
This guy is going to break this town.
Mayor Marant: Mr. Brice would you take this under consideration and
call a meeting of the utilities committee and get together with the
authorities and find out exactly what is going on please, and make a
report to the Commission, as soon as possible.
Commissioner Brice stated that he would like to have the City Attor-
ney and the City Manager, and also the Building Inspector, along with
The Commissioners to begin to give very serious thought to the parking
' requirements of multiple dwellings. "We had one come up tonight, and
we haven't passed any kind of ordinance." He thought it was high time
that they give serious consideration to some ordinance as to the
occupancy per acre, and also for the parking requirements of multiple
dwellings.
Fire Chief Lassiter stated that he attended a meeting recently where
they discussed centralized garbage in multiple dwellings. He stated

that it is creating quite a problem.
Commissioner Adams stated that he would like to get the latest on
removing the cars "We brought it up two weeks ago and we were
® supposed to find out the next day."
Mayor Marant stated that Mr. Goldberg and Mr. McCutcheon have been
working on this for the last day or so. He asked Mr. Goldberg if
he has anything to report.
® City Manager Goldberg stated that he spoke to Mr. McCutcheon and he
is in touch with the people who are supposed to be moving the cars,
he said that he would have some definite information within the next
day or so.
Mayor Marant stated that if these people do not come up with some
® definite arrangement, he (Marant) would like to see this work put
out on contract.
Mr. Harold Samuels, owner of "Bug Doctor", 2308 N. Dixie Highway,
proposed to help beautify the City of Dania by controlling Army Worms,
Chinch Bugs and fungus, and to supply two fertilizers per year; to
® recommend and assist the Parks Department.
City Attorney Walden advised that he did not know if they could con-
sider this man's proposal "Because you have to let it out on compe-
tetive bidding, if you wish to go ahead at all" .
Commissioner Waiters asked for a report from the Building Inspector
on the progress of the roofing of the Dania Bank Building.
Building Inspector Wells stated that it is coming right along. He
stated that the man did not read the specifications right, and he
thought that he did not have to cover the parapet walls and the fire
walls. But the specifications call for it, and it will be done.
Commissioner Kelly stated that he would like to clarify the questions
and answers that they got last week on Commissioner Waiter's occupa-
tional license. He stated that nothing has been done, "I still have
some people that are in the city that have licenses and are still
® looking for an answer from Mr. Waiters.
Mayor Marant asked if Commissioner Waiters has made arrangements to
buy his license.
Commissioner Waiters stated that they will get it taken care of.

Mayor Marant: Mr. Kelly there is no sense in getting in an argument

over this. It has been turned over to the Chief of Police, and these
people who haven't paid ' their licenses will be picked up I guess, so
if Commissioner Waiters wants to classified as one of these people, he
is going to have to suffer the same justification as the other people
would.
Commissioner Kelly: Would you see that it is taken care of?
Mayor Marant stated that he has something that was given to him by an
advertising agency from St. Petersburg. It is in this weeks brochure
of all Florida. This particular ad came out of the Daytona Beach News

will be advised as to the time and place. And they will be required

conjunction with myself, that I have interferred in business that

that did say that that this is every bit of my business, what happens
to this man, and I intend to bring it out.
Mayor Marant: Mr. Grampa, like I said, all you have to do is go see
the City Manager and it will be taken care of . But it will be dis-

Bill Davis: Mr. Mayor, on behalf of the Committee that I am a member
of, as you know the Human Relations Committee, we have conducted two
meetings and we have had .Mr. Adams and yourself and Commissioner Waiters.
The members asked me to invite our Mayor, Commissioner Brice and Commis-
0 sioner Kelly to have a meeting Wednesday night.
Mayor Marant: Are you extending an invitation to the Commissioners to
be at your meeting of the Human Relations Board?
Bill Davis: That's right.
Mayor Marant: Mr. Davis, this is going to be somewhat of a conflict.
Because the Jai-Alai has seen fit to have the City Commission, in con-
junction with the Land And Sea Festival, to be their guests at the Jai-
Alai on March 22nd.
Bill Davis: Well then we will have our meeting without you, but the
next meeting will be on the second Wednesday of next month.
Commissioner Brice: Mr. Davis, our Building Inspector talked to me
last Saturday on an item that I think should come before:,your com-
mittee, and I haven't had the opportunity yet to talk to your chairman.
But I will, and I would appreciate it if any of you members of that
Committee would like to discuss this with Mr. Wells, he will tell you
what he has in mind. And I think it is a wonderful suggestion, and it

