WORKSHOP MEETING �

1 . ( Item #4 on Agenda) Billboard policy.
i
Vice-Mayor Mikes expressed his concerns regarding the need to
establish a policy on billboards as to regulations and possible
revenue from them.
After a lengthy discussion with input from concerned lawyers and
business owners , the commission agreed to have the City Attorney
research the County ordinance regarding billboards and research as
to whether the City is able to grant variances for billboards in the
annexed areas that are still governed by the County ordinance . And
necessity to begin the process of rezoning the annexed areas to
conform with the City' s zoning per the Comprehensive Land Use Plan.

2 . ( Item #3 on Agenda) Sanitation rate change as discussed at budget
workshop.
City Manager Flatley recapped for the Commission what had been
discussed at the budget workshop in regard to an increase in
sanitation fees .

=-ad' After discussion, the commission agreed that the contracting of a
chipper service to handle the massive brush pick up to aid public
works in reducing the cost of dumping trash should be tried on a
trial basis for a couple of months and if it did not prove to he !
cost effective , another truck could be purchased as provided for in
the 1989/90 proposed budget .
At this time City Manager Flatley began to address item #2 on the
agenda, but due to a waiting period for others to join the meeting ,
Mayor McElyea moved on to Item 5 on the agenda. i
3. ( Item #5 on the Agenda) Status report on annexation referendum l
progress.
City Manager stated that he is in the process of securing a service
proposal as to how we plan to service the annexed area which is one
of the first steps that has to be taken prior to holding a
referendum. The survey that has to be included in the ordinance is
being prepared by Keith and Schnars and after that is completed the j
first and second ordinance readings will be heard . iy
He stated that after the second reading of the ordinance we are
looking at a 30 day period prior to referendum. He stated that we f
are still looking at the fall ( somewhere in Oct . or November) in JJ
bringing the referendum question to fruition.

He stated that he had talked to some of the civic groups and that
they were anxious to have the referendum because much of the
critical tax base is beginning to disappear and it is important that

the citizens be able to have a say in what happens before it all

goes .
4 . ( Item #2 on the agenda) Discussion of proposed increase in building
permit fees.

City Manager Flatley explained to the commission how the proposed
ordinance amendment to the building structure fees was arrived at .
After discussion , the commission agreed to have the ordinance
amended to reflect an additional 10% increase prior to the second
and final reading of the ordinance.
5. (Item 1 on the agenda) Discussion regarding Seafair.
Vice-Mayor Mikes expressed his concern concerning the low amount of i revenue the city is receiving from Seafair. He reported that he had
met with Steve Snyder but was not encouraged with the response that
he felt that he needed a hotel at the facility.
After further discussion , it was decided that there was no violation {{
of the lease, but the City Attorney stated that he was checking into f another avenue of revenue from Seafair and would advise the i
commission when he comes up with something concrete.
This workshop meeting was then adjourned.
