Byrd ( late) Commissioners: James Adams 4 Howard Hirsch City Attorney: Frank Adler City Manager: Eugene Jewell City Clerk: Wanda Mullikin City Planner: Larry Leeds Absent: Commissioner: Charles McElyea ( Ill) Building Official : Paul Maxwell (Vacation) i The workshop meeting was called to order at 3 :00 p.m. by Mayor Cook. i The purpose of the meeting was to discuss the Proposed Amendment to Text of City of Dania Zoning Ordinance, adding a classification for Adult Residential Care Facilities within + RM-2 Districts. i Wilson C. Atkinson, III , Attorney, explained that the proposed zoning code text change relating to permitting adult congregate living facilities (A.C.L.F. ) in RM-2 districts in Dania is being submitted in conjunction with his clients' rezoning request (C-2 to RM-2 ) , land use plan amendment and i land use flex change for property located on Sheridan Street between SE 2nd Avenue and SE 5th Avenue ( approximately five acres) . i Mr. Atkinson nresented and described in detail the plans for ? the construction of a $9 million A.C.L.F. rental facility designed for the upper middle and high income range of people, average age of 80 , and ambulatory only. He pointed out that it is not to be a nursing home, and will contain a central dining area serving two meals a day, library reading room, arts & crafts and billiards rooms , social director' s room, doctor' s office, nurse' s office (staffed) , tenants' beauty and sundry shops , bath & sauna , outside pool & spa , administration offices and transportation/shuttle facilities. The Commissioners raised questions regarding rental lease forms, tenant qualifications, and availability and demand for this type of facility . Mr. Atkinson suggested lease form submittal to the City and offered to furnish copies of economic studies made . Mr. Atkinson explained that at the present time, the County will not permit this use in a commercial land use designation, and that the County is preparing an ordinance addressing A.C.L.F. in a commercial area, but since the ordinance is attempting to encompass every aspect of elderly care, it will take another 6 to 9 months to complete. He suggested that if the City Commission endorses this type of project in the 5 . specified location, he will continue to work with Staff to request the City to change the land use for the five acres to residential, rezone to RM-2 and amend the zoning code text to permit A.C.L.F. in RM-2 districts in Dania. Workshop Meeting 1 July 30 , 1985 I Larry Leeds, City Planner, detailed the terms of the zoning code text change ordinance, establishing certain criteria in terms of lot size , lot width and location abutting certain roads thereby limiting location. Mr. Leeds commented that the alternative would be to treat the proposal as a special exception. He also pointed out that the parking standard i submitted has not yet been evaluated by Staff. Richard Gloss , Code Enforcement Officer, commented on the concept of this type of facility and on the practical aspects of the proposed ordinance as applied to the City of Dania. The workshop meeting was then adjourned.