Commissioner Kelly: Mr. Houston, I would like to comment on the dis-'
bursements on this. I commented to Mrs. Thornhill about how bhe exr',
plained these. I think this is a much better run-down than we have
had in the past of just the name of the person receiving the money, and
the amount of money. The explaination I think helps all of us go over
these.
Houston: There have been a lot of names on there, if we had caught
them we would have questioned it in the past. There are quite a few
times I notice now that Mr. Goldberg's name will be on there quite a
few times in the month. We will probably question that. It has gotten
by the board so far, but no more.
Mr. Jones: I would like to know what decision has been made, if any,
m on the granting of Corneliusts master plumber license.
Mayor Marant stated that they got some sort of documentation or notarized
letter from a person who was supposed to have sat on the Plumbing Board
at that time that he took the test. "ale were in contact with this man,
and also in contact with former City Commissioners, and they couldntt
remember him ever being on that Plumbing Board. So it was taking this
letter, which doesn't mean a heck of a lot anyway,against Mr. Cornelius'
word, or vice-versa. So I think the only thing I can do, and I said I
would do this, is to get another test from another City that might give
us one, and try to get the Plumbing Board to administer this test to M .

Building Inspector Wells: Mr. Mayor, we have a brand new test that has
never been given to a soul yet in Dania.
Mayor Marant: Would you please get together with Mr. Goldberg and see
that Mr. Cornelius and the Plumbing Board is called together so that
this test can be administered?
Building Inspector Wells: I spoke to our Engineer about this test, and
he thought it was a very fair test, and it is a brand new test.
Mayor Marant suggested that Mr-:Wells call the Plumbing Board together
and let them to decide whether the test is fair.

mission, did ;you gentlemen pass a resolution up here stating that anybody

out of North Miami?
® Goldberg: They are not out of North Miami, one is from Hollywood.
Mayor Marant: I don't think this is proper to discuss, if Mr. Tarpley
would like to see their applications, Mr. Goldberg I think that he
could come into your office and review the applications with you.
There is no sense in bringing it up on the floor tonight. If he has
some question I think he should be able to go over the application
with you at such time as he sees fit. After going over them and re-
viewing them, then if he has some question at that time he can. But
since he hasn't seen them, there is no need to go back and forth up
here.
Tarpley: Did you know either of the gentlemen before you hired them?
Goldberg: I met both of the gentlemen before I hired them, yes.
Tarpley: You knew them well?
Goldberg: I know them.
Mayor Marant: This is no question and answer period, Mr. Tarpley.
Tarpley: This is pertaining to the ordinance that was adopted here,
® and I have further questions I would like to ask the City Manager.
Mayor Marant: Mr. Goldberg, do you desire to answer the questions?
Tarpley: The reason I am askirigi.these questions is that you adopted
a code of ethics here a while back, around December, which one of the
• items in it was a conflict of interest. That's what I am getting
around at.
Mayor Marant: Mr. Goldberg, you can answer any questions you see fit
to answer. If you don't want to answer them. . . . .
A Tarpley: And Mr. Goldberg is the one that drew the code of ethics.
Mayor Marant: That's right, he did, with our approval.
Tarpley: That's right. That's why I am asking the type of questions
that I am asking.
® Goldberg: I'll answer all your questions.
Commissioner Brice: Mr. Tarpley, I think I can verify this. There were
_ several of the Commissioners that sat in on an interview for these
gentlemen, the same as we have interviewed heads of any other department
who was ever hired in the City. We interviewed not only the ones that
were hired, but others. We screened the applications as they came in.

Now all examinations are not a written form. You interview a man
and you talk to him. Now I don't know what you are driving at, or
what you are trying to get to; but these men were interviewed, not
only by the City Manager, because he recommends to the Commission.
® Tarpley: What I am getting at, Mr. Brice, is, and I quote from Mr.
Carney that the man, the first one that was hired, and he was opera-
ting a backhoe that he had him "learning" how to operate the backhoe.
I was just wondering if we were operating a training center here for
employees. It sounds as if everybody we hire is learning how to do
something. And it sounds as if we are operating a training center
® here, at the taxpayers expenses. And I stood and watched this man
myself for about an hour and a half of two hours one afternoon on
that backhoe. And I dould have almost moved as much dirt as he did
with a shovel. Because he does not know how to operate a backhoe.

