Public Hearing on resolution of proposed millage rate for 1987-88. The resolution of the City of Dania, Florida, as required by the City Charter and Section 200. 065, Florida Statutes, approving the proposed millage rate necessary to be levied for the fiscal year 1987-88 was read by City Attorney Adler. i City Attorney Adler quoted from the language of the resolution approving a proposed millage rate of 4. 75 and establishing a public hearing for final adoption of the millage rate on September i 22, 1987. It was noted that the proposed millage rate of 4. 75 is j 6. 4% more than the current "rolled back rate" of 4. 464 mills. Mayor Byrd opened the public hearing. Dr. Preacher stepped forward to ask how the 4. 75 millage compares with last year's. j City Manager Jewell pointed out that last year' s millage was 4. 7403 and rounded off this year to 4. 75, the increase is less than one cent per thousand . Commissioner Bertino explained how the rolled back rate is determined by new construction tax dollars . In response to Gloria Daly's question regarding whether or not the millage reflects the proposed budget cuts in services, j Mayor Byrd described the budget preparation process. Several citizens questioned why services need to be cut to keep the tax rate the same if more tax dollars are coming in. After lengthy discussion, during which it was pointed out that the tax rate can be lowered but not raised without a referendum, the Mayor closed the public hearing. i A motion was made by Commissioner Hirsch, seconded by Commissioner i Bertino to adopt the resolution approving the proposed 1987-88 I millage rate and to set a public hearing date for final adoption on September 22, 1987. The motion passed on the following roll call vote: Commissioner Bertino-yes Vice Mayor Cook-yesr Commissioner Hirsch-yes Mayor Byrd-yes Commissioner McElyea-yes 2. I City Attorney Adler quoted from the language of the resolution j approving the tentative 1987-88 annual budget and establishing a public hearing for final adoption of the budget on September 22, L 1987. i Special Meeting 1 September 9, 1987 i j Mayor Byrd opened the public hearing. Commissioner Hirsch explained that the original proposed budget was based on a 5. 25 millage and the Commission, concerned about people on a fixed income, cut it down to 4.75, the dollar amount of the cuts being $225,000. Glenn Morris , Marine Safety Officer supervisor, stepped forward in opposition to cutting the beach staff, presented a detailed report of the lifeguards ' duties and accomplishments, proudly announced that there has not been one drowning in 13 years, and asked the Commission to reconsider the situation in the interests of safety. Citizens ' petitions in opposition to cutting beach lifeguard services were presented. There were many comments disagreeing with the Commission ' s prioritization of expenditures. Alternative options such as part-timers which would remove the benefits element and reduce cost, or possibly an inter-local agreement that might give the beach coverage and save the dollars. Asked what the cost would be to keep the present beach manpower, City Manager Jewell said $58, 000. Commissioner Bertino suggested that since it is really too late to increase the tax, and since the majority of citizens commenting indicated that they would not mind an increased tax to keep the present lifeguards, perhaps a significant increase in beach parking permits could be considered. Harrington Herr recited a poem he wrote honoring the lifeguards and many citizens opposed any change in the present beach staff. Hearing several citizens commend Police Chief Thivener and his department, commenting in opposition to any cuts in the Police Department, the Mayor closed the public hearing. A motion was made by Commissioner Hirsch, seconded by Commissioner McElyea to adopt the resolution approving the tentative 1987-88 annual budget. i During discussion of the motion, Commissioner Bertino suggested a look at some of the options mentioned to see if the coverage at the beach can be kept as near as possible to what it is now. Vice Mayor Cook said she also wants to see the Police Department, VIN unit, Detective Division remain the same . Commissioner Hirsch, the maker of the motion, directed City Manager Jewell to explore other ways of keeping what we have and taking the money from some other place.
