1 . Review of proposed budget for FY 1987-88.
City Manager Jewell presented the proposed 1987-88 General Fund
Budget. He explained that the budget as proposed is a 9.8%
increase from 1986-87 due to increases in salaries, additional
personnel and increased cost of services. He said the proposed
budget reflects an increase in millage from the existing 4. 75 to
5. 25, which would realize approximately $225,000 increased
revenue.
Mayor Byrd asked about the availability of an itemized list of
every commercial property in Dania so that comparisons from year
to year and projections for the next year can be made. Vincent
Carroll suggested that the County Appraiser's office be asked to
symbolize commercial properties on the tax roll .
The Commissioners reviewed the proposed budget line items. In a
step toward privatization, City Manager Jewell recommended going
to contract for custodial services, transferring the two current
City Hall employees to the two existing vacancies in the Public
Works Department. Mayor Byrd disagreed, feeling at least one man
should still be assigned to City Hall during the day.
Police Chief Thivener discussed his department 's requests with the
Commission. It was decided that the provisions for an SRO at
Olsen Middle School be eliminated from the budget, the majority of
Commissioners feeling that the responsibility lies with the School
Board, not the City. Regarding Chief Thivener's request for a
Lieutenant to be in charge of five detectives, Commissioner Hirsch
commented that in view of last year's budget surplus of
approximately $50, 000 saved by the Police Department, a $3500
increase is acceptable.
Chief Thivener commented that he really has no control over the
situations that require overtime, but will cut it where he can and
try to stay within the City Manager 's recommendation.
Fire Chief Grammer discussed his department's requests with the
Commission. Commenting on the City Manager's recommendation of
three additional firefighters
said the alternative toincreasedxmanpower were gissthe �usehoffmoremmer
overtime.
Chief Grammer commented favorably on the City Manager's
recommendation to contract with Hollywood for dispatching. He
said Hollywood 's system would upgrade Dania firefighters '
equipment and dispatching capabilities, integrate them with a
frequency that would put them on Broward County E.M.S. , would put
them in contact with Hollywood, and would put them in contact with
Dania 's own Police Department.

(� Chief Grammer requested a Secretary II for the Fire Department if
the dispatchers are omitted, commenting that they have no one
qualified in that area and were utilizing dispatchers for clerical l
needs. ;
Commissioner Bertino suggested that a secretarial pool concept be
explored, Mayor Byrd having commented earlier that the i
{ Commissioners also have an occasional need for clerical services.

I A straw vote of the Commission showed no one in favor of
increasing taxes. City Clerk Mullikin pointed out that staying CC
with the present millage of 4. 75 will still require advertisement 4
of a tax increase due to the fact that the current roll-back is t 3 4.464. She reminded the Commission of the August 5th deadline for
a
certification of the millage rate.
City Manager Jewell was directed to rework the budget to bring it
j in line with last year 's budget and present a new recommendation
based on a 4. 75 millage rate, to be reviewed at a workshop
scheduled for Monday, July 27, 1987, at 3:00 p.m.
