DANIA CITY COMMISSION
WORKSHOP MEETING

Bobby Tillman, currently employed with the City of
Auburndale, Florida as Superintendent of Public
Utilities, presented a brief overview of his abilities
' in operating a water treatment plant . Mr . Tillman
stated that he would be interested in relocating to
Dania and that he would be comfortable with starting at
a salary of $40 , 000 .
Ken Coleman, currently employed with the City of
Gunnison , Colorado as Water Department Superintendent ,
informed the Commission that he recently received a
degree in Finance, Mr. Coleman explained that due to
lack of further growth in his current position, he felt
a need to search for a position such as Dania is t
offering. Mr. Coleman presented an overview of his
qualifications and past history and requested further
information from the Commission on their requirements
for the position .
Paul Lee, nurrently employed with Miami Dade Water and
Sewer Department , Miami , Florida as Maintenance
Supervisor TT , explained that he has 21 years
experience in utilities dave.lopment and a B.S . in )
Agricultural Engineering from the University of
Tennessee . Mr. Lee explained that he is presently in
charge of a 221 employee section of the Miami Dade
Water and Sewer Department that is responsible for the
maintenance repair of the underground pipeline
facilities for the water and sewer system . Mr . Lee
expressed a desire to being responsible for a smaller
water system like Dania ' s opposed to the rigorous
activity with Miami Dade Water and Sewer Department .
Mr . Lee expressed a desire to obtain a salary,
comparable to his present. $46 , 000 salary.

James Crook, currently employed as Project Manager for
Mishawaka Municipal Utilities , Mishawaka , Indiana,
informed the Commission that. he has been employed with
Mishawaka since 1970 and supervises 2.7 employees
directly under him and 11 office personnel and 7 meter
readers that are funded through the Utility Department .
Mr. Crook mentioned that he was involved with a major
rehabilitation of his water plant in 1971 and recently
finished the completion of a new 3 million gallon a day
facility in the northern section of his town . Comments
continued with Mr. Crook on Dani,i ' s need and plans for
rehabilitation of the Water Plant .
Michael Shelhamer, currently employed with the City of
f Delray Beach Water Treatment Plant as Utility Plant.
{ operator IV--A and also with dock, Ross & Associates ,
explained that he has over 13 years of utility
operations and management experience with several
companies . Mr. Shelhamer i-nformcd the Conlin ission that
he poesses a Class A license as both water plant
operator and wast.ewater plant operator . Mr . Shelhamer
mentioned that 1W is presently working two jobs at. a
combined salary of $56, 000 and that he is asking
$40 , 000 for the position wit-h Dania . Mr. Shelhamer !
expressed a de.sirr, to be a Utility Director and to �
exert his efforts into one po:iition opposed to two
` positions .

Mike Smith , Personnel Director, informed the Commission
that he received 48 applications fnr the position of
Utility Di-rector and that around 60% of the applicants
possessed a degree and all had some college background.
j Mr. Smith mentioned that 12 candidates were originally
chosen from the 48 applications received and then 5
final candidates were chosen based on qualifications
matching the position.
The Commission dis ussad engineering, licensing , age ,
job experience, salary and job stability of each
candidate interviewed with Thomas Crammer , Acting
Utility Director, in an effort to select the most,
qualified individual for the position.
Discussion continued regarding this position requiring
an individual having some engineering background in
order to make decisions without consulting our City
Engineer:; in an effort to cut costs; for the. City.

After further discussion , the Commission decided to i
j interview Pahl Lee and htichar•1 Shelhamer again in the 1
+� near future .
