Phil Cohen Commissioner Cohen, of the City of Hallandale, on behalf of the Broward County Bicentennial Commission, presented certificates of appreciation to Chester A. Byrd ( received by Mrs . Byrd ) , Bob Lizana and Harriet Calucci in recognition for their efforts in coordinating the Broward County Bicentennial T Celebration honoring the U .S . Constitution . Commissioner Cohen also commended and thanked the Dania City Commission for its support . 1 . CONSENT AGENDA Minutes 1 . 1 June 21 , 1988, workshop meeting y 1 . 2 June 28, 1988, regular meeting Resolutions 1 . 3 The title of a resolution implementing Ordinance No . 31-88 which pertains to the City ' s prepayment program to assure recovery of the costs of administrative and outside fee consultant review and processing of applications, submissions, or requests incident to development of realty in the City, by providing for implementation of said program by establishing initial deposit amounts and surcharges for various types of review request was read by City Attorney Adler . Ordinances (First Reading ) 1 .4 The title of an ordinance amending the 1987-88 water fund budget to increase estimated revenues and appropriations for expenditures from the total of $941, 200 to $998, 900 by increasing the use of prior years surplus in the amount of $57 , 700 and providing that the effective date of this ordinance shall be July 1, 1988, was read for first reading by City Attorney Adler . j A motion was made by Commissioner Hirsch, seconded by Commissioner Stevens to approve the consent agenda . PROCLAMATIONS - none { 3 . BIDS (8 : 15 P .M . CLOSING) * 3 . 1 Receipt of bids for accordian and single moveable partitions for the I . T. Parker Civic Center, including) installation . A motion was made by Commissioner Hirsch, seconded by Commissioner Bertino that the time for receipt of bids be closed and that all bids be opened and tabulated . City Clerk Mullikin reported the receipt of one sealed bid from Interior Acoustics for the single panel partition in the amount of $31, 480 and for the accordian partition, $28, 600 in the main room at the Civic Center, and the accordian partition in the Conference Room, $6, 175. A motion was made by Commissioner Hirsch, seconded by Commissioner Stevens to refer the bid to the City Manager for computation and advice . PUBLIC HEARINGS AND OTHER RELATED MATTERS Building and Zoning ( second and final reading ) Petitioner: Bob Lizana , 1409 NW 7 St . `.� 4 . 1 The title of an ordinance amending Section 4 .20, Article 4, of Chapter 28 of the Code of Ordinances to provide for wet and dry stack marinas as a permitted use in C-3 zoning classification was read for second and final reading by City Attorney Adler . * (At this time, 8 : 15 p .m . , agenda item 3. 1 was addressed . ) Mayor McElyea opened the public hearing . Hearing Bob Mikes comment in favor, the Mayor closed the public hearing . A motion was made by Commissioner Bertino, seconded by Vice Mayor Cook to adopt the ordinance on second and final reading . The motion passed on the following roll call vote : Commissioner Bertino-yes Vice Mayor Cook-yes Commissioner Hirsch-yes Mayor McElyea-yes Commissioner Stevens-yes Administrative Ordinances ( second and final reading ) 4 .2 The title of an ordinance annexing to the City of Dania certain j properties described as Parcel "A" , Cross Roads Industrial Park, was read for second and final reading by City Attorney Adler. Mayor McElyea opened the public hearing . Hearing no one speak in favor or opposition, the Mayor closed the public hearing . 1 City Planner Leeds reported this property abuts the west side of Ravenswood Rd . and is directly adjacent to the I -595 I-95 interchange and is currently zoned for industrial use . A motion was made by Commissioner Hirsch, seconded by Commissioner Bertino to adopt the ordinance on second and final reading . SITE PLAN REQUESTS - none Regular Commission Meeting 2 July 12, 1988 J i 6 6 . EXPENDITURE REQUESTS - none 7 . SPECIAL REQUESTS 7 . 1 Approval of extension to library lease with Broward County until September 30, 1989, under existing terms and conditions . A motion was made by Commissioner Bertino, seconded by Vice Mayor Cook to approve the extension of the library lease . The motion passed on the following roll call vote : Commissioner Bertino-yes Vice Mayor Cook -yes Commissioner Hirsch-yes Mayor McElyea-yes Commissioner Stevens-yes 8. APPOINTMENTS - none I 9. DISCUSSION - none : 10. CITIZENS ' COMMENTS 10. 