DANIA CITY COMMISSION
WORKSHOP MEETING '

The workshop meeting to discuss the fiscal year 1985-86
budget for the City of Dania was called to order by Mayor
Cook.
City Manager Jewell explained the structure of the
preliminary General Fund budget for the fiscal year 1985-86 ,
which calls for no Ad Valorem increase , maintaining the 5 .239
millage. He reported that the only revenue increase
requested is 50� per month per single family home on garbage
fees , necessitated by Broward County' s landfill rate
increase . }

City Manager Jewell explained that due to the uncertainty of
Federal Revenue Sharing funding at the time of budget
preparation, everything that the City could still operate
without was put into the Federal Revenue Sharing budget;
therefore the General Fund budget reflects an increase and
the Federal Revenue Sharing budget reflects a decrease from
last year' s .
During detailed review of revenue projections , the
Commissioners expressed pleasure re the conservative revenue
estimates .
During Commission review of the General Fund expenditure line
items , the following changes were recommended:
1 . In the Admin. Center division of City Manager Dept. ,
correct typo error by reversing Clerk Typist I and Maint.
Crew II figures .
2 . Revise Police Dept. recommended personnel nomenclature
changes to reflect no Assistant Chief , change Acting Captain i
to Captain by creating the civil service position, add no
additional lieutenants, change one detective to sergeant , I
correct Administrative Aide to read Administrative Assistant ,
and add one patrolman , increasing total personnel number to
54 .
3 . Zero out the E .M.S . Dept . equipment one-year lease figure
of $1750 and add $3500 to the Capital rescue equipment
account .
4 . Effect a 58 salary increase for Public Works 1
Administrator.
5 . Correct Recreation Dept. Beach Aide to read Community
Service Aide.

City Manager Jewell asked for direction re a request from
Thomas Sette for an annual grant of $15 ,000 to the Dania
Chamber of Commerce. The Commissioners discussed the
request, but made no decision at this time .
With regard to the Broward County School Board' s request for
crossing guards at six street intersections, City Manager
Jewell recommended hiring three part-time crossing guards and
utilizing three uniformed officers . It was generally agreed
to fund $6 ,000 from the Police Dept. budget , for this
purpose.
The activity status of the Police Advisor was also discussed.
After discussion of the General Fund budget, City Clerk
Mullikin was directed to notify the County of the taxable
value of 5 .239 ( the rollback figure being 5.250 ) . A Special
Meeting was scheduled for September 17, 1985 , for the first
public hearing on the General Fund budget . The second and
final public hearing was scheduled for the regular Commission
Meeting of September 24 , 1985.
During review of the preliminary Federal Revenue Sharing
budget, City Manager Jewell reported that the budget was
formulated at 75% funding , not having a confirmed figure yet.
The Commission rejected the request for a Recreation Aide at
Modello Park , electing to place the allotted $11 ,600 into the
Federal Revenue Sharing Contingency Fund.
In response to Commissioner McElyea ' s suggestion that the
$11 ,600 , or part of it, be used to maintain a diving team for
rescue, City Manager Jewell said he would prepare and present
a past performance report at the Special Meeting public
hearing.
The preliminary Water, Sewer and Pier Fund budgets were then
reviewed . Commissioner Hirsch suggested that partial
salaries split between the Water and Sewer Funds be
footnoted . Commissioner Hirsch requested the City Manager to
supply Pier net profit figures so that the practicality of
leasing out the Pier can be workshopped.
There were no recommended changes to the Water, Sewer and
Pier Fund budgets by the Commission.
Staff was commended for a job well done and the workshop
meeting was then adjourned.
