DANIA CITY COMMISSION
WORKSHOP MEETING
OCTOBER 26, 1987

1 . Discussion concerning proposed changes in civil service rules .
The Commission discussed proposed amendments to the civil
service rules presented as a result of meetings between the
Civil Service Board, Personnel Director Mike Smith, and
Assistant City Attorney Tim Ryan .

Arguments for and against certain provisions were presented :
a ) Allowing employees to be Board members ;
b ) Providing for the Board to make approvals of
classification and pay plan changes ;
c ) Giving the Board the option to modify or mitigate the
action taken by the City Manager rather than simply
affirming or reversing the action as is in the current
rules .
The need to correct the discrepancy in the listing of
positions exempt from civil service rules was acknowledged .

It was noted that the rules must be approved by ordinance, not
by resolution . It was also suggested that the time frame for
disciplinary action in relation to the appeals process be
spelled out more clearly .

2. Discussion concerning mowing of private lots .
Public Works Director, Herbert Lund, reported that if the city
mowed the 92 empty private lots totalling 41 acres , eight
times a year and charged one cent per square foot, which is
the current rate charged by contractors, the revenue producing
potential would equal approximately $150, 000 per year . His
j proposed plan included crediting the landowner ' s mowing bill
the amount of property tax paid and giving the owner the
option to maintain his own property .
Other options, such as contracting or adopting an enforcement
policy, were also discussed .
� It was generally agreed that the City Manager and Public Works
Director should prepare a recommendation for the Commission to I
consider at a future workshop meeting .
" 3. Discussion concerning request from D.E . D.C . to extend its
t agreement with the City of Dania to develop a housing program
for low to moderate income persons within the Dania target
area . An additional $15, 000 is requested exclusively for
administrative and operational costs .
4. Discussion concerning request from Dania Chamber of Commerce
1 ! for $15, 000.

5. Discussion concerning request by Dania Optimist Club for
$13, 613 for sprinkler system at Frost Park .
* After discussing items 3, 4, and 5 individually with i
representatives of D .E .D.C . , the Chamber of Commerce, and
Dania Optimist Club, the consensus of Commission opinion was
favorable to granting all three requests . Regarding the
D.E . D.C . , it was suggested that $5, 000 draws on the 1st of
November, December and January be considered, with progress
reports being submitted by D.E .D .C . It was generally agreed
that the three requests could be funded by transferring
portions of funds allocated for previously approved special t
projects . Noting that the items will be placed on the
10/27/87 Regular Commission Meeting agenda for action, City
Manager Jewell was asked to work out the details and present a
y funding plan at that meeting .
