MINUTES OF SPECIAL MEETING, CITY COMMISSION, CITY OF DANIA,
FLORIDA HELD JANUARY 31, 1967.
The City Commission of the City of Dania, Florida, met in
Special Session in the Commission Room at the City Hall.

The meeting was called to order at 8:00 P.M. by Mayor Marant,
® after which Invocation and Pledge of Allegiance were held.
The meeting was called for the purpose of discussion of the
proposed annexation of certain areas . Mayor Marant asked that,
in order to let everyone have a flair and equal opportunity, each
person who speaks limit his talk to two minutes; also, to state
their name, address , and area in which they live.
Commissioner Brice informed the people that if they come into the
city the propose to immediately furnish garbage collection, Police,
Fire and Rescue service, street lighting on major intersections.
He further stated that the City is able to go ahead with some water
® extention. He stated that they have approximately $50,000 that can
be spent in water line extentions. That is not going to cover all
the areas. They will go as far as they can, and as the money is
available they will continue to extend those lines. He further
stated that the Post Office will be able to provide them postal
service from the Dania Post Office. He informed them that the
millage rate of the City of Dania is 4.057; and on a $15,000 home,
for example, the yearly tax would be approximately $40.00, which is
only slightly more than they pay per year for garbage service.
Mayor Marant then asked for questions from the audience.
• Mr. Fred Westfall, Griffin Road area,
Commissioner Brice asked if Mr. Westfall lived in the area to be
annexed. Mr. Westfall replied he did not, and was ruled out of order.
Mr. Dave Sessler, owner of Griffin Lakes Trailer Park, 2300 Griffin
S Road , objected to being annexed.
Mr. Gene Fisher, 5511 Woodlawn Lane, area No . 1, asked what the
City Charter provides as tj annexation.
Attorney Robert Dubow explained that what they are proposing to do
is to ask the Legislature to amend the City Charter to include areas
No. 1, 2 & 3. To do this there is no legal requirement to have these
public hearings.
'1r. Fisher asked why they decided not to use a referendum vote.
Commissioner Brice replied that in a referendum they Commission would
not get a chance to give their side, it would just be a "cut and dried
vote" . Therefore they chose to hold public hearings. He also informed
the people that any Commissioner will be glad to come and talk to any
group to discuss their individual problems.
Ir. Willie Van Cooper, 1311 West Dania Beach Blvd. , stated that he felt
that it was time they were annexed to the City so that they could re-
ceive water and garbage service, and Police and Fire protection.

Mr . Gordon Smith, 142 N.W. 14th Avenue, also spoke in favor of annex-
ing to the City.
Mr. Robert Smith, 5810 S.W. 37th Avenue, Sec. 1, asked when the City
® expects to furnish that section with water.
Commissioner Kelly stated that it would be quite' a while; but that
they would proceed as rapidly as possible. He did not wish to put
a date on it.
® Mr . Smith stated that he would be willing to listen if they could
provide immediate service. He stated that whenever the City can
provide water service he will be very happy to consider annexation.
Mr. Robert Smith, 5830 S.W. 37th Avenue, neighbor to above named
Robert Smith, asked with regard to the present low millage rate,
is there some restraint in the Charter or elsewhere which would re-
strain new Commissions with new philosophies from using Advalorum
taxes for running the city, and therefore the taxes would be raised.
Commissioner Brice stated that if the City doubled their rate, it
would make such a small amount for the budget that it wouldn't be
9 practical.
Mr. Nick DiMauro, 21 S. E. 15 Street, stated that he objected to
the annexation because he felt that the City was not ready and
could not afford it at this time.
Mr. Van. Poole, 5801 S.W. 37th Avenue, asked Commissioner Brice how
far this $50 ,000 that he mentioned would go.
Commissioner Brice replied that it wouldn't go out that far.
Mr. Poole then stated that he was definitely opposed to annexation at
® the present time.
Mr. O'Quinn, 4211 N. State Rd. 7, Hollywood, objected stating that
Hollywood already furnishes them with city water.
Mr. B. F. Reames, Dania Postmaster, asked if this area is not annexed
by Dania, what is the possibility of it being annexed by Hollywood.
Mayor Marant replied very good.
Mr. John Kellner, 5861 S.W. 37th Avenue, was opposed to the annexation.
® Mr . Daniel Neale,5851,S. W. 36th Terrace, opposed to being annexed.
Mrs . Walter Player, 4221 N.W. 58th Avenue, opposed to annexation.
Mr. Jack Wagner, S840 S.W. 37th Avenue, opposed.
Mr. Bill Winsman, 5811 S .W. 37th Avenue, opposed.
Mr . Ray Geisel, 211 Stirling Road, stated that it is only a matter of
time. It is not a question of whether or not it will happen, but a
question of who is going to get it. He commended the Commission on
their attitude and efforts. He stated that he owned property in the
area to be annexed, and was not opposed to it.
Dr . C. E. Dee, 3400 Stirling Rd . , opposed.
'Tr . James McMillan, 215 S .W. 5th Street, objected.
Hervin Spann, 213 N.W. 8th Avenue, in favor of annexation.

Bill Sherlock, property owner in area, opposed to not holding a
referendum vote.
Mrs . Virginia Wise, 1416 Stirling Rd, objected.
Mr. Bill Hill, 261 S .W. 13th Street, owner of 27 acres in proposed
No. 1 area, objected to annexation at present time. He asked if the
City would consider reimbursing the property owners over a period of
maybe 20 or 30 years, if the property owners would foot the bill at
the present time to run the water lines all the way.
Commissioner Brice stated that they could give it consideration.
Mr. Ernest Klatt, Boynton Beach, Florida, owner of property in Dania,
asked does the city foot the bill for the water lines, or will the
property owner be assessed .
Commissioner Brice replied that where the land is already platted,
the city pays for the water line and the property owner pays for the
connection to the main and a deposit for the meter.
Mr. John Farina, City Engineer, stated that Commissioner Waiters asked
® approximately flow much money it would take to run a water line to these
areas. He stated that before a true and 'correct value can be put on it
a study would have to be made as to what size lines would have to be
put there to cover the area. He stated that he has advised that they
should not run West of the water plant with less than a 12" water line.
The approximate cost on that would be in the neighborhood of $5.75 to
® $6.00 per lineal foot, which does not include fire hydrants, valves,
miscellaneous fittings, etc.
Mr. Longhafer, 328 S .W. 2nd Avenue. , objected.
There being no further business, the meeting adjourned.
