1 . Discussion regarding the 1988-89 proposed budget.
City Manager Flatley presented a budget proposal reflecting a
{ 5. 68 millage rate, a 19. 58% increase from last year' s. He
noted that 11% of that increase is strictly for debt service
because of loans which will be a factor every year for the
next ten years .
CityManager Flatley said this g y proposed budget reflects :
deletion of eleven positions (9. 5 presently filled) ; i
inclusion of the police service agreement ;
addition of a CPA type person to improve financial
analysis capability;
downsizing of the public works department as a result
of the reduction of police cars and equipment;
contingency for general employees ' labor ($68 ,000 ) ;
County reimbursement of the airport police & fire
services ( last payment of $125 ,000) ;
sanitation fee increase of $1 . 50; and
j annual fire code inspection fee.

He said it is unfortunate but since 73 . 5% of the general fund
is in labor and since as many cuts as possible have already
been made, the only thing left to cut is people.
He said the problem over the last few years has been the `
limited growth of revenues , overprojected in the budget,
coupled with overexpenditures. He expressed concern with
respect to only having $45 ,000 in the capital outlay fund and
having no disaster relief fund at all . He pointed out that 4%
less in franchise fees from F. P. & L. can be expected due to
the reduction of customer fuel charges next year and that the !
building permit revenues were reworked, not having met I
expectations in prior years.
j Discussion of EQCB requirements with regard to the gasoline
tanks revealed that even if the tanks are not being used they j
still have to be taken out , ground treated and refilled. It i
was noted that if it is done before October 1 , EQCB will fund
a part of the cost . City Manager Flatley said $60 ,000 had been
deleted from this budget proposal with the intention to
purchase gasoline from private services, but with this new
development coming to light , he will need to put money back
into the budget and has put in a call to EQCB.
The Commissioners reviewed the line items in the proposed r
budget and the following were discussed :
possibility of having the $12 ,480 in the budget now
for a mechanics helper position that is presently
vacant go toward keeping the garage superintendent;

1 unpaid lot mowing fees offset by liens - City Manager
Flatley said he would like to put an interest penalty
(the government allows 8%) into the ordinance;
medical administrative fees not decreasing in ratio to
health insurance decrease - Personnel Director Smith
asked to look into that;
possible reduction of buy-back sick leave reserve;
suggestion to increase Personnel Director' s salary to
$43 ,000 in line with other Department Heads ;
contractual CPA being hired for 30 hours a week, part
of salary in utilities;

possibility of putting a portion of deleted account
clerk II salary in utilities;
reclassification of administrative aide to secretary
II at no reduction in salary but topping out two years
sooner;
contingency of $68,000 for general employee raises;
suggestion to '
g8 put back the $1 ,560 into Commissioners
salaries and delete their $5 ,000 travel expense; and
responsibility for utility payments for Boisey Waiters
building when Housing Authority is stationed there.
The Commissioners , acknowledging the seriousness of the
financial problem, commented in support of the new City 1°
Manager, said they hated to see people let go, asked the City
Manager to look at the budget a little tighter and eliminate
at a minimal and expressed hopes that employees might forego
some raises to save fellow employees ' jobs.
City Manager Flatley asked for a straw vote on the millage.
Vice Mayor Cook, Commissioner Stevens , and Mayor McElyea felt
the millage rate should stand at 5. 9 as officially set.
Commissioner Bertino felt Dania should not go above
Hollywood 's proposed millage for purposes of annexation.
Mayor McElyea allowed input by John Lassiter, who commented on
city property not being used . City Manager Flatley said he
has already started looking into surplus equipment sales , land
sales , and any other ways to bring extra dollars into the
budget during the year.
City Manager Flatley said he would prepare a budget that will
be just as tight but will reflect a 5.9 millage for the first
public hearing on September 6, 1988.

j appointment to be made on September 6, 1988 , after the budget
hearing.

1 City Manager Flatley distributed the resumes of three f
candidates for the Dania District Commander position. In
Idj order to effect a smooth transition, the Commission was asked
to make l.ts decision by September 6, 1988.
This Workshop meeting was then adjourned.