Mayor Marant: Mr. Tarpley, we have had that backhoe approximately
two months now, and I would venture to say there are probably a lot
of people who know we bought the thing with the idea of teaching some
of our employees how to operate this machine; or these two instruments,
the backhoe and the front-end loader.
Tarpley: This man was hired since you purchased the backhoe.
Mayor Marant: So what's the matter with that?
Tarpley: Well you passed a resolution that you were going to hire
only experienced help, yet you hired a man and you put him on it
learning how to operate it.
Mayor Marant: So we hired this man to do one job, does that mean he
can 't do something else?
Tarpley: That's the only thing I have seen him doing, other than pick
up seaweed out on the beach. And Mr. Goldberg was going to do something
• about the beach when he came here. And he did something altight. He
has run the cost of cleaning the beach up to about $500 a week now.
He has done that. I will have to congratulate him on that. It cost
us about $150 when he came here. Now it is closer to 3, 4 or 5 hundred.
Now I want to know when he is going to do something that is going to
reduce the cost, not run it up.
Goldberg: Mr. Tarpley, the man that is operating the backhoe was hired
at $1.25 an hour. We were paying you $2.00 an hour. If you woucad be
interested in working at $1.25 an hour, I think we might consider you
to operate the backhoe.
Tarpley: If I didn't have no experience, I would gladly operate it for
$1.25 an hour. But I have quite a few years experience in back of me.

Goldberg: Didn't Mr. Carney attempt to have you do some work on about
three or four different occasions? And for one reason or another it
did not work out?
Tarpley: No sir, not that it didn't work out.
Goldberg: Were you hired about two, three or four different times, . .

Mayor Marant: Well, we are trying to get things a little more organized,
Mr. Tarpley. You cant blame us for trying. It hasn't been done in the
® past. We are trying to correct these things that haven't been done.
Tarpley: Well you are making slow progress. Mr. Goldberg has been here
now for about 8 months, and he hasn't done anything about it.
Mayor Marant: Well this city has been in the hole for four years, what
are you talking about three months or eight months.
Bill Brooks: Just a minute., Mr. -,Mayor, I don't happen to agree with
you on that. Did you say that there is no progress here.
Mayor Marant: I didn't say there was no progress.

Commissioner Brice: I can answer that one. Mr. Tarpley is advocating
that we fire all the people that we have in the sanitation department
because they don't have a Chauffeurs license. Then I think it is en-
tirely out of order. Mr. Tarpley knows, and I know, that there is one
man that has a Chauffeurs license that is qualified over there from the
• standpoint of a Chauffeur. But you don't have to have a Chauffeurs
license to drive a truck. Now this is going a little bit to the ridi-
culous side. Now if you want to fire everybody in the Sanitation De-
partment why then come on. . . .letfs get it over with.
Tarpley: The state law says that when you drive for hire you have to
i have a Chauffeurs license, Mr. Brice. They don't stay in the City all
the time. They leave the City.

Commissioner Kelly: It is just a matter of $2.00 to get a Chauffeurs
license. I don't think it would be any trouble. . . .

Mayor Marant: Does anybody else have anything else from the audience?

