The City Commission of the City of Dania, Florida, met in ® Special Session in the Commission Room at the City Hall. Present were: MAYOR-COMMISSIONER RICHARD MARANT =-n COMMISSIONERS JAMES G. CITY ATTORNEY CLARKE WALDEN CITY MANAGER STANLEY GOLDBERG (ABSENT) °+* CHIEF OF POLICE ANTHONY CARACCI (ABSENT) ,'- BUILDING INSPECTOR ARMAND WELLS CITY CLERK MARY THORNHILL ® The meeting was called to order at 5:25 P.M. by Mayor Marant- an d; City Attorney Walden stated that he checked with the state law that governs the County Board of Engineering contractors examin- e" ers. He stated that the County has an examining board, and they ® set up their Engineering licenses in catagory 1 and sub-catagory 1-A. Mr. Walden advised that he has set up the ordinance to read that anyone who is a plumbing contractor can hook up the sewer connections in Dania; also, anyone in Dania having our Engineering Contractors license, and also having a County Specialty Engineering Contractors license, either under catagory 1 or catagory 1-A, would ® be authorized to hook up the sewer. He stated that the persons in the County indicate verbally that they would be willing to accom- modate Dania to try to set up license examinations for people from Dania on a three or four day notice. City Attorney Walden read an ordinance entitled: ® AN ORDINANCE amending section 6 of ordinance 494 of the City of Dania, Florida, the subject of the amendment concerning the contractors and other persons who may connect lateral lines across private properties to the Sanitary Sewer System, City of Dania, Florida, and pro- viding that it shall be unlawful for any person to vio- late this ordinance, and providing a penalty for any violation of this ordinance as set forth in Section 1-6, Code of Ordinances, City of Dania, Florida, 4nd Repealing all ordinances and parts of ordinances in conflict here- with, and providing that this ordinance shall be in force ® and effect immediately upon its passage and adoption, and providing that by unanimous consent of all Commissioners present on the introduction of this ordinance, and the reading of the ordinance on first reading, second reading, and third reading at the meeting of the City Commission held on February 23, 1967. ® City Attorney Walden read the ordinance in its entirety the first time and by title only the second and third times. ' A motion was made by Commissioner Erice to adopt the ordinance on ,j all three readings. The motion was seconded by Commissioner Adams, bi George Glass asked if he could make some of the sewer hook ups. He stated that he has been a plumber for 33 years, but because he could not see well he failed to pass his test. Commissioner Kelly: As long as the property owner comes in and takes out the permit, the property owner is responsible for the job. They ' ® pan hire him by the hour. He can do their job, and I feel that he will do a much better job than if the property owner tried to do it -1- himself . This to me is the right way to do it. Building Inspector Wells asked, supposing a person builds a new home. Is he eligible to hire anybody he wants to do the plumbing? 0 City Attorney Walden replied, No, this is just for sewers. Commissioner Brice stated that this is just connecting the lateral from the house to the sewers, it does not rover anything else. The roll being called, the Commissioners voted as follows: Adams Yes Brice Yes Kelly Yes Waiters Yes Marant Yes Mr. Glover, of Glovers Roofing Co. was present and explained that he is waiting for forms to be filled out to present to the City on the 15 year bond that he is supposed to furnish along with the bid for roofing the old Dania Bank Building. Commissioner Waiters stated that he checked with the City Manager and the Building Inspector and he found that the specifications state that the 15 year bond shall be submitted if requested. Commissioner Brice stated that it was their intention to have the O specifications include an alternate bid for the bonded roof . He stated that if no one included that price in their bid, then he was in favor of readvertising. They now have one of two choices, either readvertise or take the one bidder that did meet the speci- fications. + Commissioner Kelly stated that the specifications stated that they must come up with a 15 year bond if requested. "It looks to me like legally we can request this gentleman right now for a 15 year bond, if we like his price we can accept it, as long as it is still lower than this higher bid." ® Mayor Marant asked if this can be taken care of at the next regular commission meeting without having to readvertise for bids. City Attorney Walden replied that they could. Commissioner Brice stated that he didn't think they had to do any- thing other than to instruct the City Manager to 0 ahead and award the bid, because we accepted the bids here that night.. Commissioner Kelly: The only thing is that we specify we want a 15 year bond, and that is going to cost us another $300.00. O A motion was made by Commissioner Brice to authorize the City Man- ager to award the contract for the roof on the Dania Bank to the lowest bidder with a 15 year bond and to rescind all prior motions pertaining to this matter. ($1,640.95) The motion was`. seconded by Commissioner Waiters, and the roll being called, the Commissioners voted as follows: Adams Yes Brice Yes Kelly Yes Waiters Yes Marant Yes ® Mayor Marant asked if they wanted to get into this thing regarding the waterline. -2- >i it ,pvr �t C:LICi ROM City Attorney Walden advised that he has been reading contracts, and it is his opinion that they can, by resolution, authorize the _ purchase of either equipment or supplies without nenessaftly com- plying with the 15 day advertisement rule, although it must be done as a competitive bid. He suggested that they advertise at *, least once in the paper at the earliest time they can get it in. Then they could open the bids on March 6. Aar A motion was made by Commissioner Adams that a resolution be passed authorizing the City Manager to advertise for bids for the purchase ® of pipes, fittings and incidental supplies , under reasonably com- , petitive conditions, with at least one publication in a legal news- ' paper during the week of February 27, calling for the opening of T sealed bids at 8:3.0 P.M. on March 6, 1967.
