POPE PLEDGE OF ALLEGIANCE ROLL CALL: Present - Mayor: John Bertino Vice Mayor: Chester A. Byrd Commissioners : Jean Cook Howard Hirsch Charles McElyea City Attorney: Frank Adler City Manager: Eugene Jewell Deputy City Clerk: Marie Jabalee Police Chief: Gilbert Thivener Building Official: Paul Maxwell Mayor Bertino read a Resolution of the City Commission to welcome Rev. Gregory B. Pope and his family to the City of Dania, Florida, where Rev. Pope will serve as the Pastor of Bethel Baptist Church . A motion was made by Commissioner Hirsch, seconded by Commissioner Cook to adopt the resolution. The motion passed unanimously. Commissioner Hirsch read a Resolution appointing James (Jim ) Serpe as Honorary Assistant Chief of Police of the City of Dania . A motion was made by Commissioner Cook , seconded by Vice Mayor Byrd to adopt the resolution. The motion passed unanimously. Commissioner McElyea announced, with sadness , the death of his aunt, Vera L. Hill, who was the first lady elected to the Commission of Dania and served as Mayor for the term of 1963-65 . PRESENTATION - Boy Scout Troop 127 •,,,y' Patrol Leader, William Devlin , presented the trophies won on the week-end of October 17-19 , 1986 , at the Indian Lore Camporee to the City of Dania as sponsor of Boy Scout Troop 127. Joan Devlin , Secy.-Treas. of Troop 127 , expressed pride in the accomplishments of Troop 127, invited new members , and asked that the Commission consider a request that will be forthcoming in the summer for camperships for two star scouts who will be eligible to attend the long-term camping experience at the Boy Scout Ranch in New Mexico. 1 . PUBLIC HEARINGS AND OTHER RELATED MATTERS ADMINISTRATIVE ORDINANCES (Second & Final Reading ) Y 4 . 1 An ordinance amending Section 22-5 of the 1980 Code of t Ordinances entitled "Pavement , Improvement and Use of Drainage Swales" by adding a subsection (I ) thereto prohibiting the placement of objects in swale areas within the public right-of-way of streets , or other public rights-of-way owned or controlled by the City of Dania . (Cont'd. from 10/28/86 ) i AND 4 .2 An ordinance amending Sections 13 . 68 and 13 .69 of Article IV, Chapter 13 of the 1980 Code of Ordinances entitled "Garbage and Trash" , to amend the definition of "small business" and to amend the services and charges for services provided by the City. (Cont' d. from 10/28/86 ) A motion was made by Commissioner Cook , seconded by Commissioner Hirsch to continue the second and final reading of the ordinances contained in agenda items 4 .1 and 4 .2 until the next regular meeting of November 25 , 1986 , to allow time for changes to be made per the workshop meeting of November 10 , 1986. SPECIAL REQUESTS - none 7 .1 Request permission to close Beach Boulevard from Federal Highway ' to the Fire Station and to close NW 1 Avenue from Beach Boulevard to the Post Office during the Dania Holiday Festival on Saturday, November 22 , 1986 , from 8 a.m. to 5 p.m. {+ A motion was made by Commissioner Hirsch, seconded by i Commissioner Cook to grant the request. Graf to waive replatting requirement for the vacation of an alley lying in Block 3 and Block 4 from SE 7 Street to SE 10 Street (as amended ) . i A motion was made by Commissioner Hirsch, seconded by Commissioner McElyea to waive the replatting requirement and to refer the vacation request to the Planning & Zoning Board. The r motion passed unanimously . 8 . APPOINTMENTS 8 .1 Appointment of member to the Housing Authority. (Term has expired for Veta Mae Peterman. ) C A motion was made by Commissioner Cook, seconded by Commissioner McElyea to approve Mayor Bertino' s appointment of Veta Mae Peterman to the Dania Housing Authority. The motion passed unanimously. 8 .2 Appointment of 2 members to the Code Enforcement Board. (Terms have expired for Jack Bradley & Roxanne Knight . ) A motion was made by Commissioner Cook, seconded by Commissioner Hirsch to reappoint Jack Bradley and Roxanne Knight to the Code Enforcement Board . The motion passed unanimously. i 9 . DISCUSSION - none i 10 . CITIZENS ' COMMENTS 10 .1 Request by Nathaniel & Alice Williams to discuss outstanding utility bill . Alice Williams stepped forward to describe a problem leading to two inordinately high utility bills , one of which has been paid. It was determined that the water bill still had to be paid since t the water did go through the meter , but since they were not hooked up to the sewer, relief from the sewer bill would he provided. i 11 . ADMINISTRATIVE REPORTS j 11 . 1 City Manager Jewell asked the Commission to confirm, for advertising purposes , whether or not a Regular Meeting will be held on December 23rd . The Commissioners agreed that the December 23rd Regular Meeting would be cancelled and rescheduled for December 16, 1986 . Regarding the proposed new Civil Service rules , City Manager Jewell asked the Commission to set a time for a lengthy workshop with the Civil Service Board to review the rules. City Manager Jewell requested an Executive Session for collective bargaining purposes . The Commission scheduled the Executive Session for the next day, November 12 , 1986 , at 4:30 p.m. In response to City Manager Jewell ' s request for direction regarding the job description for a Public Works Director, Vice Mayor Byrd said he would like to discuss the requirements a i : *.io W; rh the City Manager before approving for advertisement . 11 . 2 City Attorney Adler - no comment. * At this time agenda item 12 .4 was addressed. I 12. COMMISSION COMMENT 12.1 Commissioner Cook - no comment. 12 .2 Commissioner Hirsch - no comment. I Regular Commission Meeting 3 November 11 , 1986 " r f F 'f 1 f I f I 12 .3 Commissioner McElyea commented on being very impressed with the r Boy Scout Troop members. * 12 .4 Vice Mayor Byrd relinquished his time to Mr. Robson, representing residents of Meadowbrook Lakes Section A Recreation Center. He complained about dogs on the corner of SE 2nd Ave. and SE loth Terrace barking from early morning til late at night i and chasing residents . He said he has complained to the Code Enforcement Officer and the City Manager. f. City Manager Jewell reported that he had investigated the complaint, speaking to next door neighbors, and could not verify that the complaint was valid. Mr. Robson was advised that the formal "nuisance" complaint j received from Mr. Levinson, President of the Condo Association , would be forwarded by the City Manager to the Code Enforcement Board and both Mr. Robson and Mr. Levinson would be notified of the hearing date. f 12 .5 Mayor Bertino - no comment.