Bill Brook: Mr. name is Brook. -I live at 246 N.E. 2nd Avenue, and I
® live up in Brooksville, two residences. And I pay a hell of a hunk of
taxes. I want to ask a question. These two gentlemen who were just
hired last week. . .you were squaking and bellowing around here for
about three weeks or four weeks, four meetings I meant to say, about
buying a couple of vehicles. We have to take the money out of one
fund and give it to another fund. It puts me in mind of when I used
• to be on the Council we used to pay the bills when we got the money.
Mr. Barfield would lend it to us. I don't believe we have got that
far down the line yet. I would like to know why we are hiring a man
for $6,000 and 5 thousand something. . .I don't know what the exact
figures are. . . for supervisory work. And from what I can see, we are
not getting supervisory work. Now you pay people that kind of money,
® and you ought to get a little something for your money. The second
thing, I believe the meeting before last, you sat up here and talked
about a lot of new water lines down on the Old Dixie. I was asked a
question, because I was an old goat, and the only one left up here at
that time, what that line consisted of. I told them it was universal
pipe. Those could be cut, or broke, or disconnected some way or another
® and the pipe could be salvaged. So they didn't like that idea and went
out and bought a bunch of new pipe; put the line in, and just tore the
other one to hell. I don't know what has happened to it, but it was
tore up. Sometimes there were two or three sections together, and the
hubs would crack and everything else. I went down and viewed that
myself. Also, getting back to this digger or front end loader that we
spent all this money for, it sat down there and you hired one. I don't
know how long that took, and it wasn't a damn bit different than the
one that was sitting there. The only thing was that the one that was
sitting there was brand new, and the one they hired was an old beat up
thing with guy up front and he was just about to dig with it. I couldntt
find out why the other one sat there, but it was perfectly alright. It
could run and everything else. In fact, the fellow that was running
the one that was hired, got up and run it. I got one of them myself.
Joe Thorntonfs got one. We don't generally hire them out. But we could
be conduced to do it. And the other thing, getting back to this pipe

bit, that burned me up because I would say 75 or 80 percent, Bob
- I think you could back me up on that, of this community is installed
with universal Pipe. Every once in a while, we get a break. Or some-
thing happens. We get a hydrant hit and it breaks off a joint of
universal pipe, and they don't make it too much any more down in this
country. And it is a hell of a job to get a piece of universal pipe.
_T. Now my idea of salvaging that pipe was not to use it over again down
is there, but to put it away to use it sometime later on we could use it.
For all you gentlemen's information, I don't think any of you are
® familiar with it. . .I 'm not being facetious. . .Universal hub pipe was
x, made about 7/8 of an inch thick. I could show you universal pipe
that has been in the ground for 49 years. And it is as good today
w; as it was when it was put in. It has a crust over the outside of it,
but it is good.

Brooks: No. You look at that pipe. If they have got any of it left,
go over there and look at it. If it has got over 1/8 of an inch in

in it where it bled. But generally it is the best pipe you can buy.

you do own a firm down there, Mr. Goldberg?"
Mayor Marant: So what if he does, Mr. Sinclair? That's his own pri-
vate business. What do you care what he owns down there? I own a
business. I've got two or three of them. And I'm working for the
City. If you've got something. . . .what is this. . . .Get Stan Goldberg
night? If you've got something against him, get up and say it. Be
a man, stand upon your two feet. By God!
® Bob Houston: Wait a minute, Mayor. Now don't start jumping on every-
body.
Mayor Marant: I 'm not jumping on anybody. But everybody is jumping on
him.
e Houston: One fellow said something here tonight and right away you want
to throw him out. That's the first thing that comes to your mind.
Mayor Marant: That's right. Because I'm going to tell you something,
tor. Houston. It's about time that this thing, that the Commission tried
to work together at once. Now I think we have got a good thing going.
e We haven't been scraping, and we haven't been taking sides. We are
trying to do the best we can. It's the first time that I can remember it
ever being done. This is the only thing we are trying to do. We are not
trying to pick sides, pick sides with the Chief of Police, pick sides
with him, or anybody else. But my gosh, if you have got some concrete
evidence against somebody, bring it up here instead of throwing all of
these innuendoes out. I'm just sick of it.
Houston: Well, we don't have to bring anything up. Practically all
you fellows up there know all about it. These fellows are just re-
freshing your mind a little.

® man. Every time I have been around here I can always find him with
no trouble at all. From 9:00 in the morning until sometimes 12:00 at
night, my friend.
Houston: No you don't.
Mayor Marant: Mt. Houston, I beg to differ with you .
Houston: Well, I have other things going and I am not going to stay
here and see what time he comes in, but I do -know that he doesn't
come here at 9:00 evetyo morning. Now don't feed us that kind of
stuff.
Mayor Marant: He doesn't go home every night at 5:00 either.
Houston: Well he isn't doing anything for the City, I will guarantee
you that. Now he is supposed to be a planning & zoning expert, but
you have a planning & zoning board that has been sitting up here for
® months needing help and needing guidance, and he hasn't attended a
meeting that I know of. Or given them any help at all. Now if he
is here until 10 or 12:00 at night, let's get him in on a little of
that stuff. Let's get him to drive around the City and see what is
going on, such as the line that was laid down here and connected by
Pirates Cove.
