Byrd Commissioners: Jean Cook Howard Hirsch Charles McElyea City Attorney: Frank Adler City Manager: Eugene Jewell City Clerk: Wanda Mullikin The Workshop meeting was called to order by Mayor Bertino for the purpose of discussion concerning procedures to be utilized in the selection of a Police Chief. Personnel Director, Michael Smith, presented Administration' s recommended guidelines, arrived at after researching processes used by other cities in the hiring of police chiefs. Regarding the range of recruitment, Administration recommended limiting recruitment to the State of Florida for the reasons that the Police Chief should be familiar with the laws of the State of Florida and to minimize the cost of recruitment. During discussion, the Commissioners generally agreed that residence in the City of Dania within six months of hire should be a condition of employment. They also agreed to advertise and recruit from the State of Florida, but not to preclude any applications received from out of state , and also added minority publications to the recommended list of sources of advertising. i Administration recommended October 31st as the closing date for the receipt of police chief applicants , based on deadlines for magazine advertising. After citizen input allowed by Mayor Bertino, the Commissioners expressed a preference for a cut-off date of October 9th, eliminating the magazine ads in favor of additional newspaper ads to announce the opening. John Vollman, President Elect of the Florida Criminal Justice Educators and Trainers Assn. , suggested also utilizing the F.O.P. State Lodge Office for announcing the police chief opening. The recommended ad format was discussed and the consensus of Commission opinion was to add the residence employment condition, and to list a starting salary of $38 ,500 .00 . Administration' s suggestion of a Committee for preliminary review of applicants was accepted , the Commissioners reserving the right to view all applications and to place an applicant back on the list if removed by the committee. I The recommended process included evaluation of the top five or six candidates by the S .E. Florida Institute of Criminal Justice Assessment Center in Miami . The Commissioners disagreed as to the value of such a ' study which would cost approximately $3 ,000 .00 . Mayor Bertino and Vice Mayor Byrd spoke in defense of using the Assessment Center, but f Commissioners Cook, Hirsch and McElyea opposed, expressing the view that the Commission , as a whole , should have the responsibility for the final evaluation of candidates. j It was generally agreed that background checks will be conducted by the Personnel Director and on-site visits will be made by the City Manager 1 and any Commissioner wishing to accompany.
