WORKSHOP MEETING
APRIL 16, 1986

1 . Discussion of proposed 1985-86 budget revisions.
Acting City Manager Mullikin outlined the major departmental
increases and decreases in revenue and expenditures contained in
the proposed budget revisions. She stated that the budget as
revised includes all the capital projects approved by the City
Commission on February 18 , 1986 , and absorbs all of the $180 ,600
Prior year' s surplus available in the General Fund and $8872 from
the Federal Revenue Sharing Fund prior year' s surplus. It was
noted that 7 new employees requested by Police Chief Thivener and '1 additional employee requested by Fire Chief Grammer were not
included due to lack of overall funding.
Discussion of the need for police protection ensued. Commissioner
Hirsch pointed out that 3 police officers could be hired right now
without being in deficit budget. Police Chief Thivener explained
that those 3 open positions have virtually been filled, background
checks being currently run, and that his request is for 7
additional new employees (5 for the narcotics special enforcement
unit and 2 for th. detective bureau) . t
The Commissioners , agreeing that the City' s main purpose is
safety, directed the City Manager to find the funding for the 7
Police officers requested by the Police Chief and the 1 employee
requested by the Fire Chief and to present such recommendation at
a workshop meeting. Acting City Manager Mullikin pointed out that
the City will be looking at making up $479 ,000 in next year' s
budget ($230,000 for the 7 police officers in the next fiscal year
plus the loss of revenue sharing) .
A workshop meeting for proposed General Fund budget revisions was
scheduled for Monday, April 21 , 1986 , at 4 :00 p.m.
Acting City Manager Mullikin then outlined the proposed major
revisions to the enterprise fund budgets (Water, Sewer, and
Fishing Pier) .
While discussing the Water Fund budget , Mayor Bertino suggested
returning the interest on water deposits to the customer (by
crediting the water accounts) and making up that loss of revenue
possibly by raising water rates. It was generally agreed that
possible ways to accomplish the return of interest on deposits to
the water customer should also be workshopped.

I Mrs. Jayma Hall , President of the Condo Association described the
Loriginal plan for the development of the Watermark Condominiums by
U.S. Lend Lease Corp. She explained that only about 5 acres of
the 85 acre planned community were actually developed and that the
developer has decided at this point to sell the project.

- On behalf of the residents, Mrs. Hall requested that the
Commission make sura that the developer who ultimately purchases {
the land does not receive site plan approval for anything of F
lesser quality than that which was approved by the Commission five
years ago.
Mayor Bertino said he would call for a workshop to be attended by L
Watermark residents if and when such a site plan is presented for <
approval . The Commissioners generally agreed that any new site
plan for the property should be carefully considered so as not to
detract from the property value.