1 Request by Bobbie Grace to address the Commission regarding the Police Department . ** At Bobbie Grace ' s request , her comments were presented after item 10 .2 . Bobbie Grace commented on the need for unity in the City of Dania . 10. 2 Request by Gloria Daly to address the Commission regarding the Police Department . 7 . Gloria Daly spoke on behalf of a group of concerned citizens and expressed anger at the Commission ' s considering the idea of giving Dania ' s Police Department to the Broward Sheriff ' s Office . She then made a presentation in support of the Dania Police Department from the citizens of Dania . 10 . 3 Request by Harvey Darcy to address the Commission regarding the Police Department . Harvey Darcy commented in opposition to the Commission allowing the Broward Sheriff ' s Office to take over Dania ' s Police Department . 11 . ADMINISTRATIVE REPORTS I 11 . 1 City Manager Jewell 11 .2 City Attorney Adler reported that the resolution creating the Community Center Advisory Board has been prepared and will be on the next regular meeting agenda and suggested that the Commission be ready to make their appointments at that meeting . City Attorney Adler announced the Chamber of Commerce Bar-B-Que i August 7, 1988, 2 - 7 p .m. for the Grand Opening Celebration of Dania ' s Community Center and urged attendance . 12. COMMISSION COMMENT 12. 1 Commissioner Bertino asked for a workshop to develop a master ordinance addressing Dania ' s waterways , piers and boat dockage problems . The workshop was scheduled for Monday, July 18th at 7 : 00 p .m. 12 .2 Commissioner Hirsch asked for a workshop to review the applications for the City Manager position . The workshop was scheduled for Monday, July 18th at 9: 00 a .m . J Regular Commission Meeting 3 July 12, 1988 Commissioner Hirsch announced the upcoming Kiwanis Banquet , September 16, 1988, at the Sheraton Hotel Ballroom and urged j attendance . I 12 . 3 Commissioner Stevens objected to citizens using the phrase "giving away our Police Department, " explaining that all the Policemen would still keep their jobs . He said he would check into the comment made during citizens comments regarding the Sheriff ' s Office refusing to transport prisoners and commented that the Commission is trying to do what ' s best for the Police Department and the citizens of Dania . At Commissioner Stevens ' invitation to speak , Mrs . Warman asked what the police department controversy was about . Commissioner Bertino responded that Dania is a small city and rumors are spreading rapidly and prematurely . He assured her that so far all that has happened is that the Sheriff has contacted some Commissioners and a proposal is forthcoming, which proposal will be statistically analyzed and made public . Commissioner Stevens proposed that a representative of the Police Department be included in all future negotiations with the Sheriff. i Commissioner Hirsch commented that the Sheriff contacted some Commissioners but never contacted him . 12 . 4 Vice Mayor Cook also commented that the Sheriff did not contact her and she did not call him and expressed her intention to call j the newspaper regarding the origin of its article . Vice Mayor Cook deferred some of her time to Ray Long . Ray Long complained about the way the Police are handling the City ' s drug problems . 12. 5 Mayor McElyea relinquished some of his time to Kurt Ely . Mr . Ely spoke about the Police Department issue and urged the Commissioners to keep open minds . Mayor McElyea commented on his conversation with Sheriff r =� i Navarro . Mayor McElyea also commented on the Unsafe Structures Board and "Operation Crackdown . " In response to Kathy Kelly ' s question about the outcome of the meeting of the night before about the Michael Thomas dredging situation, Mayor McElyea reported that Michael Thomas was given ten days to acquire a dredging permit and sixty days to fill in the banks and slopes and there would be a fine of $250 per day if not corrected within the sixty days . He said it is now in the hands of the City ' s Code Enforcement Board . Kathy Kelly commended Dania ' s Police on the way they have treated the Ocean Waterway Mobile Home Park residents .
