Byrd j Vice Mayor: Jean Cook a Commissioners: John Bertino Howard Hirsch Charles McElyea City Attorney: Frank Adler City Manager: Eugene Jewell City Clerk: Wanda Mullikin Police Chief: Gilbert Thivener City Manager Jewell announced that the workshop with the Civil Service Board scheduled to follow this Special Meeting was cancelled due to lack of a quorum. 1 . Selection of three finalists for Public Works Director. Each Commissioner rated the seven candidates and submitted the forms to Michael Smith, Personnel Director. i * Michael Smith determined the rating results while Agenda Item 2 was being addressed. The top three finalists were William Moss, Herbert Lund and Robert Palm. It was agreed that interviews will be scheduled for Wednesday, May 27, 1987, starting at 6: 00 p.m. r 2. Presentation and possible action concerning hiring of airport consultants. Mr. Earl Gallop i Earl G. Gallop, the Attorney hired by the city with regard to the airport expansion, presented the backgrounds and qualifications of two former FAA employees, one a design engineer specializing in airport design, and the other specializing in noise and environmental studies . He requested that the Commission consider authorizing the hiring of these two men to assist him in reviewing the County's plan. He estimated the total cost to hire both men w would be $16,000-$20, 000 covering 100-120 hours combined time. The Commissioners agreed that consultants with such credentials i were necessary to fight the airport expansion battle. It was estimated that the whole battle could end up costing about $100, 000. City Manager Jewell commented that Phase I will be to try to stop ' the expansion. In the event that cannot be accomplished, then other phases will follow, the final goal being to make sure the residents ' and the City of Dania's interests are protected. A motion was made by Commissioner Bertino, seconded by Vice Mayor Cook to authorize Mr. Gallop to employ the two consultants, Mr. Arnold and Mr. Goodwin, in an amount not to exceed $20, 000. and to j authorize the City Manager to secure the necessary funds to fight I } the airport expansion battle. Y j During discussion of the motion, City Manager Jewell said he will f secure an open line of credit under the normal guidelines to be drawn upon as needed with Commission approval . ; i The motion passed on the following roll call vote : I 1 I Commissioner Bertino-yes Vice Mayor Cook-yes 1 Commissioner Hirsch-yes Mayor Byrd-yes Commissioner McElyea-yes I Special Meeting 1 May 19, 1987 E 1 ; t 1 1 I * .(At this time Agenda Item 1 was readdressed. ) City Manager Jewell commented on the need to direct Mr. Gallop regarding his acceptance of calls from residents, since the time used in handling those calls is included in his itemized bill to the City. It was agreed that, although the City cannot dictate who Mr. Gallop accepts calls from, the City will only accept responsibility for payment of those that come through the City Manager's office . The Commission made it clear that this applies k to the City Engineer as well .
