MINUTES
DANIA CITY COMMISSION
WORKSHOP MEETING
JULY 8 , 1985

The Workshop meeting was called to order by Mayor Cook.
1 . DISCUSSION OF COMMISSION POLICY REGARDING DONATIONS .

City Manager Jewell asked for Commission direction re donations in
light of the new Commission' s recent deviation from the past
practice of giving no donations.
The Commissioners were in�. agreement that the giving of donations can get out of hand, and rather than choose who to give to and who not
to give to, it would be fairer to return to the past practice of not
budgeting anything for donations.
Mayor Cook suggested that it be discussed at the budget meeting.
City Manager Jewell said he will return to a policy of no donations
unless otherwise directed by the Commission.

+� 2 . DISCUSSION OF AIRPORT REZONING & UTILITY PLANS .
City Planner, Larry Leeds, described the landscape and sign code
that would apply to the Dania, Hollywood and Ft . Lauderdale airport
overlay zone per Broward County' s proposed Community Zoning
Ordinance. He reported that the landscaping regulations are
comparable to Dania' s existing code, but the signage code that is
part of the overlay district is much more strict than what has
originally been proposed for the IRO area.
Building Official Maxwell called attention to the fact that the
proposal , initiated by the County' s Project 80, affects Dania, a
small portion of Hollywood, and a small portion of Ft . Lauderdale ,
but excludes the airport area itself.
Albert C. Nelson, DDR International , Scheduling Consultants for
Broward County, stepped forward on behalf of Richard E . Mooney,
Project 80 Director, and described the origin of the airport zoning
concept. He stated that if the airport area were incorporated into
the proposed ordinance area, the ordinance regulations are more j
liberal than what the airport dictates right now regarding the
rental car facilities.
Building Official Maxwell said that he sees no problem with the
directional sign regulations of the proposed ordinance, but sees a
major conflict with the reduction of signage for large I g projects .
During discussion of the proposed County ordinance, Mr. Nelson asked
the Commission to consider a two-tier zoning approach, stating that
the airport is a unique zoning entity.

Larry Leeds then outlined the changes made per the June 5th Workshop
meeting to staff ' s recommended rezoning ordinance creating an IRO
District . The proposed City ordinance was discussed in detail. i
After discussion, Mr. Leeds said he will proceed with getting the
ordinance prepared for Commission approval .
John Calvin, City Engineer, reported on a meeting held with property l
owners in the proposed IRO area regarding sewer lines, and said that
written responses to that meeting will be received from the property
owners by July 20th. I

City Manager Jewell described the sewer line project plans.
3 . DISCUSSION OF RESOLUTION REGARDING COMMISSION MEETING RULES .
City Attorney Adler explained the resolution initially prepared by
City Clerk Mullikin setting forth rules of procedure taken from the
City Charter and State Statutes, presented to the Commission for
review.
During discussion, Kurt Ely stepped forward to request clarification
of several items in the resolution and offered suggestions for
allowing more citizen input on debatable issues .

4 . DISCUSSION OF FUNDING FOR DANIA'S MAIN STREET PROJECT.
The Commissioners discussed the merits of the Main Street Project
and acknowledged the fact that although a comprehensive and complete
plan of downtown redevelopment utilizing block grant funds is
desirable, the first step must be taken by the City.
During discussion of the options available to the City regarding ,,..
funding for shrubs and benches as a starting place to get the
project in motion, City Attorney Adler suggested that the $15,000
expenditure requested by the Committee should be broken down in
detail .
Several citizens contributed to the discussion. Commissioner
McElyea said he would like to see more area property owner
participation.
After discussion, City Manager Jewell was directed to set up another
meeting, invite "target" area property and business owners, and have
Michael Smith, Project Director, present the entire downtown
redevelopment plan again.
5. DISCUSSION OF WELL FIELDS ( * Addressed after item 1 . )
City Engineer, John Calvin, reported on Broward County' s study of
possible regional well fields , presenting a zone map of County
predictions , and stated that the official results of the study have
not been released yet .
Mr. Calvin said the City applied for a water withdrawal permit from
the So. Fla. Water Management District in 1982 , and has been
monitoring its wells since then for the salt water intrusion
management program (SWIM) as part of that withdrawal process . He
reported that the result of monthly sampling from 3 locations shows
that Dania has no problem right now.

Mr. Calvin described the City' s six wells , two operating very well,
two Eastern wells which have been shut down, and two middle range i
wells which are used occasionally, and described the interconnect
system agreements with Ft . Lauderdale and Hollywood .
The Workshop meeting was then adjourned.

PROVIDING THAT ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN
CONFLICT HEREWITH BE REPEALED TO THE EXTENT OF SUCH CONFLICT;
AND PROVIDING FOR AN EFFECTIVE DATE.
